About this file

This is a Procurement Plan document prepared by the Orange County Transportation Authority (OCTA) for RFP 250153, which solicits proposals from qualified consultants to build, deploy, and manage a Microsoft Azure cloud environment supporting OCTA's desktop and enterprise geographic information systems (GIS). The project encompasses a three-and-a-half-year contract term effective April 1, 2026 through September 30, 2029. The RFP will be evaluated using four weighted criteria: Qualifications of the Firm (30%), Staffing/Project Organization (20%), Work Plan (25%), and Cost (25%). The procurement plan specifies that qualified proposers must be a Gold or Platinum Esri partner with Azure-certified staff and a minimum of seven to ten years of experience with ArcGIS Enterprise cloud migrations for public agencies.

The total contract value is $380,000 for the three-and-a-half-year term with no option years. The contract will be structured as a firm-fixed-price agreement due to the specific scope of work detailing distinct tasks and deliverables. Funding will be provided through Measure M2, and an independent cost estimate has been received along with requisition number R000629. The procurement plan includes no prevailing wage requirements, no liquidated damages provisions, no retention requirements, and no Disadvantaged Business Enterprise (DBE) goals. The suggested internal evaluation team consists of Ivy Hang (Senior Transportation Analyst, Planning & Analysis), Steve Hossack (Senior Section Manager, Geographic Information Systems), and Ryan Puchahes (Senior Systems Engineer, Information Systems).
