About this file
This file is an email chain documenting procurement planning communications between Rhea Aninzo (procurement staff) and Steve Hossack (GIS Section Manager) at the Orange County Transportation Authority (OCTA) regarding Request for Proposal (RFP) R000629 for Geographic Information Systems cloud migration and hosting services. The project involves building, deploying, and managing a Microsoft Azure cloud environment to support OCTA's desktop and enterprise GIS systems. The RFP was issued on January 12, 2026, with questions due by 2:00 p.m. on January 20, OCTA's response provided on January 26, proposals and offers submitted by 2:00 p.m. on February 9 followed by a pre-evaluation meeting at 4:00 p.m., proposal evaluation occurring on February 24, interviews scheduled for March 4 if needed, best and final offers due March 5 if needed, and contract execution targeted for April 1, 2026. The contract term is anticipated to exceed three years total, with Phase 1 estimated at 4-6 months and Phase 2 consisting of 3 years of hosting services, with an anticipated start date of mid-April 2026. The evaluation committee comprises three members: Steve Hossack, Ryan Puchahes, and Ivy Hang.
The project budget is $380,000 for the overall term, funded through OCTA's M2 account (0017-7669-M0201-9R3). The evaluation criteria weights are established as follows: Qualifications of Firm (30%), Staffing/Project Organization (25%), Work Plan (25%), and Cost (25%). No licenses or certifications are required for bidders. The new cloud system will not store personally identifiable information (PII) and will have no direct connection to OCTA's network, thus cyber insurance requirements were not mandated. No retention will be held on the contract. The procurement documents include an Independent Cost Estimate (ICE), Scope of Work, and Scope of Work Verification Form, with the ICE amount set at $380,000 to align with the project budget.

Hi Rhea, This schedule works for me. Thanks.
Yes, I anticipate that the total term will be more than three years. Phase 1 may take 4-6 months, and we want Phase 2 to be 3 years of hosting our environment.
Please reach out if you have further questions or need to discuss. I’ll be out of the oƯice next week as well.

Good morning Steve, Could I please check if the below schedule works for you? I’ll be out next week, so will submit the RFP for review this week. I checked everyone’s calendars, and we’re all currently available for the pre-evaluation, evaluation, and interview dates.
January 12 Issue RFP January 20 Questions Due 2:00 p.m.
January 26 OCTA’s Response February 9 OƯers Submitted 2:00 p.m., Pre-Evaluation Meeting 4:00 p.m.
February 24 Evaluation Committee Reviews Proposals March 4 Interviews (if needed) March 5 Best and Final OƯer (if needed) April 1 Contract Executed
I also wanted to confirm the contract term. Will the total term be more than three years? Since Phase 2 will be for three years, is Phase 1 expected to be a few months to a year? If so, we may need to factor that time to the overall contract term.
Thank you, Rhea

Hi Rhea, Please see attached updated ICE and Scope of Work with my responses to your questions.
I’m fine with the changes you made to evaluation criteria.
The new system will not store any personal identifiable information (PII). There will be no direct connection to OCTA’s network.
Please let me know if you have any questions or need additional information. Thanks.

Hi Steve, A few follow up questions:
- Can the ICE please be updated? The amount can’t be lower the req. Currently, the ICE is $379,740 and the req is $380,000.
- For the evaluation criteria, cost can’t have the lowest weight and has to be at least 25%. What do you think about changing staƯing/project organization to 20%?
o Qualifications of firm: 30% o StaƯing/Project Organization: 25% 20% o Work Plan: 25% o Cost: 20% 25%
- I had questions on several acronyms in the scope. Could I confirm what they stand for? Feel free to reply directly within the Word Doc.
- Regarding insurance, Risk Management would like to know whether there will be any connectivity to the OCTA network and whether any personal identifiable information (PII) will be stored in the cloud. If so, we will include Cyber insurance as a requirement.
Thank you, Sent: Thursday, December 11, 2025 5:22 PM To: Rhea Aninzo <raninzo@octa.net> Subject: RE: R000629 Documents

Hi Steve, Sounds good, thank you.
Could I please get the Word version of the scope? I’ll need to add the “Limitation on Governmental Decisions” clause and send it to General Counsel for Form 700 review. CAMM may also have edits on it.
Could I also check if there will be retention on the contract?
