About this file

This is a Procurement Plan document issued by the Orange County Transportation Authority (OCTA) on December 23, 2025, for RFP 250153 regarding Geographic Information Systems (GIS) Cloud Migration Hosting and Management. The procurement seeks qualified consultants to build, deploy, and manage a Microsoft Azure cloud environment supporting OCTA's desktop and enterprise GIS systems. The contract term is three and one-half years, effective April 1, 2026, through September 30, 2029, with no renewal options noted. The RFP format was selected as the procurement requires evaluation criteria beyond price to identify a firm capable of executing this specialized technical project.

The contract type is firm-fixed price with a total budget of $380,000 for the three-and-a-half-year term. Evaluation criteria are weighted as follows: Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (25%). The procurement requires offerors to be Gold or Platinum Esri partners with Azure-certified staff and a minimum of seven to ten years of experience with ArcGIS Enterprise cloud migrations for public agencies. Prevailing wages apply, retention requirements are in effect, and liquidated damages provisions are included. The project is funded through Local Measure M2 federal CMAQ funds, with an Independent Cost Estimate approved and requisition number R000629 received. The internal evaluation team includes Ivy Hang (Senior Transportation Analyst), Steve Hossack (Senior Section Manager, GIS), and Ryan Puchahes (Senior Systems Engineer). CAMM Section Manager Iris Deneau provided concurrence on January 11, 2026.
