About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 seeks competitive bids for renovation of Buildings 14 AB and CD at the Franklin D. Roosevelt VA Medical Center in Montrose, New York, with bids due October 1, 2026 at 10:00 AM EST. This is a Total Small Business set-aside. Bids must be submitted by email to Daniel Barone, Contracting Officer, at Daniel.barone@va.gov and must include bid bond copies; bid opening occurs via Microsoft Teams video conference.

Place of performance is Montrose, New York (Westchester County). The NAICS code is 236220 (Commercial and Institutional Building Construction); PSC is Z2DA (Repair or Alteration of Hospitals and Infirmaries). The VA will award a single general contractor for both phases AB and CD, with separate bid line items and base bid totals. The VA does not reserve the right to award only AB or CD individually or to separate contractors.

Scope encompasses full gut renovation of approximately 16,950 square feet on the first floor converted to temporary residential accommodations for homeless veterans, with concurrent occupied ground floor office operations and secondary work on upper floors and attic. Work spans 580 calendar days and includes demolition, asbestos abatement, new mechanical, electrical, plumbing, fire protection, and communications systems. Contractor must provide a dedicated superintendent (30-hour OSHA-certified, no hands-on construction duties), separate Site Safety and Health Officer, Quality Control manager, and Commissioning Manager. The contract mandates use of Autodesk Build for documentation and project coordination per VA specifications. Certain work (noisy demolition, utility operations at building entrances) must be performed after hours at no additional government cost.

Personnel must complete background screening and identification processes per VA security protocols, including OF-306 Contractor Request Forms, fingerprinting via National Criminal History Check, and favorable screening determination before work commences. FAR 52.219-14 subcontracting limitations apply: for construction, the limit is 85 percent of government payments excluding material costs. Buy American Act certification is required. Prevailing wage rates per Department of Labor General Decision Number NY20260017 for Westchester County apply. Amendment 0002 (September 16) incorporates RFI responses and updated specifications and drawings; Amendment 0001 (September 11) extended the original deadline to October 1.
