About this file
This is a State of Florida Department of Transportation (FDOT) Drainage Connection Permit (Permit No. 2025-D-390-00007) for roadway improvements at the intersection of State Road 20 and County Road 83A (West Bay Loop) in Walton County, Florida, west of Freeport. The project involves signalizing the intersection, extending the eastbound right turn lane, constructing a northbound right turn lane, reconstructing side drains, and performing ditch grading and other incidental roadway design elements. The permit was submitted by Panhandle Engineering and Construction Services, Inc. (PECS), with John Fielding serving as project manager on behalf of Walton County's Long Range Infrastructure Program. The drainage improvements consist of side drain replacement and ditch grading to accommodate the modified intersection geometry and traffic control modifications. The permit was approved by FDOT on July 31, 2025, with a construction commencement deadline of July 31, 2026, and a construction completion deadline of December 29, 2026. All lane and shoulder closures require pre-approval from the FDOT Public Information Office, with notifications directed to Jason Jones (FDOT Maintenance Manager/Permits) and copied to designated FDOT personnel. Construction must be completed within 150 days of notification to the Department, with an additional 30 days allocated for punch list completion. As-built certification from a licensed professional is required within 15 working days of construction completion.
The permit authorizes drainage connection work within FDOT's right-of-way, with all construction expenses borne by the permittee. The permittee is responsible for maintaining the drainage connection on private property, while FDOT maintains the portion within its right-of-way. Prior to commencing work, the permittee must contact Sunshine State One Call of Florida, Inc. at 811 or 800-432-4770 to identify existing utilities, as the permittee assumes all responsibility for damage to utilities and third-party property. The supporting geotechnical report from Environmental and Geotechnical Specialists, Inc. (dated November 15, 2024) documents nine soil borings conducted to depths of 5 to 6 feet, revealing subsurface conditions consisting primarily of fine sand and silty fine sand classified as FDOT "SELECT" soils suitable for roadway embankment and subgrade use. Groundwater was not encountered during the field investigation, with estimated normal seasonal high groundwater levels exceeding 3 feet below the bottom of the base course, eliminating the need for special groundwater management considerations. The proposed pavement section consists of 12 inches of Type B Stabilized Subgrade, 10 inches of Limerock Base (Optional Base Group 9), and 3 inches of asphaltic concrete.

SUBJECT: Report of Roadway Soil Survey State Road 20 at County Road 83A Intersection Improvements Walton County, Florida
Dear John:
Environmental and Geotechnical Specialists, Inc. (EGS) has completed the Report of Roadway Soil Survey, as authorized by Panhandle Engineering and Construction, Inc.
(PEC), for the proposed roadway widenings associated with planned improvements to the State Road (SR) 20 at County Road (CR) 83A intersection. This Report includes a summary of the subsurface investigation, evaluation of field and laboratory test data, groundwater measurements, estimated “normal” seasonal high groundwater levels, and geotechnical design considerations.
SCOPE OF SERVICES
The Scope of Services authorized for this investigation consisted of the following:
• Installation of 9 soil borings to depths of 5½ to 6½ feet below the ground surface within the proposed roadway widening areas;
• Measuring the depth to groundwater and estimating “normal” seasonal high groundwater levels;
• Laboratory testing of representative soil samples for classification;
• Reviewing the Natural Resources Conservation Service (NRCS) Soil Survey for the project area;
• Development of geotechnical design considerations; and,
• Preparation of this Report.
SITE LOCATIONS AND EXISTING CONDITIONS
The project site is located in southern Walton County, Florida, just west of Freeport as shown in the Project Location Map that has been provided as Figure 1.
Approved 2025-D-390-00007
Roadway Soil Survey SR 20 at CR 83A Intersection Improvements
To facilitate review of the existing site conditions, United States Geological Survey (USGS) Topographic Map contours have been superimposed on aerial imagery of the project site which has been provided as Figure 2. As can be seen in this Figure, the USGS ground surface contours indicate that the general topography around the SR 20 and CR 83A is slightly undulating with the ground surface elevations (EL) between about EL 65 feet to EL 69 feet, as referenced to the North American Vertical Datum of 1988
(NAVD 88).
As part of this investigation, EGS reviewed the NRCS Soil Survey for the project area, which has also been superimposed on the aerial image included as Figure 2. The NRCS Soil Survey reports that the soils within the upper approximately 6½ feet are Sands. The “normal” seasonal high groundwater is reported to range from a depth of about 3½ feet to greater than 6 feet below the ground surface. The pH of the soils is reported to range from 4.5 to 6.0 which, according to Table 1.3.2-1 of the Florida Department of Transportation’s (FDOT) Structure Design Guidelines, makes the soils Extremely Aggressive with respect to corrosion of steel and concrete.
PROPOSED CONSTRUCTION
Based on information provided by PEC, EGS understands that the associated improvements to the intersection include the widening of the lanes to provide 2 right turn lanes. Additionally, the improvements include a turnout area on the north side of SR 20 at its intersection with CR 83A. The widening construction is expected to involve minimal cutting and filling with proposed pavement sections consisting of 12 inches of Type B Stabilized Subgrade, Optional Base Group 9 (e.g., 10 inches of Limerock Base), and 3 inches of asphaltic concrete.
SUBSURFACE INVESTIGATION
The subsurface investigation outlined in this Report was conducted in October of 2024.
For this investigation, Dylan Godden, E.I. served as the Staff Geotechnical Engineer and Craig Dunkelberger, P.E. served as the Senior Geotechnical Engineer of Record.
Additional project oversight and Quality Assurance/Quality Control (QA/QC) was provided by Chandra Samakur, P.E., Senior Engineer.
Geotechnical Investigation - EGS installed a total of 9 soil borings for the subsurface investigation included in this Report. The soil borings were installed to a depth of about 5½ to 6½ feet below the existing ground surface and were labeled SB-1405 through SB- 1412 for borings along SR 20. Borings installed along CR 83A were installed to a depth of about 6½ feet below the existing ground surface and were labeled SB-103 through SB-105. The soil boring labels identify the approximate survey baseline station closest to the soil boring location. The approximate soil boring locations are shown on Figure 2 with a summary of the location data included in TABLE 1.
The soil borings were installed using hand-auger equipment. Hand-auger samples were collected on 1-foot vertical intervals coupled with static hand Cone Penetrometer Index (CPI) tests. The CPI values were converted to equivalent SPT “N” values using the correlation N=CPI/4. Samples of the subsoils were visually classified in the field by EGS personnel, placed in sealed plastic bags, and then transported to the EGS laboratory for classification testing.
The testing performed for this investigation included water content and grain-size distribution testing. The soil samples were classified with respect to the American Association of State Highway and Transportation Officials (AASHTO) soil classification system. The laboratory testing results have been summarized in the Roadway Soil Survey plan sheet included in APPENDIX A. Detailed soil data for individual borings are available on the Soil Boring Logs and Soil Classification Data sheets provided in APPENDICES B and C, respectively.
SUBSURFACE CONDITIONS
Soils - EGS assigned STRATUM number designations to the materials encountered based on the designations outlined in the FDOT Standard Plans Index 120-001. The following are brief descriptions of each STRATUM:
• STRATUM 1 consists of Fine Sand (A-3), Silty Fine Sand (A-2-4), and Sandy Limestone Base (A-3, A-2-4) containing less than 15% passing the U.S. No. 200 sieve. The soil in this STRATUM represents FDOT “SELECT” soil and is suitable for use and reuse within the roadway embankment and subgrade
• STRATUM 2 is a Silty Fine Sand or Sandy Limestone Base (A-2-4) containing 15% or more passing the U.S. No. 200 sieve). This STRATUM also represents a FDOT “SELECT” soil. The soils in this STRATUM are suitable for use within roadway embankment; however, they are likely to retain moisture and may be difficult to dry and compact given their higher fines content.
Groundwater - Groundwater was not encountered within the vertical reaches of the borings at the time of the field investigation. A summary of the measured groundwater levels and estimated “normal” seasonal high groundwater levels are included in
TABLE 1.
It should be recognized that the groundwater data reflects limited measurements and is therefore considered to be approximate. Fluctuations in groundwater levels should be anticipated throughout the year in response to rainfall, surrounding development and changes to drainage from urbanization.
NRCS Soil Survey - The soils encountered in this investigation are generally consistent with the subsurface conditions reported in the NRCS Soil Survey for the area. It should be noted that the NRCS Soil Survey mapping is an approximation of likely soils that naturally exist within the area and do not account for roadway embankment fill, ditches, or other such features associated with development. Variations in soil properties will occur when comparing data from the NRCS Soil Survey and data obtained in the field.
Pertinent information from the NRCS data tables has been summarized in TABLE 2.
Copies of select data tables from the NRCS Soil Survey have been provided as
APPENDIX D.
GEOTECHNICAL DESIGN RECOMMENDATIONS
To aid in the geotechnical evaluation, EGS has estimated the bottom of the roadway base to be 12 inches below the Proposed Grade Line (PGL) shown in the plans provided by
PEC.
Plastic Soils - No FDOT “PLASTIC” soils were encountered within 24 inches of the bottom of the base course. Therefore, no over-excavation for removal for “PLASTIC” soils is needed.
Organic Soils - No FDOT “ORGANIC” soils were encountered in the soil borings included in this investigation. Therefore, no over-excavation for removal for “ORGANIC” soils is needed.
Groundwater - Groundwater can have a significant impact on construction and long-term performance of the roadway. It is recommended in the FDOT Flexible Pavement Manual that 3 feet of clearance be maintained between “normal” seasonal high groundwater and the roadway/shoulder base.
As shown in TABLE 1 and in the “Generalized” Soil Profiles, the estimated “normal” seasonal high groundwater levels are expected to be more than 3 feet below the bottom of the base course. Therefore, no special considerations are needed with respect to groundwater.
PLANS PREPARATION
EGS recommends the following information be included in the Plans:
• Roadway Soil Survey plan sheet provided in APPENDIX A
• Soil Boring Profiles plotted on the Plan Cross-Sections. A separate file has been provided for this purpose.

STRATUM NOTES
1.STRATA BOUNDARIES ARE APPROXIMATE AND REPRESENT SOIL STRATA AT EACH BORING ONLY. ANY SUBSOIL
CONNECTING LINES ARE FOR ESTIMATING ONLY AND DO NOT INDICATE ACTUAL STRATUM LIMITS. SUBSURFACE
VARIATIONS BETWEEN BORINGS SHOULD BE ANTICIPATED.
2.STRATA 1 IS A "SELECT" SOIL.
3.STRATUM 2 IS A "SELECT" SOIL WITH >15% FINES. DUE TO THE HIGH FINES CONTENT, STRATUM 2 WILL RETAIN
MOISTURE AND MAY BE DIFFICULT TO COMPACT WHEN WET.

Absence of an entry indicates that the data were not estimated. The asterisk '*' denotes the representative texture; other possible textures follow the dash. The criteria for determining the hydrologic soil group for individual soil components is found in the National Engineering Handbook, Chapter 7 issued May 2007(http://directives.sc.egov.usda.gov/ OpenNonWebContent.aspx?content=17757.wba). Three values are provided to identify the expected Low (L), Representative Value (R), and High (H).
