About this file
This document is a Solicitation Evaluation Criteria form for Solicitation Number 120277 O3 REBID, related to a Vital Records Management System. The solicitation is set to open on November 21, 2025, at 2:00 pm CST, with mandatory requirements for vendors to submit a Contractual Agreement Form, Corporate Overview, Sections II through IV, Functional and Technical Specifications, and a Cost Sheet. Responses will be evaluated across four key areas: Corporate Overview, Functional Specification, Technical Specification, and Cost Sheet, with a total possible point allocation of 100 points, with an additional 20 points potentially available for vendor demonstrations.
The evaluation process involves a comprehensive scoring method, with points distributed as follows: Corporate Overview (20 points), Functional Specification (30 points), Technical Specification (30 points), and Cost Sheet (20 points). Cost Sheet points will be calculated using a formula that compares the lowest submitted cost to other submissions, with the lowest cost receiving the maximum 20 points. Other bidders will have their points calculated proportionally. The solicitation emphasizes a thorough review process where responses must first meet all mandatory requirements to be considered for further evaluation, with non-compliant submissions being excluded from the selection process.
