About this file

This document is a Questions and Answers (Q&A) file from the first Industry Day for the Hawthorne Army Depot (HWAD) contract opportunity. The document contains seven questions and corresponding answers addressing technical details about the upcoming procurement, including facility magazine inventory, technical experience submission requirements, contract modification definitions, software ownership, and Standard Depot Operation (SDO) evaluation metrics.

Key details include clarifications on work sample submissions (requiring three different contracts/task orders for each technical factor), confirmation that task orders are distinct from contract modifications, and government guidance on how contractors should approach technical experience documentation. The government indicates flexibility in work sample submissions, such as allowing individual task orders under IDIQ contracts and focusing on metrics like short tons of SDO for Class V Ammunition. The document also provides specific information about the depot's facilities, such as having one Earth Covered Magazine (ECM) and 33 Above Ground Magazines (AGM) in the 110 area, and the contractor's responsibilities for maintaining data and software systems like Maximo.

Number Question Answer

The Industry Day 1 slides for the subject opportunity indicate that the facilities at the depot include 291 above ground magazines (AGM) and 2, 131 earth covered magazines (ECM).

How many of these are owned/operated by DLA? Of this number for DLA , what is the breakdown by AGM vs. ECM?

One ECM (113-3E) and 33 AGM in the 110 area. They are looking to add more buildings to their tenant agreement, specifically 65 and 66 on the Industrial side.

The Industry Day 1 slides for the subject opportunity indicate that the facilities at the depot include 291 above ground magazines (AGM) and 2, 131 earth covered magazines (ECM).

How many of the facilities on HWAD falling under this contract contain Facility Related

Control Systems (FRCS) with Operational Technology (OT) infrastructure requiring Risk

Management Framework (RMF) Assessment and Authorization (A&A) to attain ATO?

None at this time.

Can you please clarify the statement “with the exception of the first technical experience for each factor that requires submission of three different contracts for the three different work samples”?

The first technical experience for each factor includes submission of three work samples (see the below example from the Maintenance Factor).

This technical experience requires submission of three different Work Samples that will be scored independently. These Work Sample submissions shall be from three different contracts or task orders.

Is task order the equivalent of a contract modification? In some contracts, on a yearly basis, all funds and execution orders or changes on an annual basis were contract modifications and not labeled as task orders.

Indefinite Delivery Indefinite Quantity (IDIQ) contracts have task orders or delivery orders issued under the IDIQ contract for specific services or supplies. Contract modifications are changes that are made to an exisiting IDIQ contract, task order, delivery order, or any other type of contract. The Government anticipates updating the language in the next draft RFP to allow submission of the individual task orders and delivery orders under IDIQ contracts. This update would allow

Offerors to select which task order/delivery order they submit as a Work Sample as long as it is within the seven year requirement.

5 Who owns Maximo, is it the USG or the contractor?

The contractor is responsible for maintaining the data within Maximo. The contractor is responsible for obtaining a license for Maximo or alternate software for tracking equipment maintenance. The Government owns the data for the

Government-owned equipment only and the contractor owns the data for contractor-owned equipment.

6 Is the USG open to scoring SDO quantity in addition to and separately from weight?

Operations at Hawthorne Army Depot require a large number of short tons of

SDO, not just large quantities. Therefore, one of the metrics the Government would like to use to evaluate technical experiences is short tons of SDO for Class

V Ammunition.

Can the USG confirm if multiple task orders are utilized for work sample(s) under a single

IDIQ contract, that these individual task orders will be considered separate to meet the definition of a “task order under an IDIQ contract” and not defined overall as an “IDIQ contract”, even if the task orders were performed in the same 12-month period?

The most recent version of the draft solicitation updated the requirements regarding task order submission to include the option to submit overall IDIQ contracts, as well as, individual task orders under both single-award and multiple-award IDIQ contracts.

Can the USG clarify if this period of time is intended to be outside of the 7-year period that is utilized in the work sample scoring (i.e. if the work performed is at least partially within the last

5 years, then the offeror is able to show work samples of a continuous nature for the last 10+ years)?

This Work Sample requires work to be completed within the last seven years, just like with all other Work Samples. The Government will accept contracts that started before the seven-year window, but only the years falling within the seven years before the Solicitation release date will count towards the number of consecutive years the offeror performed the work.
