About this file
Attachment 0021 is a Draft Small Business Participation Plan template requiring offerors to detail their proposed small business involvement in a federal contract opportunity. The document mandates that contractors specify their business size status (small or other than small) and break down their planned contract value percentages across different small business categories, including Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HUBZone Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).
The template requires offerors to provide detailed percentage allocations for small business participation, both for prime contractors and subcontractors, with an example showing how businesses qualifying in multiple small business categories can be counted across different categories. Offerors must complete sections identifying their business size, total contract value percentages, and list the specific supplies or services to be performed by small businesses in each designated category, ensuring total percentages equal 100% across different breakdowns.
