Pease KC46 Hangar Project
PROJECT SZCQ139901 & SZCQ139904
SOLICITATION No. W912TF-15-R-0500
RFI Question/Answers: 226-240
226. Q. The detail for the gas fired and electric hot water heaters shows a pressure relief valve at each heater. See detail 2/P-501 @ Bldg 254 and details 1 and 2/P-503 at Bldg 253. There is a note that requires the relief valve discharge piping to be piped to within 6” of a floor drain. The floor drains, whether existing or new, are not shown for this relief valve discharge piping so we are unable to determine the scope of this work. This is especially important with the water heaters that are located high within the hangers. Please provide direction.
A- Pressure relief shall be routed to nearest drain. Contractor to verify nearest drain for all relief discharge. Hangar bay units may be routed overhead and down a hangar wall to as close as possible to floor trenches. Discharge pipe at 6 inches above finish floor.
227. Q. Hanger 254, plumbing drawings P-104 and P-105 indicate Detail 1/P-503 at IWH-1 heaters at the hanger (5 locations). Detail 1/P-503 is a Typical Air Compressor detail and does not apply to IWH-1 water heaters. Please provide the correct detail reference at these five (5) water heaters.
A- Detail Callouts for IWH-1 within hangar on sheets P-104 and P-105 should reference details 2 and 4 on P-503.
228. Q. Hanger 253 plumbing drawing P-001 has various notes. Under “Natural Gas Piping Notes”, note 1 requires the contractor to paint all existing gas piping to match new gas piping.
The existing gas piping is not shown on the drawings. Please clarify how to determine the size and lengths of the existing gas piping A- All existing piping within hangar 253 shall be replaced with new and routed according to plans. Connections to existing fixture shall be replaced. All piping will be painted as indicated.
229. Q. Hanger 253 has both a general compressed air system and a breathing compressed air system. There is a specification for general service compressed air piping (22 15 13) but there is not a specification section for the breathing compressed air system. Typically, breathing compressed air systems more closely follow medical gas types of installations. Please provide a specification for the breathing compressed air system.
A- Apply specification "226113 Breathing compressed-Air Piping" provided in the contract documents for the breathing compressed air piping system.
230. Q. Please refer to Hanger 253, plumbing drawing P-503. In Detail 1 Gas Water Heater, expansion tank ET-1 is shown, but there is no information for this tank. Please provide manufacturer and model number for this expansion tank.
A- Expansion tank indicated in detail 4 on sheet p-503 shall be Amtrol model ST-5-C, ASME-Stamped, Diaphragm Type, 40 PSIG Pre-charged, or equivalent.
231. Q. Please refer to Hanger 253, plumbing drawing P-404. In detail 1, a thermostatic mixing valve is indicated, but there is no information provided on the Plumbing Schedule drawing P-601. Please provide information for this mixing valve.
A- Mixing valve shall be WATTS Series 2" - LFN170-M3-CSUT, or equivalent.
232. Q. Mechanical equipment schedules (M drawings) and the Hydronic Piping specification (23 21 13) indicate that the heating system shall be filled with 50% propylene glycol. Since new heating piping and equipment is being connected to existing heating piping/system, is the existing heating system filled with 50% propylene glycol and the contractor will not have to provide glycol for the existing heating pipe/system? If the contractor is responsible for providing new 50% propylene glycol in the existing heating system, please provide the fluid volume of the existing heating system.
A- Volume of existing piping is not available from as-built documentation. Assume existing volume is 50% of the new piping. All piping to be cleaned and refilled with 50% propylene glycol. Deliver the remaining propylene glycol mixture to the owner for makeup stock.
233. Q. The Hydronic Piping specification (23 21 13) requires the new hydronic piping to be chemically cleaned and flushed prior to filling with 50% propylene glycol solution. Is the contractor to assume that chemical flushing of the existing heating system is not part of the contract requirements? Temporary looping of new supply and return piping will be required to clean the new heating system, if it is not necessary to clean the existing heating system.
A- Clean all hydronic piping prior to adding glycol mixture.
234. Q. Regarding RFI question 151, since the existing electric meters will be removed from the existing BAS system and integrated and displayed on the new system, please confirm that the government will be responsible for securing an ATO for this equipment that will reside on the VLAN (electric meters). It shall be the BAS contractor’s responsibility to furnish all information required and assist the Government in completion of worksheet(s).
A- Confirmed, the meters will be moved to the VLAN and ATO pursued.
235. Q. Regarding RFI question 152, since the existing lighting controls for these buildings will be removed from the existing BAS system and integrated and displayed on the new system, please confirm that the government will be responsible for securing an ATO for this equipment that will reside on the VLAN (both the ECUs (network controllers) and one SSU (lighting server). It shall be the BAS contractor’s responsibility to furnish all information required and assist the Government in completion of worksheet(s).
A- The answer to RFI 152 is revised to "No". The Encelium lighting control system shall remain on the existing network, an ATO will not be pursued under this project.
236. Q. Regarding RFI question 152, one SSU (lighting server) is required for the lighting system that exists in both buildings. Will the government allow the lighting manufactures SSU (server) to reside on the VLAN? If not, will the government or BAS contractor provide the physical server (please specify)? If a separate server is to be provided, will the government require the BAS contractor to provide the lighting server software to be installed by Government personnel under advisement of the BAS contractor?
A- The answer to RFI 152 is revised to "No" per RFI 235 response. The Encelium lighting control system shall remain on the existing network, a new SSU and server software is not required under this project.
237. Q. Some of the subcontractors pricing the demo, asbestos and lead work are asking for another site visit. During the questions and answers period, after the first two site visits, work was added and/or clarified that the existing steel requires painting to make the hangar have new and consistent finishes. With this steel having lead paint the demo, asbestos and lead removal subcontractors will not include any costs to prep the existing steel for painting due to not knowing the condition of the paint on the existing steel. No one check on the existing steel in each hangar because it was not clear this work was required until the questions were answered.
In order to repaint the existing steel in the hangar the area will need to be scraped, pressure washed, water collected and filter. It would be in the best interest of the government to have one more site visit next week before the bid date on the 28th. Most of the demo, asbestos and lead removal contractors are local and would be prepared to do a quick site visit. This would assist in providing more accurate and competitive bid. A 3rd site visit would be appreciated.
A- Confirmed 21 Apr 2015 at 0830
238. Q. Block 14 of Amendment 0007 states that the "Consolidated copy of Specs and Drawings, dated 4/9/15, incorporating all RFI answers and changes (supersedes all previous addenda documents)". However Amendment 0007 also contains addendum 1 and 2 specs and drawings that are not a part of the 4/9/15 sets. Furthermore the 4/9/15 plans and specs do not incorporate all the RFI answers and changes as stated in Amendment 0007. We could not locate a single sheet in the 4/9/15 issued sets of plans with a revision to them. So how can the consolidated set of 4/9/15 issued with this amendment supersede all previous addenda if all the information is not included?
A- Addendum 1 & 2 specs were provide to you in Amendment 0007 because we believe that they were inadvertently not posted in error. Specs & Plans dated 4.9.15 incorporate all changes that were made prior to that date. Without the previous knowledge of addendum 1 & 2, we didn't feel comfortable just posting the final, consolidated copy because they no longer contain the "bubble" with annotations of what was changed.
239. Q. Is the intent of Amendment 0007 to have the GC disregard Amendments 0001 thru 0006? If not what parts of those Amendments are still valid?
A- Changes made in amendments 1 through 6 have been captured in the final, clean copy but as you said are not easily identifiable without knowing the previous annotation listed on previous addendums. Addendums 1 & 2 should have been provide previously but were not, so please focus on those changes. All other changes you should already be aware of through the previous amendments issued.
240. Q. Please also confirm that you have not made changes to the bidding plans that are not easily identifiable as no sheets in the 4/9/15 set issued show a revision date on them.
A- See response to RFI # 238
