About this file
This document is a compilation of questions and answers (Q&A) related to the Hawthorne Army Depot (HWAD) Operation, Maintenance, and Modernization procurement, specifically focusing on the draft Self-Scoring Matrix. The Q&A covers a wide range of topics including contract requirements, performance expectations, equipment provisions, evaluation criteria, and technical considerations for potential contractors. Key points include the government's intent to use a two-phase evaluation approach with a self-scoring matrix, a 20-year contract period beginning January 2027, and requirements for standard depot operations (SDO) including ammunition storage, surveillance, receipt, issue, and demilitarization.
The document provides detailed insights into the government's expectations, such as the need for contractors to maintain facilities, provide base support services, market idle facilities under the ARMS program, and comply with federal regulations. Notable elements include the government's openness to innovative technologies, interest in cost-saving approaches, and plans to evaluate contractors based on past performance, maintenance capabilities, demilitarization expertise, and small business utilization. The Q&A also indicates that the government will provide additional information through a Virtual Technical Library and is considering hosting additional industry days to provide more context and gather feedback from potential contractors.

Innovation is a undeveloped area with huge potential, but Offerors need assistance regarding what the Government is looking for and how the Government plans to evaluate innovation.
The Government is looking for innovation that leads to decrease costs, increase timeliness, and/or increased quality. This will be further defined before the final RFP is posted.
Can the Government share FTE estimates of NUWC and DLA tenant support? Would also appreciate FTE estimates for Demil, but this is not as important because it is based on tonnage.
No staffing requirements will be provided. It is up to the contractor to determine what staffing is needed to provide the support the requirements in the PWS.
Please confirm that the stormwater retention ponds downstream of New Bomb will be cleaned out or re-established prior to the start of the next contract.
The Government will provide updates as we continue to work through the establishment of the remediation of retention ponds.
What is the status of OB/OD Range Clearance? Will the areas 10 feet to each side of the road be free of all fragmentation and residue and the areas within the general vicinity (minimum 500 feet) of the OB/OD area be free of any live ordnance at the start of the next contract?
The range is active and is maintained as required by permit and regulations.
Per PWS 2, Section 12.8.2, please confirm that the OB/OD range maintenance is limited to the collection and disposal of residual inert material (range scrap), which includes packing/shipping materials and fragmentation and other ordnance related residue, within 10 feet on either side of the road and within 500 feet of the detonation pits.
This includes inert scrap AND all fragmentation within 10 ft of and including the roads shall be cleared after each shot, a 500 ft sweep and collection of any potentially live residue after each shot, and a monthly sweep of all areas within OB/OD range boundaries.

The range is active and is maintained as required by permit and regulations.
Please confirm that this is limited to the collection and disposal of residual inert material related to packing/shipping materials and not fragmentation and other ordnance related residue within the general vicinity (minimum 500 feet) of OB/OD area.
This includes inert scrap AND all fragmentation within 10 ft of and including the roads shall be cleared after each shot, a 500 ft sweep and collection of any potentially live residue after each shot, and a monthly sweep of all areas within OB/OD range boundaries.
If there is leftover material that has not been processed, the thought is that the old material would be processed before the new material can be started to be processed. How would this be handled?
This is only in the instance there is a closure of the range. Previously prepared (downloaded submunitions, burster tubes, fuzes, etc.) form prior to the range closure shall be destroyed before new munitions can be destroyed.

"What are the limits of liability to the contractor for costs that occur while maintaining Government-owned property, i.e. who incurs the cost to repair a Government-owned building and what is the dollar value of that limitation to the contractor if any? In relation, “PWS -1, Para 7.5. Annually, the contractor shall provide up to $75,000, retail value, of tools and other identified supplies and service support to Government QASAS operations as identified by the senior QASAS, under cost reimbursable Contract Line Item Number (CLIN) 0001AD. Material requested will not be substituted. The government, as needed, will specify the supplies required. The contractor shall deliver the supplies within five business days of request as negotiated with government staff, subject to availability.”
Similar language with $75K under PWS – 4, Para 5.
Does the $75K cover all PWS sections annually or does the contractor provide combined $150K or more if required in other PWS sections ($75K x PWSs)?"
The Government anticipates removal of the referenced cost-reimbursable CLINs from these PWSs and updated PWSs will be provided at final RFP release.
Is it the Government's understanding that the price proposed by the contractor will be discounted due to sales of bi-products, i.e. scrap from
DEML?
The contractor is responsible for demil and disposal of all residual items and it is up to the contractor how to handle this as long as it is in accordance with all legal requirements. The expectation is that Offeror's proposals include a reduction in price to reflect the anticipated profit associated with this.
Will the USG provide a recent list of incumbent equipment/vehicle fleet and condition if possible? The incumbent has an advantage knowing the amount of Contractor-furnished vehicles/equipment necessary to perform the contract and industry should have a comparison of what's available as GFE
vs. what the contractor is required to provide. In addition, will the Government consider taking the cost/price of contractor-furnished equipment/vehicles out of the Total Evaluated Price (TEP) or provide a plug number? This way, the competitive field is even and can offset any competitive advantage realized by the incumbent.
The Government has provided a list of GFE at HWAD in the Hawthorne Army Depot Virtual Technical Library on SAM under Notice ID W519TC-25-V- HWAD. The Government will provide any additional available information in the Hawthorne Army Depot Virtual Technical Library on SAM under Notice ID
W519TC-25-V-HWAD.
The Government does not intend to provide a plug number because the anticipated period of performance for this contract is 20 years and include normal life-cycle replacement of contractor owned equipment/vehicles.
Will the USG provide any known trends of issues with regard to past performance with contractors at Hawthorne over past ten years?
Issues with a contractor's past performance history will not be shared with other contractors.
Will the USG consider including a plug number to encompass capital investments for vehicles, equipment, and supplies for evaluation to be fair for non-incumbent contractors?
The Government does not intend to provide a plug number because the anticipated period of performance for this contract is 20 years and include normal life-cycle replacement of contractor owned equipment, vehicles, and supplies.
Will the USG consider hosting a site walk/visit for established interested contractors and partners/bidding teams prior to final RFP release to assist with the detailed completed offer?
The Government is considering hosting an additional industry day/site visit.
Additional details will be provided via SAM after they are finalized.
What is the Government perspective on the use of technology to benefit the Government in terms of this contract?
Technology can be used in many different ways to benefit the Government, especially with SDO. The Government's constraint is funding because some of the contractor's big ideas come with big price tags that the Government cannot support at this time.
Regarding residual biproduct from the demil process, is that sold, auctioned off, or what is done with this?
The contractor is responsible for demil and disposal of all residual items and it is up to the contractor how to handle this as long as it is in accordance with all legal requirements. The expectation is that Offeror's proposals include a reduction in price to reflect the anticipated profit associated with this.
What equipment at Hawthorne Army Depot is owned by the Government and will be transitioned to the new contractor?
The GFP list will be posted to the Virtual Technical Library on SAM under notice ID W519TC-25-V-HWAD.
What is the Government's perspective on contractor engagement with the community?
This is not a contract requirement, but it has occurred in the past. Most of the prior contractors have engaged with the community, such as supporting school fund raisers, and the majority of the employees live in the local community. There is an agreement with the local community for fire/EMS support.
Does the Government foresee any large task orders for remodeling being executed?
Currently there is not funding to support this, but we are hearing there will be additional funds allocated in FY 27-28 and all GOCOs, including Hawthorne, will be competing for use of these funds.
Would the Government characterize the maintain buildings at Hawthorne Army Depot to be in caretaker status, meaning that the expectation is that there will not be additional work because the facilities are what they are and there won't be major improvements?

RFP.
Is the Government looking for qualifications for key personnel or a name and qualifications when information is requested for personnel such as the Demil manager?
The Government is not looking for specific names and resumes for the Demil manager and instead of looking for the requirements and qualifications that the contractor would require for that position. If the Government requests a name for any personnel, this will be explicitly stated in the RFP.
Will there be an opportunity to have a reprice ability over the 20 years or to have the first five years FFP and the remaining CPFF because 20 years is a long time frame to request FFP for?
The Government acknowledges this challenge and will investigate potential remedies to this issue.
Where is the Government's focus on the ARMS program?
The ARMS program is important for Hawthorne Army Depot because there is a lot of space that is not currently being utilized so there is potential to bring new capabilities that would bolster and benefit the depot. GOCOs have traditionally relied on commercial workload when the Government is unable to provide all the workload required to sustain the facilities.
What is the Government's vision for Hawthorne Army Depot in five years?
Will it look the same as it does today or not?
Like innovation, this comes down to the funding available. Offerors need to show how changes will save the Government funds in the future if we are going to get the funding POC's to support additional work.
PMO was a factor in the last competition and is not included in the current draft RFP and there is no overall factor where Offerors can write to how they are going to run the base. Would the Government consider adding this factor?
In the past it has been hard for Offerors to differentiate themselves and therefore this has not been a discriminating factor. The Government welcomes feedback on how this factor could be used to effectively differentiate between Offerors.
Key personnel has been mentioned a few times, but there is not a list included in any of the PWSs. Is it up to the Offeror to determine the key personnel?
If key personnel are not called out in the PWS or RFP, then it is up to the contractor to determine who they would consider key personnel.
Will resumes be required for key personnel?
The Government does not intend to require submission of resumes for key personnel. Any key personnel details should be provided in terms of capability and certification requirements.
Where should Offerors include information regarding risk?
Risk for each factor should be included in the Offeror's proposal for that factor (Demil risk under the Demil factor, SDO risk under the SDO factor, etc.).
Since there is no management factor, where should the Offerors discuss how they plan to hire and maintain the workforce?
Differentiation has been an issue with evaluation of this factor in the past. The Government would appreciate any feedback regarding a more effective way to do this.
Would the Government consider submission of eight past performance references instead of only five?
The Government will consider this possibility.
Will one marginal rating on CPARS automatically lead to an Offeror receiving a no confidence rating for past performance?
The past performance evaluators look at CPARS evaluations, past performance questionnaires, CARs issued, and trends in performance. There is not a direct correlation between the score received on one CPARS evaluation and the past performance confidence assessment rating.
The RFP states that the Government is responsible for pre-existing conditions. Will the Government provide a detailed assessment of Dock 3, 117-6, and Building 3 so all Offerors have the same information for submission of their proposals?
The Government will provide additional information in the Virtual Technical Library on SAM under notice ID W519TC-25-V-HWAD.
Does the Government intend to include bonding requirements as required by the Miller Act?
The Government is still evaluating these requirements and appropriate updates will be made before the final RFP is posted.
Will the Government consider creating a separate management CLIN for construction oversight?
The Government will take this into consideration when making updates to the
RFP.

The Government will take this into consideration when making updates to the
RFP.
Regarding ARMS, is it accurate to assume there are only three TUAs because only three were posted in the VTL?
Yes, there are only three TUAs.
Regarding ODCs, is it safe to say if the PWS states you need five forklifts, then 10 forklifts can be proposed because this requirement is FFP?
The Government does not state how many forklifts need to be used to meet requirements and Offerors are advised to propose what they think they need to meet the requirements of the PWSs.
The ARMS PWS states there is an annual program review offsite. Is this at ACC-RI or an alternate location?
This requirement is in addition to the semi-annual contract PMRs and the location is different every year. This review is usually held in October.
