About this file
This document is a Florida Department of Transportation (FDOT) Access Permit for an intersection improvement project involving Walton County, specifically for State Road 20 at County Road 83A (West Bay Loop). The permit, numbered 2025-A-390-00022, authorizes infrastructure modifications including turn lane extensions, multi-use path realignment, concrete traffic separator, resurfacing, drainage improvements, signing, pavement markings, and traffic signalization. The project is part of a Florida Defense Infrastructure Grant (S0238), with a contract duration of 150 days for substantial completion and an additional 30 days for punch list items. The permit was issued on 5/27/2025 and is valid for one year from the issuance date, with John Fielding of Panhandle Engineering & Construction serving as the project manager.
The project is funded through a state infrastructure grant and will be executed by Walton County, with engineering services provided by Comprehensive Engineering Services, Inc. and environmental and geotechnical services by Environmental and Geotechnical Specialists, Inc. The permit includes detailed geotechnical investigation reports, signalization plans, and lighting plans, with specific requirements for utility coordination, traffic signal installation, and compliance with FDOT standards. The project involves multiple components including mast arm signal foundations, lighting installations, and careful utility management, with specific technical specifications for equipment such as LED luminaires, traffic controllers, and pedestrian signals. The total project area covers approximately 0.79 acres with improvements focused on enhancing safety and traffic flow at the intersection.

Will do! I’ve made the Tab 1 updates and OSP is indicating we need to add a “signature authorization for the responsible representative”. Would this be a memo authorizing Anna to act as the County’s responsible rep? And, if so, is there a particular party this needs to come from?
Thanks for your help in this process, Melinda!

The area is rural developing into suburban. SR 20 is a two-lane, two-way roadway with open drainage. W Bay Loop is a collector facility connected to large residential areas.
There is a multi-use trail along the east side of W Bay Loop Rd that is well used. There are no bike/ped features on SR20 but the shoulder area is used by occasional cyclists.
FDOT completed a signal warrant analysis for the subject intersection recommending signalization. Walton County has assumed the design and construction of the project in order to expedite installation.
