About this file
This document is a federal procurement clause (52.219-14) detailing Limitations on Subcontracting, dated October 2022. The clause establishes specific requirements for small business contractors regarding subcontracting percentages across different types of contract work. Key provisions include limiting subcontractor payments to 50% for services and supplies, 85% for general construction, and 75% for special trade construction contracts, with additional requirements that subcontractors be "similarly situated entities" matching the prime contractor's small business status and NAICS code classification.
The clause applies to set-aside contracts, sole-source awards, and multiple-award contract orders for small business concerns, including HUBZone programs. It also includes provisions for joint ventures, mandating that small business protégés or 8(a) participants perform at least 40% of the work beyond administrative functions. Contractors must demonstrate compliance with these subcontracting limitations by the end of the base contract term or each option period, ensuring that small businesses maintain a substantial role in contract performance.

(ii) Issued directly to small business concerns under multiple-award contracts as described in
19.504(c)(1)(ii);
