About this file

This is a Vendor Checklist document issued by Collier County's Procurement Services Division for RFP 26-8634, a Request for Proposals for Planning and Regulation Staffing services to support the Development Review Division's Growth Management Community Development Department. The County seeks qualified staffing firms to provide augmented personnel for building code permitting, plan review and inspection services, planning and zoning permitting and review, land development and environmental services, addressing, and technical spatial data processing. Proposers must submit hourly rates for five position titles: Building Official, Architect, Plans Examiner, Code Inspector, and Permit Technician, with rates to be used as flat-rate charges without additional markup. The RFP was posted February 10, 2026, with proposals due March 12, 2026, at 3:00 PM EST through the Collier County Procurement Services Division Online Bidding System. The County will award a three-year initial contract term with two optional one-year renewal periods, with pricing remaining firm for the initial term and annual price increases permitted thereafter only with 30 days' advance notice and supporting documentation.

Vendors must submit all applicable documents electronically through OpenGov, including the Vendor Declaration Statement, Conflict of Interest Certification, Immigration Affidavit Certification, Form 4 Reference Questionnaire, W-9 Form, proof of Florida Division of Corporations status, E-Verify enrollment documentation, copies of all requested licenses and certifications, signed addenda, and acknowledgment of County IT Technical Architecture Requirements and supplemental terms. Proposers must maintain commercial general liability insurance of $1,000,000, professional liability of $1,000,000, cyber liability of $1,000,000, and performance bonds of 100 percent for contracts exceeding $200,000, with bid bonds equal to 5 percent of the cost proposal. Evaluation criteria include cover letter and management summary (5 points), certified woman and/or minority business enterprise status (5 points), technical proposal (20 points), experience and capacity of firm (30 points), cost of services (30 points), and local vendor preference for Collier or Lee County businesses (10 points). The historical countywide expenditure for planning and regulation staffing is approximately $1,000,000 per fiscal year; however, no minimum expenditure is guaranteed as future spending depends on available County Department budgetary funding.
