157. Q. Regarding warranties, what is the government’s expectation related to implementation dates? Considering that the Government will be taking beneficial occupancy of certain areas well prior to the contract performance/completion date of on or about 840-900 calendar days from NTP, warranties for those turned over areas would typically go into effect at the time of beneficial occupancy, however, the solicitation, Page 18, 3.4.2.1.2.2 indicates the inclusion of FAR 52.236-11. If the government’s expectation is that the warranties will commence upon final inspection of the last area, please advise accordingly, as this will require additional warranty costs with all manufacturers.
A- The warranty period(s) begin when the government takes beneficial occupancy.
158. Q. Due to the nature of this project being phased and also being LEED Silver, how will the process of enhanced commissioning be handled at the turnover of each phase/area? Also, will the government fully accommodate the contractor in the process of building flush-out to meet Indoor Air Quality (IEQ) credits? When performing building flush-out in industrial/warehouse facilities, it can be difficult to achieve satisfactory levels with the ongoing presence of things like jet fuel and other maintenance solvents/solutions. Please advise.
A- The enhanced Cx will have to be done in each phase but the project will be filed with USGBC just one time. Contractor to provide adequate notice to Government to schedule indoor air quality tests on a day when no maintenance operations are being performed, which could be on the weekend.
159. Q. Regarding the existing equipment to be relocated by the contractor: is there adequate storage/staging space within the building to temporarily locate these items while work is being completed in Rooms 40, 17, and 9? Essentially, is there swing space for the contractor to utilize?
A- It is anticipated there will be adequate swing space within Bldg 254

174. Q. Reference: Building 253: Please address the same questions for Building 253 recognizing that the conduit is specified as rigid in some areas.
A- Responses to #173 apply in kind to Building 253 bid documents.
175. Q. Proposal Inquiry: Regarding Building Management System, specification section 259000,1.4.E and F; This amount of information to be provided with the bid proposal seems to be excessive, further the RFP section 00110 - "Submission Requirements and Instructions" do not mention the submission of this information and with the stated page limitations would not permit this quantity of information to be included in the proposal. Please clarify the building management system information required to be submitted with our bid.
A- See response to RFI #154
176. Q. How are HEF generators to be mounted to structure? Per existing conditions and provided plans the existing generators seem to be supported from structure by threaded rod.
Specifications indicated threaded rods are not permitted for mounting HEF generators.
A- See Plan Sheet SF-101 for details.
177. Q. Regarding the Fabricated Wall Panel Assemblies (Insulated metal wall panels):
Please confirm what panel widths are required. On the drawings the panels scale to around 30” but the width is not called out in the specs (07 42 63). Standard panel widths for “flat” profile panels are 24”, 30” or 36”.
A- 30-inch wall panels are acceptable
178. Q. Regarding snow guards on Building 253 & 254: Please confirm if the snow guards shown at the existing roof area on drawings AE-130 are existing or should be included in the base bid. If new snow guards are to be installed, please confirm how the ANG anticipates that they will be attached. Typically with an exposed fastener roof panel the snow guard brackets have to be attached by screwing through the roof panel into structure.
A- Snow guards on the existing building will be new and installed as part of this project, to handle the increased loads of the additions. Install snow guards in accordance with the specifications and manufacturer's shop drawings.
179. Q. Bldg 253/Bldg 254: Regarding the Geotechnical Reports made available via FBO: the reports indicate several items/concepts that SW Cole “recommends” be incorporated into the design/construction of the project, however, the drawings and specifications do not clearly show these items being incorporated into the work. For example:
a. Underdrain Detail at foundation footings – not clearly indicated on the drawings as being required. Refer to SW Cole SK drawing and section 4.10 Foundation Drainage.
b. Backfill of exterior sides of foundation walls – Refer to SW Cole report section 4.7, Structural Fill. The recommendation for placing Structural Fill on the exterior side of foundations does not appear to be indicated on the drawings or specifications.
Please confirm that these “recommendations” are to be implemented, and identify specific locations in the construction, or if the drawings take precedence please indicate so.
A- a. Foundation footing under-drains are not required for this project.
b. Base Course material (NHDOT Item 304.3 Crushed Gravel) is an acceptable material to place in lieu of Structural Fill on the exterior side of foundations.
180. Q. Bldg 253/Bldg 254: The structural drawings do not appear to indicate a haunched slab or foundation wall for frost protection across the new Tail Dock addition front. Please advise were this detail can be found or if 4’-0” frost protection is not required at these locations.
A- 4'-0" Frost protection is provided through 13-inch slab and 35-inch base course.
181. Q. Bldg 253: Hazardous Materials Building Inspection Report – Section 3.2, Previous Inspection Reports, indicates the presence of cement asbestos board within the existing hangar doors. This section also indicates that the writer understands that the hangar doors are to remain.
Drawing AD-101 indicates the removal and disposal of the hangar doors by the contractor, but no mention in specification section 028200 as to this being an asbestos containing material.
Please clarify the scope of work, as it is unlikely that the door sections can be disposed of whole, and regardless, they would have to be disposed of as asbestos containing waste. Please advise.
A- See revised Section 02 82 00, Parts 3.6 A and 3.6 B.
Please note the Hazardous Materials Building Inspection Report is provided for information only.
182. Q. Without any clear construction details of the existing 1952 hangar, we surmise that once the corrugated metal roofing with asbestos containing caulking and the asbestos containing insulation board is removed, the existing fiberglass insulation will be exposed. Is it reasonable to expect that the fiberglass will become contaminated with asbestos dust during removals of the adjacent asbestos containing insulation board, if it hasn’t already been contaminated. What is the Government’s design intentions and expectations in this regard?
A- The intent is to remove the corrugated roofing, including associated caulking, along the insulation board without impacting the interior of the building. This may require protective barriers to isolate the roof work from the building interior. If the fiberglass insulation cannot be isolated from the asbestos containing roof components being removed, depending on contractors methods of removal, it will have to be disposed of as asbestos contaminated material.
183. Q. If the fiberglass insulation currently is or becomes contaminated, will the contractor be required to remove the insulation as asbestos contaminated material; seal, treat, monitor, clean, and test the entire 1952 hangar as an abatement site; and install new vinyl faced fiberglass insulation?
A- See response to #182
184. Q. Reference Answer to RFI #74 regarding enhanced commissioning: The first line of the answer states that the contractor is to include the cost of enhanced commissioning in his base bid but the second line states the Government will engage and pay for the agent (CxA). The agent’s fee is the primary cost of enhanced commissioning and under LEED requirements, must be employed by the Owner. Please clarify.
A- See revised answer to RFI #74
185. Q. Reference Answer to RFI #102 regarding door hardware: The answer references a revised door hardware specification as being attached to the RFI response. It is not attached;
please provide.
A- Attachment provided
186. Q. Reference J&A, DDC. Requirements in solicitation specification section BUILDING MANAGEMENT SYSTEM 259000 – 3 (page 1396 of Bldg 253). Question: Is this section not redundant if you have specified the DDC as Control Technologies? Can it omitted without Paragraph I applying?
A- Specification Section 259000 is a requirement and necessary for both projects. The J&A posted inadvertently indicated the existing control system (Tridium Niagra R2 with associated JACEs, Vykon software, and Schneider Electric TAC I/A devices) and vendor/installer (Control Technologies Inc) as is presently in use in the buildings. Under these projects, however, a new control system is to be installed as is indicated in the Specifications (Schneider Electric StruxureWare / SmartStruxure and TAC I/A devices). There is no sole source sole source requirement for the vendor/installer of this new system.
187. Q. Proposal Inquiry: Response to question #154 states in part "The information indicated at 259000 1.4.F.1, 1.4.F.2 and 1.4.F.3 is limited to a combined total of 5 pages." The response does not address paragraph 1.4.F.4. Is the information outlined in paragraph 1.4.F.4 required? If the paragraph 1.4.F.4 is required is it to be provided within the 5 page limit stated for paragraphs 1.4.F.1, 1.4.F.2 and 1.4.F.3 A- Correction to the 3rd paragraph in the response to Question #164 (last reference to 1.4.F.3 should have been 1.4.F.4) - Information indicated to be submitted at 259000 1.4.F. is not included in the 15 page limit identified in the Solicitation. The system architecture diagram indicated at 259000 1.4.F.3 may be on fold-out 11"x17" pages and is not subject to page limitation. The information indicated at 259000 1.4.F.1, 1.4.F.2, and 1.4.F.4 is limited to a combined total of 5 pages.
188. Q. There is still confusion over the bid options scopes of work for removing the metal roofing system. Items # 0002 and #0008 on the bid form calls for the existing metal roofing and all associated flashings and materials to be removed down to the existing roof deck. The existing roof deck is to remain. Drawing A131 for both Bldg 253 & 254, General Note A calls for the removal of the metal deck. Please advise if the existing metal roof deck is to be removed as part of Bid Form Items #0002 and #0008.
A- Building 254 - there are two roofing bid options. One bid option (AE131 General Note A), to replace the membrane roof over the shops and admin space, requires the removal of roofing down to the deck. The deck in this option is to remain. The second bid option (AE131 General note B) replaces the existing corrugated metal roof over the existing hangar. This bid option requires the removal of the roof down to the structural framing and replacing the roof deck. Building 253 - Has one bid option for the roof: replace the corrugated metal roof over the existing hangar (AE131 General note A), which removes the roof to the structural framing and replaces the roof deck
189. Q. Q&A #94 questioned who was responsible for the services of an environmental consultant/PQP. Where in the documents is this requirement referenced?
A- The responses provided in this document should be treated as part of the contract documents.
190. Q. Q&A #102 stated that a revised hardware specification was attached to the Q&A responses, none was found. Please provide the revised hardware specification.
A- Revised Hardware Specification has now been provided
191. Q. Q&A #74 response regarding the Enhanced Commissioning stated “Enhanced Commissioning is required and should be priced in the base bid. The Government will engage and pay for a qualified CxA. Please confirm that the Commissioning Agent will be employed and paid for by the Government and the Contractor is only provided commissioning support for the Government’s Commissioning Agent.
A- See revised answer to RFI #74
