About this file

This document is a Draft Performance Work Statement (PWS) for the Armament Retooling & Manufacturing Support (ARMS) Program dated June 2025. The PWS outlines requirements for a contractor to manage and utilize a Government-Owned, Contractor-Operated (GOCO) Army Ammunition Plant/Depot, with key objectives including:

  1. Encouraging commercial use of facility assets, marketing facility capabilities, and increasing opportunities for small businesses. The contractor must actively track and report facility usage, costs, revenues, and job creation. They are required to support the generation of new sustainable businesses and develop land/property uses that benefit the ARMS Initiative and surrounding communities. The compensation structure is performance-based, with the contractor receiving between 20-30% of total consideration/revenue depending on year-over-year revenue growth, and the remaining 70-80% allocated to government ARMS projects. The program aims to reduce government-ownership costs while maintaining military readiness capabilities and mitigating the economic impact of defense downsizing on local communities.

The Army, by allowing the use of GOCO facilities for ARMS efforts, enables the Operating Contractor (herein also referred to as “Contractor’) to reduce facility operation and maintenance costs.
