About this file
This is an insurance approval document involving the Orange County Transportation Authority (OCTA) and its Risk Management department regarding RFP 250153 for GIS Cloud Migration Hosting and Management services. The email chain dated December 15-18, 2025 documents the risk review and approval process for insurance requirements associated with the project. Senior Claims Representative Regie Peaslee from OCTA's Risk Management team initially requested clarification on two critical risk factors: whether the new cloud system would have connectivity to OCTA's network and whether any personally identifiable information (PII) would be stored in the cloud environment. Following confirmation from the Project Manager that the system would not store any PII and would have no direct connection to OCTA's network, Peaslee approved the proposed insurance language and coverages, allowing the procurement process to continue without requiring additional cyber insurance coverage.
The approval confirms that standard insurance requirements are sufficient for this engagement, eliminating the need for cyber insurance due to the isolated nature of the cloud environment. The decision was made based on the system's design specifications limiting network connectivity and data handling, reducing the organization's exposure to certain cyber risks. This approval represents a key milestone in the RFP process, enabling the Authority to proceed with its GIS cloud migration project, which is budgeted at $380,000 for a three-and-a-half-year term and involves building, deploying, and managing a Microsoft Azure cloud environment to support OCTA's desktop and enterprise geographic information systems.

Good Morning Rhea:
Thanks for the docs!
Please ask the PM a quick question:
- Will there be any connectivity to OCTA network and will any personal identifiable info (PII) be stored in the cloud?
If either of these concerns are a “yes,” then we will need to add Cyber Insurance.

Hi Regie, May the attached insurance approval request memo be reviewed? Attached is the scope of work, and per PM, there are no certifications required of the firms.
Thank you, Rhea
