About this file
This is a proposal submission document from ManTech Advanced Systems International, Inc. in response to the State of Nebraska Department of Health and Human Services (DHHS) Request for Proposal (RFP) Number 120277 O3 REBID for a cloud-based Vital Records Management System. ManTech proposes its VRVcloud application to manage vital records across multiple event types including births, deaths, marriages, dissolutions of marriage, fetal deaths, and induced terminations of pregnancy. The system is designed to support a minimum of 5,000 internal and external users with 1,000 concurrent users, process data conversion of approximately 10 million existing records from the legacy system, and integrate with state and federal systems such as STEVE, Social Security Administration Online Verification System (OVS), Electronic Verification of Vital Events (EVVE), and VIEWS. The proposal was submitted on December 5, 2025, addressing functional and technical specifications outlined in the RFP. ManTech's implementation timeline targets a production environment go-live within 15 months of the kick-off meeting, with a User Acceptance Testing (UAT) environment to be completed within 12 months. The contract term is five years with an option to renew for an additional five years, and the proposal includes provisions for a 90-day burn-in period following go-live.
ManTech proposes a fixed-price implementation with a fully hosted cloud environment on Amazon Web Services (AWS) located within the United States, eliminating additional proprietary software purchases and licensing costs. The VRVcloud application is described as a mature, production-ready solution currently deployed in nine states plus the United Kingdom, with proven capabilities for handling between 37,000 and 697,852 annual vital events across various jurisdictions. The proposal includes a perpetual, royalty-free license with no annual licensing fees regardless of user count. Ongoing support includes a comprehensive maintenance agreement with defined service level agreements specifying response times for critical issues within one working hour, major issues within two hours, normal issues within eight hours, and minor issues within 24 hours during business hours (Monday-Friday, 8:00 AM to 5:00 PM CST). The proposal incorporates extensive customization capabilities through the Dynamic Screen Engine (DSE) configuration tool, allowing field-level modifications without code changes, and includes native mobile applications for death certification on iOS and Android platforms. ManTech's team includes personnel with 25 years of combined vital records experience, with specific project leadership including a Project Manager with PMP certification and experience implementing six state vital records systems, and an Account Manager with 25 years of vital records implementation experience.

KDHE Vital Records Complexity: High complexity. In addition to the hosting, Mantech provides Statisticians access to the cloud to perform statistical analysis and for numerous automated transfers of data to various entities. Kansas is currently certified to transmit data to State and Territorial Exchange of Vital Events (STEVE)/ National Center for Health Statistics (NCHS) via Fast Healthcare Interoperability Resources (FHIR). Additionally, Mantech developed a FHIR interface with the State Medical Examiner software that has been in production for 2+ years.
Vendor Hosted or Web-based The application is vendor hosted.
Relevancy to Solicitation Direct relevancy to the modules the State is requesting. With Kansas being a border state, Nebraska has the advantage that a number of funeral directors are familiar with and/or using the Mantech application, meaning there should be less effort required to train users on a new system.
Combined with our mobile app for death certifications, the State will be realizing a 21st century solution.

VRISM Vital Records Direct relevancy to the modules the State is requesting. Mantech demonstrated we can work with State staff as proven by continually working with Tennessee while they lost eight project managers and numerous staff in the first 1.5 years of the project.
1.i. SUMMARY OF BIDDERS PROPOSED PERSONNEL/MANAGEMENT APPROACH Management Approach:
Mantech’s project management approach draws heavily from the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK). This includes the five standard phases of initiation, planning, execution, monitoring, and closing. Each of these phases is tailored to meet the State’s requirements for project management. During the initiation phase Mantech and the State will define the project's goals, feasibility, and purpose, and gain approval to begin. For the planning phase, Mantech and the State will develop a detailed roadmap for how the project will be executed, including scope, schedule, budget, and resources. For the execution phase Mantech will carry out the project plan, manage the project team, and complete the project deliverables. During all phases, Mantech will provide monitoring and controlling to track progress, measure performance against the plan, and take corrective action as needed. Once the project is completed, Mantech and the State will perform the closure phase which will formally conclude the project by completing all activities, securing final acceptance, and documenting lessons learned.
Our project management approach will ensure the VRVcloud application will exceed the State’s requirements. Mantech will review the functional and technical requirements with the State and further define them into a complete, detailed set of requirements that will be used as the baseline requirements. To further document and detail the functional and technical specifications, Mantech’s project methodology uses an iterative, agile configuration cycle, in which prototypes of the VRVcloud application are reviewed early and often thus allowing the State to work with the application to ensure it meets their requirements. It is our experience working with vital records staff that they are much more adept at understanding how their requirements should be implemented in the application by viewing the implementation, than they are at reviewing requirements documentation. Therefore, our project management approach adjusts to emphasize hands on working prototype collaboration. By allowing early access this allows staff the ability to exercise functionality and provide feedback early in the process. There will not be any surprises as to how the requirement is implemented in the VRVcloud application. This is an added benefit to the State and will prove its value when users are able to view working functionality early and often, exercising the application through the project life cycle. While other vendors will require the State to “sign off” on a set of requirements documents prior to the State viewing the working functionality, Mantech will be demonstrating working functionality of the VRVcloud application for the State to then exercise their requirements, rather than looking at mockups and requirements documents.
To achieve this, Mantech will host a series of participatory design sessions (Joint Application Design/Development) using webinars and onsite visits to allow our business analysts to interact with the State’s Subject Matter Experts (SME) to review and concur on configuration-related issues. Mantech conducts webinar meetings to facilitate remote attendance for viewing the application prototypes. With the ability to quickly prototype functionality, Mantech will demonstrate functionality via screens that will closely match the final application with the prototyping sessions.
Mantech will also perform a detailed requirements analysis including the comparison of implementations from other states to review functionality, allowing the State to compare and contrast their vision of how they want specific functionality to work compared to other state
International, Inc. Page 8 implementations. Then, in collaboration with Mantech, the State will make the decision on the best design to meet their requirements. As an added benefit Mantech will work with the State to take advantage of this opportunity to refine requirements that their old application may have met, but where a better method to meet the requirement may exist, while also implementing new functionality.
Mantech will also configure State user access to the cloud environment so they can view the latest prototype on their own and provide feedback at their convenience and not just during meetings.
In cooperation with Mantech, states have also used the cloud environment to work with external users to view and comment on working functionality to allow the State an easy transition for acceptance by the external user community. For example, allowing a larger funeral home to do some testing of the application early on and provide feedback.
The results from the participatory design meetings are captured in functional requirements documents. These documents then become the basis for the acceptance testing. Our ability to quickly prototype functionality allows us to include screenshots that accurately capture the “look and feel” of the application in the design documentation. This can be compared to other vendors who may deliver a narrative waterfall requirement process where all the requirements are documented in a descriptive manner, possibly using wireframes and other methods that are not fully reflective of the final product. Mantech will produce the Final Design Document covering four primary functional requirement areas: Detailed Design, Workflow, Printed Output, and Import/Export. Together these artifacts will document “how” the State’s requirements will be met.
The Detailed Design document includes details concerning every data entry screen element. The Workflow document includes every action on the vital record, including placement and removal of records from queues. The Printed Output document describes everything printed on each printed artifact, including all reports. The Import/Export document includes all data imported and exported in the application, including integrations. In addition to the Final Design Document, Mantech will deliver a requirements traceability matrix, ensuring the requirements of the Request for Proposal (RFP) are captured and documented in the Final Design Document.
Once the Final Design Document is completed and agreed upon, Mantech will deliver validation sessions to the State to walk through the document and ensure all requirements can be validated with a demonstration in the VRVcloud application, or if not possible, identify how the requirement was met.
The framework to complete the Birth, Death, Fetal Death, Marriage, Divorce, ITOP and Customer Service within the specified time frame is to move forward with one module independently, and when appropriate, to adjust and overlap module development. For example, Mantech’s experience with other state’s staff indicates the staff that work with Birth and Fetal Death are typically the same individuals, and Death is typically a different set of staff, with some redundancy.
We understand most states have limited staff and that those staff still have their regular duties to perform. This approach will allow the project schedule to adjust for staff participation and allow for the State staff to continue to perform their regular duties and still participate in the process.
For example, while the Death staff may be occupied, Birth staff may be available to participate in a demonstration or a requirement meeting. To implement all the modules effectively, Mantech will remain flexible on the module in development at any given time.
A key distinguishing feature of the VRVcloud application is the Dynamic Screen Engine (DSE).
The DSE provides the ability through configuration, rather than coding, to instantly add, remove, and organize data entry fields, change screen labels, edit rules, and alter the data entry process.
On day one, Mantech will demonstrate changes in the application using this feature. The State will be able to preview the solution much earlier than possible with other vendors. The State can put this to the test during the product demonstration portion of the evaluation to view the added
International, Inc. Page 9 benefit and value of this capability. The State can ask vendors to demonstrate the capability of adding a field to a screen. For example, ask the vendor to add a check box to the birth entry screen under the date of birth. The check box should have the label “COVID Vaccinated”. Ask the vendor that if the box is checked, to enable a field beneath the check box for the user to enter the date of vaccination labeled ‘Date of Vaccination”. Ask the vendor to add an edit rule that if the Covid box is checked and the date of vaccination is blank to display a message such as “You must enter a date of vaccination if vaccination is selected. Either enter the date or return to the COVID Vaccinated field and uncheck the box.” Ask them to add another edit that if the date vaccinated is in the future to display “The date vaccinated may not be in the future”. Mantech can perform this activity in the VRVcloud application in about 10 minutes using the DSE with no developer involved at all. When completed, the fields will have been added to the database and will be available for the State to begin collecting COVID Vaccination results on the next birth record entered. Why is this a benefit and a value? When working with a vendor to design an application it is going to be of great benefit to see how the application works instead of viewing a requirements document. While other vendors are providing screen mock-ups Mantech will be showing the State working VRVcloud screens with the desired functionality. Other vendors will be discussing “what if” scenarios while Mantech is making screen changes for the State to view the “what if” scenario in the VRVcloud application. For example, in the COVID case described above, the State may determine that they do not want the COVID question under the date of birth and want to move it to another screen. Mantech will do that in minutes while other vendors will be making changes to their screen mockups for the State to review.
The value of the DSE is not only during the application implementation, but throughout the lifecycle of the application. For example, this capability was very useful in Missouri when they needed to add fields indicating the death was a mass casualty when the Joplin tornado devastated a part of the State. In less than a day, and at no cost the State added fields and edit rules that allowed the death record to capture that it was a death due to the tornado (along with other information), and the changes went into production with only guidance from Mantech. Today most vendors have preconfigured mass casualty fields, but the example shows the value of this capability to the State. Note the benefit of having business analysts adding and configuring fields versus other vendors who require developers to deploy a build to perform the same functionality.
The cost savings using the DSE will be realized not only during implementation but for the entire time the VRVcloud application is in production.

Exhibit 1: Mantech Personnel’s Vital Records Experience.
In addition to the proposed personnel, Mantech has over 9,800 employees in multiple disciplines, and if necessary, the vital records group has reach across Mantech for short- or long-term assistance to ensure successful performance. At this time, we do not anticipate the need for additional resources, but if the vital records group needed resources that we do not possess, we have ways to gain access to them. For example, if we needed a particular skill set for a database for which we are not familiar, we would first reach out to our Executive Director and/or the Portfolio Manager to determine whether we have any resources within the Health Division. If none were found, we would reach back further into other Mantech groups and sectors. We also have the option to subcontract a resource that we may not possess.
Mantech staff will interface with the State staff through in person meetings, webinars, and other methods outlined in the communication plan. As an added value, Mantech provides “vital records experienced” staff from top to bottom. When the State is talking to any of our staff, including developers, and they talk about delayed births our staff will know exactly what they are discussing.
There is no need to explain to any of our staff vital records concepts because our staff will have implemented and supported delayed births in several states. All Mantech vital records staff are cross trained on our vital records implementations, ensuring experience in multiple implementations. Mantech believes in an open-door policy, where the State will be free to interact with any of our staff. All we ask is that the communication channels be respected to ensure proper staff are informed.

Joe brings this extensive and varied experience to ensure the success of the vital records project for the State of Nebraska. Under Joe’s leadership, the vital records team has consistently grown and has garnered positive references from customers. As evidenced by the length of service of his staff, and his long-standing relationships with customers, Joe understands how to implement and maintain vital records projects. Joe also understands inter-agency relationships and cooperation opportunities and has worked with multiple state agencies ensuring interoperability for mutual benefit. Igor Presnetsov has more than 21 years of experience working on vital records implementations.
As the Technical Lead Igor will be a single point of contact to manage the infrastructure, deployment, and technical aspects of the project including interfaces. Igor was instrumental in the initial design and creation of the VRVcloud application. Igor is responsible for ensuring requirements are configured and implemented in the VRVcloud application and for successful implementation into production. Igor has worked on all aspects of the VRVcloud application from the initial development of the VRVcloud product through each successful implementation. Igor also works with Amazon Web Services (AWS) in the configuration and implementation of the cloud environment.
Mantech leadership actively manages the interactions and communication points between different team members or external stakeholders, ensuring smooth collaboration and alignment towards implementing a successful vital records application.
Mantech also understands that once the development is complete and the application is in production, supporting the system is critical. Mantech will deliver maintenance and support functions that meet the State’s requirements to ensure the longevity of the system throughout the initial, and if extended, contract periods. Mantech has a standard maintenance agreement in place with our states during maintenance periods. As an added value, once the application is “live” in production, Mantech ensures the same staff are assigned to maintain the application for the first year. This ensures a continuity of knowledge on the project and that the State continues to work with experienced staff. After the first year, Mantech may choose to rotate staff for maintenance, always creating a balance to ensure experienced staff are assigned. This ensures several Mantech staff are experienced with the State’s application; having numerous experienced staff available to support the State is part of our business continuity plan.
The organization chart (Exhibit 2) depicts the reporting relationships for the Mantech staff that will work on the project. The Account Manager will have reach back support to Senior Management to provide additional guidance, at no extra cost to the State. Resumes only include staff who will be directly working on the project.
