About this file

This document is a Draft Performance Work Statement (PWS) for Safety requirements at Hawthorne Army Depot (HWAD), dated June 2025. The PWS outlines comprehensive safety protocols and responsibilities for the contract operator, including critical requirements for managing radioactive materials, non-ionizing radiation equipment, accident reporting, and safety training.

Key safety requirements include: developing and maintaining an explosives safety site plan, managing radiation sources and permits, reporting accidents within one hour, providing safety training to government staff, tracking safety incidents, maintaining performance metrics at or below Bureau of Labor Statistics rates for their industry classification, and creating detailed safety program documentation. The contractor must comply with multiple federal regulations, including OSHA standards, Department of Defense instructions, and Army regulations, with specific emphasis on protecting personnel, managing hazardous materials, and ensuring safe operations at the ammunition depot. The document includes numerous required deliverables (CDRLs) that outline specific reporting and documentation obligations throughout the contract period.
