About this file
This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) regarding RFP 250153 for Geographic Information Systems (GIS) Cloud Migration Hosting and Management. The procurement seeks qualified consultants to build, deploy, and manage a Microsoft Azure cloud environment supporting OCTA's desktop and enterprise GIS systems. The contract term is three and a half years, effective April 1, 2026, through September 30, 2029, with no renewal options specified. The RFP requires evaluation based on multiple criteria beyond price, necessitating a formal request for proposals rather than an invitation for bid.
The total contract value is $380,000 for the full three-and-a-half-year term. The procurement is funded through Local Measure M2 and Federal CMAQ sources. Evaluation criteria are weighted as follows: Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (25%). The evaluation emphasizes that proposing firms must be Gold or Platinum Esri partners with Azure-certified staff and seven to ten years of experience with ArcGIS Enterprise cloud migrations for public agencies. The contract type is firm-fixed price due to the specific scope of work and defined deliverables. The procurement plan includes retention requirements, prevailing wage applicability, and liquidated damages provisions. Internal evaluators include Ivy Hang, Ryan Puchahes, and Steve Hossack, PE, representing Planning & Analysis, Information Systems, and GIS sections respectively. An independent cost estimate was received, and requisition R000629 was issued.
