About this file
This draft Performance Work Statement (PWS) details the contract transition process for the Hawthorne Army Depot (HWAD) management and operations contract. The document outlines comprehensive transition-in and transition-out requirements for the incoming and outgoing contractors, with specific focus on ensuring continuous, uninterrupted depot operations during the contractor change.
Key transition requirements include submitting detailed Transition-in and Transition-out Plans within specified timeframes, participating in bi-weekly Integrated Process Teams, maintaining operational continuity, and facilitating smooth transfer of responsibilities. The transition process covers critical aspects such as personnel training, equipment and facility handover, IT systems transfer, property accountability, records management, and support services continuity. The contractor must negotiate in good faith with the incumbent and successor, allow personnel interviews, and ensure all standard operating procedures, maintenance procedures, and safety plans are reconstituted. Pricing for transition activities will be broken out separately and subject to Contracting Officer acceptance.
