About this opportunity
The Orange County Transportation Authority (OCTA) is soliciting proposals to build, deploy, and manage a Microsoft Azure cloud environment supporting the authority's desktop and enterprise geographic information systems, with proposals due February 9, 2026 at 2:00 p.m. and mandatory interviews scheduled for March 4, 2026. No set-aside or preference program applies.
Offerors must hold Gold or Platinum Esri Partner status with Azure-certified technical staff, ten years of proven experience planning and maintaining ArcGIS Enterprise for public agencies, seven years implementing GIS managed cloud services using Esri technology, five years hosting virtual desktop machines on cloud platforms running ArcGIS Pro, and expertise in Active Directory integration and high-availability implementations. The scope encompasses migrating OCTA's current single-machine ArcGIS Enterprise 11.3 Standard deployment (hosting over 200 services and 30 production web applications), 12 enterprise geodatabases on Microsoft SQL Server 2019, approximately 2.0 terabytes of file-based storage, and desktop GIS software supporting ten power users to Azure. Phase 1 covers project initiation, pre-migration setup, migration execution, and post-migration optimization over approximately four to six months; Phase 2 consists of three years of ongoing management, including ArcGIS Enterprise administration, cloud platform security, database configuration, troubleshooting, monitoring, backup and disaster recovery, and patch management. The contractor must develop a service level agreement guaranteeing 99.5% monthly uptime, establish Single Sign-On integration with OCTA's Active Directory, coordinate Oracle data warehouse connectivity, and create an exit strategy enabling service transition.
The estimated contract value is $380,000 for a three-and-a-half-year term (April 1, 2026 through September 30, 2029) on a firm-fixed-price basis. Evaluation criteria are weighted as follows: Qualifications of Firm (30 points), Staffing and Project Organization (20 points), Work Plan (25 points), and Cost and Price (25 points). Questions are due January 20, 2026. OCTA reserves the right to conduct best and final offer negotiations and award to the offeror presenting the most favorable terms.
