Geotechnical Investigation Report Summary
This is a Report of Geotechnical Investigation prepared by Environmental and Geotechnical Specialists, Inc. for Comprehensive Engineering Services, Inc. and the Florida Department of Transportation (FDOT) regarding proposed mast arm signal foundations at the intersection of State Road 20 and County Road 83A in Walton County, Florida. The investigation included the installation of two Standard Penetration Test soil borings to depths of 30 feet below ground surface, groundwater level measurements, laboratory testing of soil samples for classification and index properties, and development of geotechnical design parameters and recommendations. The site is located in Freeport with relatively flat topography at elevations of approximately 64 to 66 feet (NAVD 88). Two mast arm signals are proposed: Pole 1 located north of the T-intersection and Pole 2 located in the southeast corner. The subsurface investigation was conducted in December 2023, with soil boring WMA-1 and WMA-2 installed at depths of 30 feet.
The investigation revealed subsurface conditions consisting primarily of sand, with loose to medium dense sand in the upper 14 to 18 feet and medium dense to dense sand below. Groundwater was encountered at depths of 13 to 14 feet below ground surface. EGS recommends drilled shaft foundations for both mast arm signals, as spread footing foundations would require large footings impractical given utility proximity. For Pole 1, the standard FDOT Foundation (Drilled Shaft) in Standard Plans Index 649-030 is appropriate when the shaft is tipped below elevation 42 feet. For Pole 2, the standard foundation is not appropriate due to loose sands encountered, requiring custom design analysis for foundation sizing. EGS recommends groundwater be assumed at ground surface for design purposes and notes that subsurface conditions do not meet requirements for the Dry Method Shaft Construction due to loose sand and groundwater presence, necessitating alternative construction methods. The Report of Soil Borings plan sheets have been provided for inclusion in project plans.

FPID: 220918-2-52-29
Dear Art:
Environmental and Geotechnical Specialists, Inc. (EGS) has completed the Geotechnical Investigation, as authorized by Comprehensive Engineering Services, Inc. (CES) and the Florida Department of Transportation (FDOT), for the proposed mast arm signal foundations at the intersection of State Road (SR) 20 and County Road (CR) 83A in Walton County, Florida. The proposed mast arm signal foundations are associated with signalization improvements being made at the intersection. Presented in this Report is a summary of the geotechnical investigation, subsurface materials encountered, geotechnical design recommendations, and construction considerations.
SCOPE OF SERVICES
The Scope of Services authorized for this investigation consisted of the following:
• Installation of 2 Standard Penetration Test (SPT) soil borings to depths of 30 feet below the ground surface at the proposed mast arm pole locations;
• Measuring groundwater levels in the installed boreholes;
• Laboratory testing of representative soil samples collected from the soil borings for classification purposes and to evaluate soil index properties;
• Evaluation of the field and laboratory data for development of geotechnical design parameters and recommendations; and,
• Preparation of this Report.

Report of Geotechnical Investigation – Mast Arm Foundations SR 20 at CR 83A (West Bay Loop)
SITE LOCATION AND CONDITIONS
The project site is located at the intersection of SR 20 and CR 83A in Freeport, Walton County, Florida. A Project Location Map has been provided as Figure 1.
The United States Geological Survey (USGS) topographic contours have been overlain on an aerial photography in the Aerial View Map, provided as Figure 2. As can be seen in this Figure, the topography at the intersection is relatively flat with an existing ground surface elevation (EL) of approximately EL 64 to 66 feet at the soil boring locations, as referenced to the North American Vertical Datum of 1988 (NAVD 88).
The intersection is not currently signalized. The site setting is general rural with a residential neighborhood located to the south of the intersection. Overhead and/or buried utilities were observed in proximity to the proposed pole locations.
Two (2) mast arm signals are proposed for the intersection with Pole 1 located to the north of the T-intersection, and Pole 2 located in the southeast corner of the intersection.
SUBSURFACE INVESTIGATION
The subsurface investigation outlined in this Report was conducted in December of 2023.
Dylan Godden, E.I. served as the Staff Geotechnical Engineer. Craig Dunkelberger, P.E.
served as the Geotechnical Engineer of Record. Chandra Samakur, P.E. served as the Senior Geotechnical Engineer providing project oversight and Quality Assurance / Quality Control (QA/QC).
EGS installed 2 SPT soil borings labeled WMA-1 and WMA-2 to depths of 30 feet below the existing ground surface. The soil borings were installed as close as practical to the proposed mast arm foundation locations and labeled to correspond with the assigned pole numbers shown in the Signalization Plan, dated December 2023, provided by CES (e.g., Soil Boring WMA-1 was installed for Pole 1).
A summary of the soil boring labels, depths, and approximate locations are provided in TABLE 1 with a plan view of the soil boring locations shown in Figure 2 and on the Report of Soil Borings plan sheet provided in APPENDIX A.
In order to evaluate the relative strength and uniformity of the subsurface materials, SPT testing with split-spoon sampling was conducted on maximum vertical intervals of 2½ feet to the boring termination depth. To reduce potential impacts to mismarked or unmarked utilities, the soil borings were hand augered within the top 5½ feet coupled with static hand Cone Penetration Index (CPI) tests conducted on 1-foot intervals.
To facilitate uniformity of the subsurface data, CPI “C” values were converted to equivalent SPT “N” values using the correlation N=C/4. SPT sampling was performed with an automatic hammer and in accordance with ASTM D1586.
SR 20 at CR 83A (West Bay Loop)
Soil samples were collected and visually classified in the field by EGS personnel, then placed in sealed bags and transported to the EGS laboratory for classification testing.
The laboratory testing included the determination of water content, organic content, and grain-size distribution. The subsoils have been classified with respect to the Unified Soil Classification System (USCS). Select laboratory test results have been provided in the Report of Soil Borings plan sheets provided in APPENDIX A. The Soil Boring Logs and Soil Classification Data sheets are provided in APPENDICES B and C, respectively.
SUBSURFACE CONDITIONS
Existing Soils - The materials encountered in the soil borings drilled for this investigation consisted of mostly Sand. Within the upper 14 to 18 feet, the Sand was generally in a Loose condition. Below this, the Sand was generally Medium Dense to Dense to the maximum drilled depth of 30 feet.
“Generalized” Design Soil Profiles are provided as Figures 3A and 3B of this report.
Groundwater - Groundwater was encountered between depths of about 13 to 14 feet below the ground surface. Groundwater data, including Estimated “Normal” Seasonal High Groundwater levels, is provided in TABLE 1 and presented in the Report of Soil Borings plan sheets provided in APPENDIX A.
It should be recognized that the groundwater data reflects limited measurements.
Fluctuations in groundwater levels should be anticipated throughout the year in response to rainfall, surrounding development, and changes to drainage from development.
GEOTECHNICAL DESIGN RECOMMENDATIONS
A drilled shaft is the most common foundation type used by the FDOT to support mast arm signals. Based on the subsurface conditions encountered, a spread footing foundation could be considered; however, EGS believes the large footing size required to resist the design loads, and proximity of existing utilities makes this foundation option impractical. EGS recommends drilled shaft foundations be used to support the mast arm signals.
Groundwater - EGS recommends the groundwater level be assumed at the ground surface for design purposes.
SR 20 at CR 83A (West Bay Loop)
Geotechnical Design Parameters - EGS evaluated the subsurface conditions and determined that the Standard Foundation (Drilled Shaft) in FDOT Standard Plans Index 649-030 is appropriate at the location of Pole 1 for a drilled shaft tipped below a depth of 23 feet, or an elevation of about EL 42 feet (NAVD ’88).
At the location of Pole 2, the Standard Foundation (Drilled Shaft) in FDOT Standard Plans Index 649-030 is NOT appropriate due to the loose sands encountered. EGS understands that since the Standard Foundation is not appropriate a design analysis will be performed for sizing of the foundation.
To aid in the design analysis of the drilled shaft foundations, EGS has provided “Generalized” Design Soil Profiles as Figures 3A and 3B. Geotechnical Design Parameters for individual soil layers are provided in TABLES 2A and 2B, with average Combined Geotechnical Design Parameters provided in TABLES 3A and 3B for various shaft tip depths.
Plans Preparation - EGS recommends the Report of Soil Borings plan sheets, provided in APPENDIX A, be included in the Plans. An Electronic copy of the plan sheets has been provided with this Report.
Due to the presence of Loose Sand and groundwater, “cave-off” of the foundation excavations is likely. These soil conditions are not considered to be favorable for use of the Dry Construction Method; therefore, EGS recommends the following note be added to the Plans:
• The subsurface conditions do not meet the requirements for use of Dry Method Shaft Construction.
