About this file

This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division for use in the Planning and Regulation Staffing Request for Proposals. The form allows vendors to certify their status as a local business in accordance with Section Sixteen of the Collier County Procurement Ordinance. To qualify as a local business, vendors must maintain a physical business address within Collier County zoned for business operations, demonstrate verifiable and measurable contributions to the county's economic development and well-being through employment retention and expansion, tax base support, and employee residency, and obtain a current Local Business Tax Receipt from the Collier County Tax Collector prior to bid submission. Vendors must complete and submit this certification at the time of bid or proposal submission to be eligible for local preference consideration.

Vendors who misrepresent their local preference status face a suspension of local preference privileges for up to one year. The form requires the company name, signature of a duly authorized corporate representative with signature authority, date, and title of the signatory. Upon request by the County, vendors must provide documentation substantiating the information contained in the certification; failure to do so will result in the submission being deemed non-responsive. The underlying Planning and Regulation Staffing procurement opportunity represents a countywide annual expenditure of approximately $1,000,000, though this figure is for reference only and no minimum amount is guaranteed based on available departmental budgetary funding.
