About this opportunity
The City of Clearwater, Florida, is soliciting proposals for debris monitoring services in response to emergency disasters through a Request for Proposal (RFP 25-25), covering Pinellas County and Clewiston City jurisdictions. The procurement seeks a qualified contractor to provide professional monitoring services for debris removal operations, ensuring compliance with federal, state, and local regulations during post-disaster recovery efforts. Key deliverables include real-time tracking and reporting, deployment of trained personnel, and comprehensive documentation to support FEMA-compliant projects. The contract will initially run from July 2025 through June 2026, with potential one or two two-year renewals at the City's discretion. Evaluation criteria will focus on the bidder's experience, qualifications, technical approach, staffing capacity, cost, and compliance capabilities. Proposals are due by 10:00 am on Friday, May 2, 2025, with the City seeking a contractor capable of rapidly mobilizing professional resources including administrative support, project accountants, grant management consultants, project managers, and executives.
The solicitation emphasizes federal grant funding requirements and includes specific compliance provisions for disadvantaged and small businesses. While no specific set-aside designations are explicitly stated, the RFP indicates a preference for contractors capable of implementing affirmative steps to utilize small, minority, and women-owned businesses. Insurance requirements are comprehensive, mandating commercial general liability, automobile liability, professional liability, and workers' compensation coverage with specific minimum limits. The contract does not guarantee a minimum service volume and reserves the City's right to adjust terms or terminate for convenience. Pricing will be structured on hourly rates for various professional roles during pre-event, post-event, and general grants support periods. Though a specific budget range is not disclosed, the contract appears designed to establish a flexible, responsive debris monitoring program with potential significant financial implications depending on the scale of emergency response required.
