About this file
This is a Solicitation Criteria document issued by the Nebraska Department of Health and Human Services for Request for Proposal Number 120277 O3 REBID, seeking a cloud-based Vital Records Management System. The solicitation requires responses to address mandatory requirements including a signed Contractual Agreement Form, Corporate Overview, Sections II through IV, Functional Specifications, Technical Specifications, and a Cost Sheet. Proposals are due on November 21, 2025, at 2:00 pm CST. The system must support vital records management across multiple event types including births, deaths, marriages, dissolutions, fetal deaths, and induced terminations of pregnancy, with capacity for up to 5,000 users and 1,000 concurrent users. The project involves migrating approximately 10,000,000 existing records and integrating with state and federal systems. The targeted go-live date is within 15 months of the project kick-off meeting, and the initial contract term is five years with an option to renew for an additional five years.
Evaluation of proposals will be based on a maximum of 100 points without vendor demonstrations or 120 points if demonstrations are required, distributed across four categories: Corporate Overview (20 points), Functional Specification (30 points), Technical Specification (30 points), and Cost Sheet (20 points). Cost Sheet points are awarded using a comparative formula whereby the lowest-cost submission receives the maximum 20 points, with other submissions calculated proportionally. The system must be fully hosted in a cloud environment located within the United States and comply with federal and state regulations including HIPAA, Section 508, and NIST guidelines. No specific incumbent vendor or budget amount is disclosed in this criteria document. Vendors must provide detailed pricing for project implementation, support, maintenance, and operations, including hourly rates for specialized roles such as Software Engineers, IT Business Analysts, and Project Managers.
