RFI Question/Answers: 1-225

NOTE: This is a consolidated list of all RFI Questions and Answers that have been previously post.

01. Q. Please confirm that the Offeror may use Subcontractor's project experience to show technical experience and capability, as long as Exhibit B is included with Exhibits A and C.

A- Yes, as long as you show the teaming agreement; Exhibit B

02. Q. 00100,2.0 has established 4 February 2015 for a pre-proposal conference. As the solicitation was issued on 28 January 2015 (one week prior) we request that a second site visit be scheduled approximately 3 weeks later (+/-25 February 2015) to permit inspection of the site and buildings after having sufficient time to become familiar with the project.

A- 19 Feb 2015 10:00am EST

03. Q. Subject: per Volume 2, Part 1 (3.4.2.1.1) Subfactor 1: Will the Government allow the proposers to use projects that are 6 years old? This would allow for a greater number of bidders to propose on this project and potentially provide a much more competitive bid environment.

A- No, 5 years is the maximum.

04. Q. Please provide Exhibits A, B, C and D.

A- Contact Amanda Bogue or Scott Ballweg if you are having trouble download exhibits from FBO/ASFI.

05. Q. Section 00110, 3.4.3.1 states: "Past/Present Performance includes current /on-going performance that is complete to 70% or greater." Section 00110, 3.4.3.6 states: "To be considered, the performance must have been completed during the past five (5) years."

Question: please clarify if ongoing projects complete to 70% or greater can be used for present/past performance?

A- Yes, as long as it within the last 5 years as stated in Section 00110, 3.4.3.1

06. Q. Can Exhibit C – Reference Packages be submitted as a scanned pdf by Owners to Amanda Bogue and Scott Ballweg via email in place of mailing a hard copy, or must a hard copy also be submitted?

A- Yes. As long as they come from the owners.

07. Q. Will we be able to confirm with Amanda Bogue and Scott Ballweg prior to the March 11th proposal due date that individual Exhibit C’s have been received from Owners?

A- No. The Gov will not let offerors know if they have been received or not.

08. Q. Does the 25 page maximum for Volume 2 – Part One mean 25 double-sided actual pages (totaling 50 pages) or 12.5 double-sided actual pages (totaling 25 pages)?

A- Twenty-five (25) pages are defined as twenty-five (25) pages of text. This may be provided as 12.5 double-side printed sheets of paper or 25 single-side printed sheets of paper (8.5"x11") or a combination thereof.

09. Q. Bldg. 253 plan shows z794 angle iron and grate only no integral modular trench drain plan pages s-519 and s519a but plumbing page asks for z784, which is a modular trench drain with grate. On the bldg. 254 plan pages s-519 and s519a also calls out for z794 angle iron & grate only, and on plan page p-601 asks for the z794 not the z784.

A- The projects require a DIN19580 / EN1433 Load Class F trench system within the aircraft hangar bays. The contractor may install either a modular or cast-in-place type trench system to meet the required inverts and load classification.

10. Q. Section 221319 spec page 6 2.8a says zurn zs880 as td1 (its only 4”wide) which is stainless, and I believe you want it in the showers. Yet on plan page p103 and p104 for hanger trench drain bldg. 253 it asks for td1; please clarify.

A- TD-1 shall be installed as designated in the showers. Revise the trench designation for the aircraft hangar area to the designation TD-2 per Section 221319, Paragraph 2.8.B. TD-2 is a 12" Load Class F trench system.

22. Q. Spec Section 028200 Asbestos Abatement includes a list of asbestos containing materials to be removed under the base bid in Table 1 on Page 028200-2. Table 2 on Page 028200-3 includes asbestos containing materials to be removed at Building 253 under an "optional line item". Please confirm that this cost is to be included as part of Bid Option 0002 which covers the removal and replacement of the metal roof at Building 253.

A- Yes, it is confirmed that the cost for removal of the ACM identified as to be removed under an "optional line item" on Table 2 on Page 028200-3 is to be included with CLIN 0002 SZCQ139901 Bldg 253 Bid Option 1.

23. Q. Can you confirm that Bid Option 0008, removal and replacement of the standing seam metal roof at Building 254 does not require any asbestos abatement at the roof similar to that of Building 253?

A- CLIN 0008 SZCQ139904 Bldg 254 Bid Option 2 also includes removal of asbestos containing insulating board, similar to CLIN 0002 SZCQ139901 Bldg 253 Bid Option 1. The asbestos containing insulating board is assumed to be present based on historic plans, and is to be confirmed by the contractor. If testing shows the insualting board to be non-ACM, and equitable adjustment will be made.

24. Q. Would you please confirm that Bid Option Item No. 0001 is a total of Bid Option Items No. 0001AA and 0001AB? The reason for this question is because the description of work under Bid Option Item No. 0001 only mentions the "renovation" of Buildings 253 and 254. It does not mention demolition, additions, site work, etc.

A- CLIN 0001 is the total of Sub-CLIN 0001AA and Sub-CLIN 0001AB (Price for Sub- CLIN 0001AA plus price for Sub-CLIN 0001AB equals price for CLIN 0001). CLIN 0001 includes all of the work described in Sub-CLIN 0001AA (SZCQ139901 KC-46A ADAL FUEL CELL BUILDING 253) and Sub-CLIN 0001AB (SZCQ139904 KC-46A ADAL MAINTENANCE HANGAR BUILDING 254), it is the enitrety of the base bid work for the plans and specifications of both projects. CLIN 0001 and its Sub-CLINs are not identified as Options in the Solicitation, Options begin with CLIN 0002.

25. Q. Please confirm or clarify the following items discussed at the site walk: Another walk-thru has been scheduled for February 19th from 10:00 am to 11:30 am. GC's, subs and suppliers still have to follow the pre-registration requirements of emailing Scott Ballweg and Amanda Bogue at least 48 hours prior to that date.

A- Yes, pre-registration requirements must be followed for the second site visit.

26. Q. Please confirm or clarify the following items discussed at the site walk: Building 253 will be completed first and it will be vacant during construction.

A- The required sequence is shown in Solicitation Section 00110 3.4.2.1.2 and 00120

27. Q. Please confirm or clarify the following items discussed at the site walk: Building 254 will be completed second and it will be occupied during construction.

A- The required sequence is shown in Solicitation Section 00110 3.4.2.1.2 and 00120

2.2.4.1. Bldg 254 will be partially occupied throughout the duration of the project.

28. Q. Please confirm or clarify the following items discussed at the site walk: The Construction Schedule MUST include a line item for O&M's and As-Builts at the end of each phase because these items are considered to be part of the contract work and not an afterthought.

A- The period of performance includes pre-final and final inspections, punch list work, as-builts, providing of manuals and all other close out work as identified in the Solicitation and Specifications. Offerors must take this into consideration in their proposed schedules, i.e. a schedule showing construction work right to the end of the period of performance without sufficient time for closeout would not meet the intent of the requirement. Solicitation Section 00110 3.4.2.1.2 and 00120 2.2.4.1. are amended to add sub-paragragraph i): "i) Active construction tasks and the pre-final inspection shall be scheduled to occur not later than 840 days from start of the performance period, and completion of all closeout requirements identified in the project documents shall be shown to be complete not later than 900 days from the start of the performance period."

29. Q. Can the Gov’t please provide the Site Visit sign in/attendance log?

A- The Site Visit sign-in/attendance sheet has been posted to ASFI but will be uploaded to AMRDEC for those who do not have access to the files on ASFI.

30. Q. Please clarify the format required for applications for payment. The procedures for progress payments indicate the use of the AF Forms 3064 and 3065 for both schedules and payment, while section 013300B.4 indicates the use of the AIA G702/G703 for Applications for Payment.

A- Contractors are required to submit a Payment Application Form for payment, a form based on the AIA Form G-702. AF Form 3065, Contract Progress Report, and AF form 3064, Contract Progress Schedule are attached as supporting documentation.

31. Q. Section 013201, 3.6 indicates the requirement for a schedule meeting monthly with requirements that a computer and projector be available for use during this meeting. Is the project scheduler required to be present at this meeting? Please clarify/confirm these requirements.

A- Specification 013201-3.6 clearly states "The Contractor's Project Manager and Authorized Scheduler shall attend the meeting".

32. Q. Please provide a list of the rooms where the steel is to receive the Fireproofing Intumescent Coating and what the hour-rating should be.

A- The steel is NOT required to be rated per IBC 2012, Table 601 for Type IIB Construction. ETL 02-15 also states that no rating above that established by IBC is required with an approved fire suppression system.

33. Q. Specification section 083416.20 part 2.8 states that personnel doors are not required in the Hangar Doors. However the elevation view and note 15 on sheet AE-201 for Building 254 and note 4 on sheet AE-201 for Building 253, clearly note personnel doors in the hanger doors.

Please verify the intent.

A- Disregard Spec section 083416.20 part 2.8 paragraph 1. Personnel doors are required to meet the intent of NFPA 101, 2012, 40.6.2. Install personnel per Spec section 083416.20 part

2.8 paragraph 2 and as indicated on drawings.

A- The "specified Building Management System" is described in Specification Section 259000 Building Management System (for each project).

36. Q. In Volume II, 3.4.2.1.1 Subfactor 1, among your key construction personnel, you ask for "site engineering personnel". As this title covers a broad array of roles, can you specify what kinds of site engineering personnel you are looking for information about?

A- "Site engineering personnel" includes, as examples: third-party personnel such as special inspectors as identified in Specification Section 014535 and 033000, geotechnical engineers as identified in Specification Section 312000, and surveyors as identified in Specification Section 321311, "Site engineering personnel" also includes any other personnel the Contractor may employ in the completion of the work whose duties and/or training / education is commensurate with that of an engineer, engineering technician, or inspector, versus that of a tradesperson or manager.

37. Q. Reference: Section 00100 Instructions , Conditions and Notices to Offerors, Section

2.1.6 Question: Will the minutes of last week’s Pre-Proposal mtg. be posted soon and will they address the additional Site Meeting planned for February 19, 2015 as discussed during the February 4, 2015 Pre-Proposal meeting?

A- The slides from the first site visit have been posted to FBO through ASFI. All questions were formally submitted by means of RFI and answers are posted to FBO through

ASFI.

38. Q. Question: If there is another Pre-Proposal Meeting planned for February 19, 2015, what is the latest Business Day in which we can register our attendees?

A- Please reference answer to RFI #2. Please provide names of attendees no later than 18 February.

39. Q. Per the intrusion detection system question on the RFI response: Advantor is requiring a fiber optic cable to be installed from building 257 to each hangar. The drawings and specs do not call for a fiber cable to be installed. We have attached document for a reference.

Please clarify.

A- Fiber to building 257 is available from the comm room in each building. Category 6 cabling is required to the Advantor panel from the comm room. Advantor has included media converters in their proposal to convert the Category 6 cabling to a usable connection with their equipment.

40. Q. We ask for you to amend specification section 321311 part 2.9.1.a to include batching and mixing plants at a greater distance from the project. 10 miles as currently constituted is very restrictive and giving a wider geographic radius will help us provide the NHANG with the best value.

A- The restriction is based on design standards in Specification Section 321311 “Concrete Pavement for Airfields and Other Heavy Duty Pavements” that require a short transport duration. Comply with Section 321311 as written.

41. Q. We ask for you to amend specification section 321311 part 2.9.b to include Massachusetts and Maine DOT certified plants. Such expansion will help us provide the NH ANG with the best value.

A- Plants lacking NHDOT (or NRMCA) certification required by the Specification are unlikely to comply with the distance restriction. Comply with Section 321311 as written.

42. Q. Confirm past experience referenced in Vol 2 Part 1 is not limited to past five years.

A- Projects must be within the past five (5) years to be considered.

43. Q. Define "site engineering personnel" where the term is used in the instructions for key construction personnel.

A- See response to RFI #36

A- 3.4.2.1. Volume 2 Part 1 is obtained for the purposes of evaluating an offeror’s technical capability. The technical capability proposal (Volume 2 Part 1) is limited to 25 pages excluding tabs, indexes, and resumes. Sub factor one of the technical capability proposal is Experience which can be no more than 15 single pages.

45. Q. LEED is limited to 5 pages in 2.2.5 page 24 of 75 but not limited in the instructions section.

A- Page limit on LEED is five (5) pages.

46. Q. Would Sarnafil 60 Mil white PVC be acceptable as an equal to the White EPDM specified?

A- 60 Mil white PVC is acceptable. Specific manufacturer and product is subject to approval. Follow all manufacturer instructions and recommendations for installation. Do not install roofing system when air temperature is below 40 degrees F, during any form of precipitation, including fog, or when there is ice, frost, moisture, or any other visible dampness on the roof deck.

47. Q. Ref. Drawing Sheet C-102; Regarding site access points and desired travel ways;

Current FOD (Foreign Object Debris) fence and SF (Silt Fence) is shown southwest of the access road between Building 253 and 254. Is it the intent that all project deliveries must enter from the Nemarket St. extension, northwest of Bldg. 256, traveling past Bldg. 256, then left behind Bldg.

254, then right between Bldg’s. 254 and 253 to access the concrete apron (Hangar Door side of Hangar 253? Is this the only allowable access point or can an access entry point be established off of Nashua Ave. to the concrete apron? If there are other routes available, can you define the alternatives?

A- Primary truck access to be off Nashua Ave with a stabilized construction entrance per Detail 1 / C-501, that provides access to the front and rear of BLDG 253. This will avoid construction traffic through the parking lot.

Other alternative access points may be considered subject to the approval of the Base Civil Engineer and Contracting Officer. Submit a traffic routing and site utilization plan for approval by BCE and CO that meets the requirements of Specification Section 311000.1.7 “Site Clearing”, Section 312000.1.8 “Earth Moving”, and any relevant requirements in the General Conditions sections of the Specification.

48. Q. Please reference sheet AE-105 at the intersection of lines 14 and C for Building 253.

The plan shows a CMU wrap around the column at that point. Plan detail 6 on AE-501 shows a metal stud and drywall wrap at that location. Please confirm the intent.

A- Plan detail on AE-501 is correct. Column is to be wrapped with stud and gyp.

49. Q. Please provide the quantity and locations for the Seat Cover Dispenser, Towel Hooks, Sanitary Napkin Dispenser and Sanitary Napkin Disposal units.

A- Seat Cover Dispensers were removed from project. No sanitary napkin dispensers. See attached sketches for other locations.

50. Q. Are any shower curtains and rods required in Building 253’s rooms 131 and 137?

A- No shower curtains or rods are required in Rooms 137 or 131 in 253

51. Q. Please confirm if the General Contractor must apply for any pay for the Building Permit. Specification section 013000 Part 1.4.A is not clear.

A- A Building Permit (as would commonly be obtained from a municipality for a commercial project) is not applicable to this project as it is a Federal project on Federal property.

As such, there is no fee associated with said permit.

52. Q. Please confirm if there are any fees that the General Contractor is responsible for regarding the permit list in specification section 013000 Part 1.4.C.

A- The Permit for NHDES Alteration of Terrain is attached to the specifications. There typically is no fee for NPDES General Construction Permit (See EPA.Gov website for instructions). There is also typically no fee for the FAA 7460-1 Permit (See FAA.gov/forms for instructions).

53. Q. Sealant joints for the hangar refers to "Section 321372 Concrete Paving Joint Sealants". The spec is not included in the package that I can find.

A- We didn’t find the reference to Section 32 13 72. If it exists, change to read Section 321373 “Concrete Paving Joint Sealants”.

54. Q. Some of the rooms that receive epoxy have carpet and tile on the floors. Cannot see where the demo talks about those materials being removed.

A- Note 5 on AD-104 calls for the removal of carpet, also refer to General note A on

AD-001 "THE ARCHITECT HAS IDENTIFIED, AS COMPLETELY AS POSSIBLE, IN THE
