About this file
This document is a Draft Request for Proposal (RFP) for the Hawthorne Army Depot (HWAD) operation and maintenance contract. The solicitation outlines a two-phase evaluation process for a contract to manage standard depot operations (SDO), ammunition demilitarization, facility maintenance, and business development at the HWAD facility in Nevada. Key requirements include maintenance of three specific buildings, demilitarization of four MIDAS ammunition families with a minimum guaranteed quantity ranging from 50 to 1,000 short tons, and a comprehensive business development plan to attract commercial ventures and reduce government costs.
The RFP emphasizes a best-value trade-off approach, with the Maintenance Factor being the most important, followed equally by Demil and Innovation/Business Development Factors. Offerors must submit detailed technical proposals, work samples, and pricing matrices across multiple evaluation factors. The contract aims to begin on January 1, 2027, with a focus on ammunition storage, receipt, issue, and demilitarization. Proposals will be evaluated on their ability to demonstrate operational effectiveness, innovative approaches, workforce qualifications, and potential for site revitalization, with a total possible score of 84,000 points in the first phase and a minimum threshold of 63,000 points required to advance to the second phase.

L.2 PHASE I
L.2.1 PHASE I INSTRUCTIONS
L.2.1.1 Offers shall submit a Technical Experience Self-Scoring Matrix with associated Work Samples. Each Work Sample shall be accompanied by a Project Reference. Work Samples have no page limit and Project References are limited to one page each.
Contractual documents submitted in accordance with Factor 1.5 have no page limit.
L.2.1.2 Offerors shall complete a Project Reference for each Work Sample submitted.
Each Project Reference shall include the contract/order number and provide at least two Government or customer Points of Contact (POCs). The Government may contact the POCs provided. The Government reserves the right to contact additional POCs as necessary.
L.2.1.3 Offerors shall submit Work Samples (contracts/orders) which demonstrate their technical experience in the required categories. Work Samples may count toward multiple categories. Future performance periods on an existing contract do not demonstrate technical experience and shall not be utilized as Work Samples, nor be factored into the total point value of a submitted sample. An acceptable Work Sample is defined as either a single award IDIQ contract, non-IDIQ contract, or a task order under a multiple award IDIQ contract (FAR16.501-1), on which the Offeror performed for at least one year, with that one year taking place within the last five years of the release date of this solicitation. For all current and ongoing Work Samples the Offeror shall calculate their points based on data up until proposal submission. Parent, affiliate, and subsidiary organizations as well as Joint Venture contracts may utilize data from any company within the organizational structure for Work Sample submissions as long as the company was performing as the Prime Contractor on the Work Sample.
L.2.1.4 The Work Samples shall consist of only official contract documentation (including, but not limited to, Performance Work Statements (PWSs), Statements of Work (SOWs), Contract Data Requirement Lists (CDRLs), and Invoices). The Government will accept a Statement of Fact from the cognizant contracting officer or contracting officer representative (COR) to confirm missing information, should contractual documents not carry all the information necessary to substantiate the offeror's scores. The offeror will need to provide this statement (if needed) and submit as part of its proposal. The offeror shall not create any new documentation (project narratives or project descriptions) outside of the project reference. Where official contract documentation is insufficient to substantiate a Self-Rated Score, the offeror may utilize corporate system reports as documentation. When corporate system reports are utilized, the citation must include a signed statement attesting to the validity of the reports. Work Samples shall include sufficient information to substantiate each claim. If a Work Sample substantiates multiple elements each element must be identified within the Work Sample.
L.2.1.5 Work Samples shall be provided in their original format. Offerors shall assign each Work Sample an identifier (e.g., WS1-WS10). All pages of all Work Samples shall be numbered. In addition, the original pagination of each document shall be retained. If the original documentation within a Work Sample is not numbered, offerors shall add page numbers. Font, text size, and margin requirements established in section L.1 General Instructions do not apply to Work Sample submissions. All Work Sample submissions shall be in English. If more than one document is provided as part of a Work Sample, the documents shall be combined as one file and numbered accordingly.
Offerors shall include all documentation for a given Work Sample in a single PDF file and add to each page a unique Work Sample identifier and page number in the margin.
While this consolidation and notation may result in some confusion (such as multiple pages identified as "page 1" if the citation includes page 1 of an SF33/SF1449/DD1155, page 1 of the PWS, etc.), the result will ensure that Government evaluators can find all documentation quickly and efficiently.
L.2.1.6 Work Samples Qualifications: All Work Samples shall meet these minimum qualifications (unless otherwise provided for per criteria).
L.2.1.6.1 Shall be performed or ongoing within the last five years from the date of issuance of this solicitation and performed for a minimum of one year.

If subcontractor Work Samples are used, the Offeror shall submit letters of commitment from the subcontractor(s).
L.2.1.6.3 Work Samples shall fall into one of the following categories:
L.2.1.6.3.1 Category 1: Prime offeror Work Samples. In order to be used, the offeror shall have acted as the Prime, which may include work performed as part of a joint venture. If a company establishes a joint venture for this contract, work of both prime companies may be utilized. Primes may also include subsidiaries or legal entities which fall under the parent corporation. In order to use a subsidiary or legal entity as a prime Work Sample, the acquisition of the subsidiary or legal entity shall have been finalized as of the date of initial RFP issuance of this solicitation, and objective evidence shall be included in the Work Sample to demonstrate that they are now a legal entity of the corporation. If an offeror wants to rely on an affiliate’s past experience, then the offeror must show how that subsidiary’s workforce, management, facilities, or other resources will affect contract performance. If these criteria are met, subsidiary or legal entity Work Samples will be considered prime Work Samples, even if the work occurred prior to the company being acquired.
L.2.1.6.3.2 Category 2: Subcontractor Work Samples. In order to be used, the Offeror shall:
(1) Identify which subcontractor will be performing identified PWS work if awarded the Hawthorne Army Depot contract and all Work Samples shall represent work previously done by that subcontractor;
(2) Shall submit letters of commitment from subcontractors; and
(3) Have acted as the prime or subcontractor on the contract or order submitted.

M.1 GENERAL INSTRUCTIONS
M.1.1 The Government will review the Offeror's proposal for compliance with Section L.
Any deviations or non-compliances discovered in the compliance review may results in the proposal being rejected. Any proposal information that does not comply with Section
L requirements (e.g., extra pages or non-complaint text) will be removed or redacted, as appropriate, and will not be evaluated.
M.1.2 The Government reserves the right to make no award if it is in the best interest of the Government. The Government reserves the right to not make an award at a price premium that it considers disproportionate to the benefits associated with the evaluated superiority of one proposal over another. The Government also reserves the right to make no award should no proposal prove to be Acceptable or better based on the criteria set forth in the Solicitation.
M.1.3 The Government will evaluate each proposal strictly in accordance with its content and will not assume that performance will include areas not specified in the Offeror's proposal.
M.1.4 The Offeror's proposal should contain its best terms. The Government intends to evaluate proposals and award a contract after conducting discussions; however, the Government reserves the right to award without conducting discussions if it is determined to be in the Government's best interest. Discussions will only be held with Offerors whose proposals are within the competitive range. If the Procuring Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Procuring Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
M.1.5 An Offeror’s submittal of unsubstantiated and/or misleading claims, for even a single Technical Experience evaluation criterion, may result in the Government determining that the Offeror’s proposed Self-Rated Score is disingenuous and/or artificially inflated. This disingenuous or artificially inflated score may result in the Government determining the Offerors proposal to be disqualified and not awardable.
The Government may unilaterally downward adjust the Offeror’s score, potentially down to zero points.
M.1.6 The Government will evaluate proposals using a two-phase approach. In the first phase, the Government will validate the Self-Rated Scores to determine a Validated- Rated Score using the Offeror’s Self-Scoring Matrix, Work Samples, and Project References. If the Validated-Rated Score, is above the minimum threshold of 63,000 out of 85,000 for Factors 1.1-1.4, the Government will notify the Offeror that they shall submit the information requested in Section L for Factors 2.1-2.3 no later than 0900 central 20 days after notification. If the Validated-Rated Score, is below the minimum threshold of 63,000 for Factors 1.1-1.4, the Government will notify the Offeror that their proposal will not be given further consideration, and they will be removed from the competition. In the second phase, the Government will evaluate Offeror’s Factors 2.1-
2.3 in accordance with Section M. The Government will conduct a best value trade-off evaluation with Factors 2.1-2.3 and price in accordance with the processes outlined in
Section M.3. The Government intends to award after discussions with Offerors who qualify to participate in Phase II. The Government reserves the right to award without discussions if it is in the best interest of the Government. Award will be made to the Offeror whose proposal represents the best value to the Government.
M.2 PHASE I
M.2.1 PHASE I INSTRUCTIONS
M.2.1.1 The Government will perform a compliance check for all submitted information required to be considered eligible for award. Non-compliant proposals are proposals that are inconsistent with Section L. Non-compliant proposals may not be further evaluated. Only Offerors whose proposals are determined to be compliant will move into the evaluation process.
M.2.1.2 The Government will validate the Self-Rated Scores of each Factor. To do this, the Government will use the Self-Scoring Matrix and Work Samples with Project References provided by the Offeror. If the Government is unable to find the substantiating information within the referenced page, paragraph, table, etc., the Government will not search further for the substantiating information. If the Government is unable to validate that Offeror’s Self-Rated Score based on the Work Samples provided, the Government will unilaterally downward adjust the Offeror’s Self-Rated Score, potentially down to zero points. The Government will only adjust the Offeror’s Self-Rated Score downward, not upward. Such adjustments are within the sole discretion of the Government and are based upon the substantiation of the Self-Rated Score provided by the Offeror. If the Government downward adjusts the Offeror’s Self- Rated Score as a result of the validation process and that Offeror no longer meets the minimum score, then the Government will determine the Offeror’s proposal not eligible for Phase II.
M.2.1.3 The total possible points on the Phase I Self-Scoring Matrix is 84,000. Offerors must have a Phase I score of no less than 63,000 to be included in the Phase II evaluation.
