About this file
This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) dated December 23, 2025, outlining the procurement strategy for RFP 250153 to select a qualified consultant for Geographic Information Systems (GIS) Cloud Migration Hosting and Management. OCTA seeks proposals from firms to build, deploy, and manage a Microsoft Azure cloud environment supporting the agency's desktop and enterprise GIS systems. The procurement will be conducted as a Request for Proposal (RFP) rather than an Invitation for Bid, as the selection requires evaluation criteria beyond price. The contract term is three and one-half years, effective April 1, 2026, through September 30, 2029. No specific response deadline, due date, site visit requirements, or bidder conference details are documented in the procurement plan.
The total project budget is $380,000 for the entire contract term, funded through Measure M2. The contract will be structured as a firm-fixed price agreement due to the clearly defined scope of work with specific tasks and deliverables. Evaluation will be weighted as follows: Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (25%). The procurement requires that the selected firm be a Gold or Platinum Esri partner with Azure-certified staff and a minimum of seven to ten years of experience with ArcGIS Enterprise cloud migrations for public agencies. No prevailing wage, liquidated damages, retention provisions, or DBE goals apply to this procurement. An independent cost estimate has been received, and requisition R000629 has been issued. The suggested internal evaluation team includes Ivy Hang, Steve Hossack, and Ryan Puchahes from various OCTA departments.

Subject: PROCUREMENT PLAN – RFP 250153 “Geographic Information Systems (GIS) Cloud Migration Hosting and Management”
Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.
Procurement Type: |X| RFP |_| IFB
Justification (explain the rationale for using the particular procurement type):
An RFP is applicable as the procurement requires evaluation criteria, in addition to price, to be used to select a firm to build, deploy, and manage a Microsoft Azure cloud environment to support OCTA’s desktop and enterprise geographic information systems (GIS).
Evaluation Criteria:
PROPOSAL
WEIGHT
Qualifications of the Firm
30%
Staffing/Project Organization
20%
Work Plan
25%
Cost
25%
Justification:
Qualifications of the firm is weighted the highest at thirty percent (30%) as the scope requires a Gold or Platinum Esri partner, Azure-certified staff, and at least seven (7) to (10) years of experience with ArcGIS Enterprise cloud migrations for public agencies. Staffing and project organization is weighted at twenty percent (20%) as the proposed team must demonstrate specialized expertise necessary to architect, migrate, and manage a cloud-based GIS environment. Work plan is weighted at twenty-five (25%) as the firm’s proposed work plan should clearly demonstrate its approach to successfully completing the scope of work. Cost and price is weighted at twenty-five (25%) to ensure OCTA receives the best value for the services.
Contract Type: |_| Time & Expense |_| CTO-Based |X| Firm-Fixed Price
