This shall include establishing, maintaining, and implementing policies, objectives, priorities, and operating procedures to provide energy and utilities management and maintain compliance. The contractor shall make a conscious effort to reduce energy and water consumption and improve the Installation’s energy and water resiliency to sustain mission readiness.
2.2. The contractor shall conduct an installation energy audit, in-line with AR 420-
1, 22-16, of active buildings to measure the full range of elements that make up a sustainable energy efficiency program and identify specific areas for improvement/risk (audit shall not include buildings identified for near term modernization and/or past its economic life). The audit shall be conducted within 12 months after award and be updated to align with the audit findings/recommendations. (CDRL L001).
2.3. The contractor shall retain a dedicated Certified Energy Manager (CEM) as defined by AR 420-1 who shall ensure facility compliance and implementation of effective risk management activities related to energy and utilities present in the operation, mission activity, and projects occurring at Hawthorne Army Depot (HWAD). The contractor shall develop an energy conservation plan in-line with AR 420-1, Chapters 22-24, to establish energy and utilities programs that effectively manage and ensure compliance to current Army, Federal, State, Local regulations, and Executive Orders related to energy and utilities.
The plan shall be provided within 45 days after operational control and updated annually. (CDRL L002). The plan shall address how the contractor will set energy-related goals, implement temperature control techniques, identify affordable solutions, facilitate public-private partnerships, and provide energy leadership to the installation by identifying and leveraging industry best practices. Performance Work Statement (PWS) 11
2.3.1. The contractor shall maintain a current list of HWAD Energy and Utilities
Services providers as well as providers for critical raw materials for utility operations. The provider lists and copies of all contracts held with the local utility providers (electricity, steam, fuel oil, and potable water) shall be made available to the Government upon request. The Contractor shall retain records (i.e. utility bills, receipts of components replaced, surveys, etc.) for the length of the contract.
2.3.2. The contractor’s energy and utilities programs shall address how to proactively manage the energy costs associated with the facility demand and the facility distribution systems. The program shall include, but is not limited to, the proper and lawful operations for generation, measurement, distribution, and point of use delivery of electricity, steam, water, and wastewater sewage treatment with the associated collection and communication systems IAW AR 420-1. The contractor shall provide an overview to include, but not limited to, ongoing utility issues, remediation tasks, maintenance tasks, and status update on conservation/energy goals of the program quarterly and provide utility consumption data/costs to the Procuring Contracting Officer (PCO). (CDRL L002).

3. Communication, Support, Documentation & Permits
3.1. The contractor shall notify the PCO and Administrative Contracting Officer (ACO) via email and/or verbal communication within one hour of discovery of any HWAD utility service interruption (occurring within the bounds of the facility fence line) event that could impact a delivery date. Utility service interruption events shall include, but are not limited to, measurement, distribution, or point of use delivery equipment that causes one hour or more of production operational downtime. Reported events that, upon further
Performance Work Statement (PWS) 11 consideration, do not meet the loss of production downtime standard for a utilities service interruption event, may be retracted at any time by email notification to the PCO and ACO. The contractor shall develop a database system to log and track utility service interruption events and remedies. A utilities service interruption report shall be provided quarterly and include lesson learned/resolutions. (CDRL L003)
3.2. The contractor shall notify the PCO and ACO of any energy and/or utility deficiency within 72 hours of occurrence. The contractor shall provide a corrective action plan and/or improvement plan to the PCO. (CDRL L004).
Utility deficiencies shall include, but not limited to, utility infrastructure and/or equipment that causes outages and concern for reliability related to life, health, or safety; discovered code and/or safety violations; environmental regulation and/or permit violations; and improperly installed and maintained equipment. Energy and utility service-related maintenance performance requirements (reliable source of energy and infrastructure) shall fall under the purview of the Maintenance PWS.
3.2.1. The Contractor shall input applicable data to the Army Energy and Water
Reporting System (AEWRS) for energy and utilities requirements. AEWRS is an automated (web based) system for collecting installation data to be submitted to Defense Utilities Energy Reporting System and AEWRS web address is: https://aewrs.hqda.pentagon.mil/aewrs/. Data inputs shall include the following items: Facility data for all non-petroleum fuels, liquefied gases, and petroleum fuels used to support facilities; Annual Building factor data;
and Water consumption data. Additionally, the Contractor shall comply with the AEWRS reporting schedule, including the submission of Energy consumption and cost data monthly; submission of water consumption and cost data on a quarterly basis; and submission of facility building factors and water data on an annual basis. AEWRS requires a Common Access Card (CAC) for access and the Government shall provide the required training on CAC use. The Contractor shall enter data into AEWRS on a quarterly basis.

The Contractor shall aid in the determination of whether stated operations maintain compliance to Federal, State, and Local laws and regulations, Executive Orders, and Army regulations involving energy security. The contractors shall coordinate any reviews or visits through the Commander or Commander’s Representative and be conducted at the direction of the Commander or Commander’s Representative.
4. Facilities Use
4.1. The Contractor shall perform all activities and operations to achieve and maintain energy and utilities conservation. Energy efficient motors (variable frequency drives over 5 hp) and equipment shall be utilized in any replacement or new procurement activity. When replacement equipment is planned for in plant improvements in areas identified as Significant Energy Users, documentation shall be provided of energy efficiency with comparable equipment and/or calculations to indicate any increases or decrease in energy demands. The Contractor shall have an active energy conservation and energy management program that reports and measures progress on an annual basis. Progress towards energy reduction efforts by building shall be accomplished in part through the identification of future projects that reduce energy consumption.
4.2. The Contractor shall support and maintain an Installation Energy and Water
Plan (IEWP) conformant to the Army’s Installation Energy and Water Strategic Plan (December 2020) as well as the requirements in this PWS. The additional requirements from this PWS for these plans, shall be addressed in separate sections of these plans.
