About this file
The document is a Draft Request for Proposal (RFP) Questions and Answers matrix for the Hawthorne Army Depot Operation, Maintenance, and Modernization contract (Solicitation Number W519TC-25-S-HWAD). The document contains detailed questions and government responses covering multiple Performance Work Statements (PWS) spanning various operational areas including security, maintenance, fire protection, housing, utilities, waste management, and ammunition demilitarization. Key clarifications include confirmation of document availability on SAM.gov, specifics about facility operations, contractor responsibilities, equipment provisions, training requirements, and administrative details such as proposal formatting and page limits.
The Q&A matrix addresses critical aspects of the upcoming contract, such as the government's expectation for the contractor to manage standard depot operations, maintain ammunition storage and demilitarization capabilities, provide base support services, and potentially market underutilized facilities for commercial use. The contract is anticipated to have a period of performance beginning 1 January 2027, with expected annual ammunition storage levels around 200,000 tons and demilitarization workloads averaging approximately 8,000 short tons per year. Multiple industry days are planned, with the first expected during the week of 27 January 2025, and potential contractors are encouraged to submit detailed capability information and provide feedback on contract terms and conditions.

8 Draft Solicitation W519TC-25-R-A005
In the DRFP issued on 25 March, the numbering of attachments go from
Attachment 1 - 17, and then 20; it appears as though Attachments 18 and 19 are missing.
If in fact there will be attachments 18 and 19, would the Government please release them ASAP, so that offerors have sufficient time consider their content and perhaps comment on it?
Attachments 0018 and 0019 Price Matrix were posted to SAM under Notice ID
W519TC-25-S-HWAD on 18 April 2025.
9 Draft Solicitation W519TC-25-R-A005
We understand that there are two
Collective Bargaining Agreements that apply to the workforce at HWAD, but we were unable to find them in the DRFP issued on 25 March.
Will the Government please provide the current Collective Bargaining Agreements relative to this solicitation as well as any Wage Determination documents?
The CBAs were posted to SAM under Notice ID W519TC-25-V-HWAD on 10
May 2025.
10 Draft Solicitation W519TC-25-R-A005
We note that in the Draft RFP issued on
25 March, there is no requirement for a
Management Volume. This is a departure from the requirements in the 2020 solicitation, which required a Management
Volume that addressed overall program management (with resumes of key personnel), a detailed transition plan, and a Property Management Plan.
Would the Government please confirm that this was not an omission, and that indeed there is no requirement for a Management Plan in response to this 2025 solicitation? And if there is indeed no requirement to submit a management plan, where should offerors write to PWS 17, Transition?
The Government does not intend to include evaluation of a Management Plan or
Transition Plan in this Solicitation. The successful Offeror will be required to submit their Transition Plan in accordance with the Transition PWS.
11 Draft Solicitation W519TC-25-R-A005 Page Limit box in Section L for Volume 7:
Small Business is blank.
Will the Government please confirm that there is no page limit for Volume 7: Small
Business?
The Government anticipates the page limit for Volume 7: Small Business will be
10 pages. This limit does not include the submission of the Small Business
Participation Plan or ISRs/SSRs.
12 Draft Solicitation W519TC-25-R-A005
Paragraph 1b in the Section L instructions for Volume 6: Price requires "All prices for this acquisition shall be stated in current
U.S. dollars" but is silent on whether pricing is to be presented in whole dollars or dollars and cents?
74 22 Would the Government please provide instructions as to whether pricing is to be presented in whole dollars (which is what we recommend)?
The Government anticipates prices will be included as dollars and cents.
13 Draft Solicitation W519TC-25-R-A005
Paragraph 3 in the Section L instructions for Volume I: Maintenance requires that each Offeror provide a Maintenance Plan for BLDGs (1) Dock 3, (2) 117-6, and (3)
Building 3. However. we could not find any information within the DRFP (to include PWS3) that provides descriptions or details of these facilities.
Would the Government please provide detailed information about these three locations ahead of the FRFP such that offerors have sufficient time to develop applicable Maintenance Plans? Additionally, we ask that the Government provide an in-depth visit to these three BLDGs during Industry Day #2.
All tour groups will visit Dock 3, 117-6, and Building 3 during the HWAD Industry
Day #2 Tours. Any additional available information will be provided via the
Hawthorne Army Depot Virtual Technical Library on SAM under Notice ID
W519TC-25-V-HWAD.
14 Draft Solicitation W519TC-25-R-A005
The instructions in Section L for Volume III:
DEMIL refers to a total of 22 MIDAS families. However, page 2 of
Attachment_0002_-
_Draft_PWS_2_Demilitarization, paragraph 3.1, refers to 27 MIDAS families.
68-69 Will the Government please clarify the relationship between these two MIDAS lists and explain why they are different?
The 27 MIDAS families listed in PWS 2 represent the full demilitarization capabilities expected of the Hawthorne Army Depot operating contractor. The
MIDAS families included in Section L represent the MIDAS families the
Government would like the Offeror to address in this volume of its proposal.
15 Draft Solicitation W519TC-25-R-A005
The evaluation criteria for FACTOR 6:
PRICE FACTOR 1 indicates that the
Government will use price analysis to determine price reasonableness. We fully support that, but note that the evaluation criteria is silent on evaluation of price realism. We believe that not considering price realism introduces risk for the
Government and might allow an offeror to submit an unrealistically low price.
Recommend that the Government amend this evaluation criteria in Section M to include the words "price realism" ... such as "The Government will use price analysis to determine both price reasonableness and Realism."
The Government will consider all industry feedback when drafting the solicitation.
16 Draft Solicitation W519TC-25-R-A005
A PMO CLIN would provide the
Government with more insight into PMO-related costs and allow for PMO staff to be more accurately reflected in the pricing.
Given the range pricing structure of CLINs
0001 and 0002, staffing resources will vary within each quantity range. Trying to account for singular PMO staff resources like a HWAD Program Manager in CLINs
0001 and 0002 is difficult because the resources for the Program Manager will vary over the CLIN ranges even though only single staff resources are estimated to be required. Having a PMO CLIN would allow offerors to more accurately estimate those PMO staff that would not vary within range associated CLINs.
CLIN
Structure
Would the Government consider adding a CLIN to capture offerors' Program
Management Office (PMO) costs in addition to the current CLIN structure?
The Government does not anticipate adding this additional CLIN, but this will be taken into consideration when drafting the final solicitation.
17 Draft Solicitation W519TC-25-R-A005
A "Innovation" CLIN would provide the
Government with an avenue by which they can assess whether an offeror possesses the necessary technical expertise to successfully execute the program by incorporating innovative solutions to reduce cost and significantly enhance efficiency/output from Depot operations.
CLIN
Structure
Would the Government consider adding a CLIN (not to be included in the TEP) to capture offerors' innovation proposals in addition to the current CLIN structure?
The Government does not anticipate adding this additional CLIN, but this will be taken into consideration when drafting the final solicitation.
18 Draft Solicitation W519TC-25-R-A005
L: Under the Proposal Structure and
Format, it states: "A complete proposal shall include a cover letter, table of contents, and cross-reference matrices for each of the following Volumes:"
65 L.1 Does this mean that we should include the same cover letter on all Volumes, or should there be tailored cover letters for each volume?
The Government anticipates the section L language will be updated to reflect submission of one two-page overall cover letter and remove the language stating there should be a cover letter for each volume.
19 Draft Solicitation W519TC-25-R-A005
L: Under the Proposal Structure and
Format, it states: "A complete proposal shall include a cover letter, table of contents, and cross-reference matrices for each of the following Volumes:"
66 L.7
Please clarify if the cover letter appears once, or if it should be in every volume? The
Page limitation table shows it as a separate file that is not included in the volumes with its own naming structure which contradicts instruction 1 under proposal structure and format:
"1. A complete proposal shall include a cover letter, table of contents, and cross-reference matrices for each of the following Volumes"
The Government anticipates the section L language will be updated to reflect submission of one two-page overall cover letter and remove the language stating there should be a cover letter for each volume.
20 Draft Solicitation W519TC-25-R-A005
L: Under the Proposal Structure and
Format, under bullet 7 - Page Limitations, it says "Cover letters, proposal introductions, and executive summaries shall not exceed a total of five pages for each Volume and are not part of the overall page count"
The Page limitation table then says the cover letter has a 5 page limit.
66 L.7 Please clarify if the page limit is 2 or 5.
The Government anticipates the section L language will be updated to reflect submission of one two-page overall cover letter and remove the language stating there should be a cover letter for each volume.
21 Draft Solicitation W519TC-25-R-A005 L: Page Limitation Table omits a page limit for Volume 7.
67 L.7 Please specify the page limit for Volume 7
The Government anticipates the page limit for Volume 7: Small Business will be
10 pages. This limit does not include the submission of the Small Business
Participation Plan or ISRs/SSRs.
22 Draft Solicitation W519TC-25-R-A005

Operations which includes Transportation, Accountability/Reporting, and Ammunition and Explosive Operation Handling Training efforts. In addition, Receipt and Issuance price proposals should include dunnage and shipping containers."
4 Bullet 26 Please clarify if the contractor is required to order and procure shipping container?

"**If a requirement arises that is considered Construction, as defined by
FAR 2.101, the applicable construction provisions and clauses will be added to the appropriate task order.**"
Order
Placemen t
Procedur es #4
Please clarify if the Government intent is to only capture the applicable construction clauses when requirements arise? It is our understanding that normal operations consist of construction activities, and therefore should be included as part of the base contract.
The intent is to include construction clauses on task orders for projects defined as construction in accordance with FAR 2.101 instead of including these clauses in the base IDIQ contract.

I believe this para was put in as a reference to additional work.
Such as, we (Navy) want to modernize our buildings and want a quote from the contractor. I personally never understood why this was included.

The New Bomb Test Facility is currently undergoing a cleanup and repair project because of severe flooding. Is it anticipated that the ongoing project work will be completed, and the 20 pits approved for Open Detonation will be serviceable and empty of all materials/debris at the start of the next contract?
New bomb is anticipated to be clean and active at the start of the contract.
68 2 PWS Section 12.7.1
With the New Bomb Test Facility shut down for cleanup and repairs, what is the status of any backlog of materials awaiting disposal? What is the anticipated quantity of backlog material that will require disposal at the start of the next contract?
The backlog of materials are the responsibility of the current contractor and shall be assumed that there is zero backlog the new contractor is responsible for.
69 2 PWS Section 12.7.3 & 4
Section 12.7.3. states that issues beyond contractor control such as weather conditions are understood and shall be documented. Section 12.7.4 states that certain incidents, to include natural disasters, that renders the range as out of service for a period of 90+ days will require that the contractor source a 3rd party vendor to dispose of any ammunition items in storage to avoid speculative accumulation with all costs being the liability of the contractor. Is it the intent of the
Government to require the contractor to pay for 3rd party demilitarization of these items even for events beyond the contractor’s control?
The Contractor is required to operate within all regulatory requirements, things outside of their control (ex: natural disaster) does not excuse that requirement, thus they would be responsible for those disposal costs necessary to maintain compliance.

Can the contractor amend SOPs to change the procedures and methodologies if improvements to the effectiveness and efficiency of demolition operations can be demonstrated?
Demolition procedures and methodologies are the responsibility of the contractor to develop and execute IAW
Army regulatory requirements. SOPs are developed and maintained by the contractor and can be amended to improve effectiveness and efficiencies to the process.
