Response to Pre-Award Inquiries 25-31 Revised Factor 3: Safety The following revised Attachments o Attachment J.C-1 J-1604000 Attachments (Revised 24 Sept 13) o Attachment J.C-1 K-1503010-08, Cust Floor Plans (Revised 24 Sept 13)
Pre-Award Inquiries 25-31:
25. QUESTION: For the services that require a local/national license – Waste Transportation, Personnel
Transportation, and Pest Management – is the Prime Contractor required to be licensed in these areas or is it sufficient that the subcontractors that are actually performing the services are licensed?
RESPONSE: Yes, it is sufficient.
26. QUESTION: At Gaeta, it was reported that 250,000 liter tank is part of the “Ship-to-Shore” system and should be maintenance as a part of this contract. But, there is no mention of this Above Ground Storage tank in the PWS. Clarification is requested.
RESPONSE: All apparatus / components requiring preventive maintenance associated with the tank are included in J-1604000-03 [refer to "Location" column in the chart SHIP-TO-SHORE WASTEWATER PLANT (REGION)]. Informational Note has been added providing tank capacity.
27. QUESTION: Main Gate Complex, Telephone exchange, Fire station, Village forum East, Village forum
West, Housing Welcome center, Housing Maintenance building, PW, AFRTV Studio, PW Environmental, POV, MWR Snack Stand, Vet clinic and Central Park restrooms are included in Attachment J-1503010-08 of the PWS. However, these facilities were not mentioned during the site visit as being part of the scope of work and furthermore, they were not included in the site visit. Clarification is requested.
RESPONSE: Site visits usually consist of representative samples and do not typically include all locations / facilities. Floor plan of B-2083, MWR Snack Stand, has been removed from Attachment J-1503010-08.
28. QUESTION: Is it acceptable to have the Project Manager and one of the On-Site Supervisors be the same person.
RESPONSE: No.
29. QUESTION: Is it acceptable to have the Quality Manager and one of the On-Site Supervisors be the same person.
RESPONSE: No.
30. QUESTION: In the SF33 Solicitation, page 57 0f 64, Section M.1, (b) Non-Price Factors (1) Factor 1:
Corporate Experience, it states: “...a contract value of $ 1.5 million or greater per year”:
What do you mean?
1) Must a member of JV have a single contract valued $ 1,5 million or annual Turnover relating to the object of the tender of $ 1,5 million?
For example: related to “Custodial Services”:
For year 2012: a) contract with U.S.Navy of $ 900,000.00 (from 01/01/2012 to 12/31/2012); b) contract with Ministero della Difesa of $ 400,000.00 (from 01/01/2012 to 12/31/2012); c) contract with Ministero della Giustizia of $ 200,000.00 (from 01/01/2012 to 12/31/2012)
2) And must every member of JV have it or only one?
RESPONSE: Please refer to Page 57 of the Solicitation where it states the following: “If the offeror is a Joint Venture, recent and relevant experience should be submitted for projects completed by the Joint Venture entity. Projects submitted by Joint Ventures, where the Joint Venture firms performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than projects submitted in which the Joint Venture firms did not perform together. If the Joint Venture does not have such experience, relevant experience shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower. Offerors are still limited to a total of five (5) relevant experience projects.”"
31. QUESTION: As the SF33 Solicitation states:”…..(e) The statement "The composition and structure of the
JV will remain unchanged from award to one (1) year after the work has been finally inspected and accepted by the Government."…it’s clear that a JV Contractual is accepted, isn’t it?
RESPONSE: Yes.
Factor 3 – Safety has been changed FROM:
(3) Safety (This factor will be evaluated as either Acceptable or Unacceptable).
(i) Solicitation Submittal Requirements: The Offeror shall submit the following information: For a partnership or joint venture, each Contractor who is part of the partnership or joint venture shall address its technical approach to safety outlined below. Only one safety narrative addressing the joint venture or partnership’s combined technical approach to safety as outlined below is required.
Technical Approach to Safety: Describe the Offeror’s technical approach to safety for its employees as well as the plan that the Offeror will implement to evaluate and measure safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative shall be limited to one (1) page.
(ii) Basis of Evaluation (Technical Approach to Safety): The Government is seeking to determine that the
Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The Government will evaluate if subcontractor safety performance will be considered in the selection and monitoring of all levels of subcontractors for this solicitation, and if any innovative safety methods are being proposed that the Offeror plans to implement to ensure and monitor safe work practices at all subcontractor levels. In addition to the above, the Government may review other sources of information for evaluating safety such as, but are not limited to, Government agencies, OSHA, NAVFAC’s Facility
Accident and Incident Reporting (FAIR) and Contractor Incident Reporting System (CIRS) databases, and other related resources. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror.
TO THE FOLLOWING:
(3) Safety (This factor will be evaluated as either Acceptable or Unacceptable).
(i) Solicitation Submittal Requirements: The Offeror shall submit the following information: For a partnership or joint venture, each Contractor who is part of the partnership or joint venture shall address its technical approach to safety outlined below. Only one safety narrative addressing the joint venture or partnership’s combined technical approach to safety as outlined below is required.
Technical Approach to Safety: Describe the plan that the Offeror will implement to: 1) properly manage and implement safety procedures for its employees; 2) evaluate safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors, and; 3) monitor the safety performance of subcontractors during performance. The Safety narrative shall be limited to one page.
Offerors who fail to address any of the three aspects of the technical approach to safety will be rated
UNACCEPTABLE.
(ii) Basis of Evaluation (Technical Approach to Safety): The Government will evaluate the narrative to determine if the Offeror plans to properly manage and implement safety procedures for itself, if subcontractor safety performance will be considered in the selection and monitoring of all levels of subcontractors for this solicitation, and if there is a plan to monitor the safety performance of subcontractors during performance. Offerors who fail to address all three items (i.e. how the Offeror plans to manage and implement safety procedures for itself, whether the safety performance of subcontractors will be evaluated in the selection process for all levels of subcontractors and whether the safety of those subcontractors will be monitored during contract performance) will be rated UNACCEPTABLE.
