| 2.3.1 |
| Safety |
| Drivers shall not exceed the posted speed limit nor go faster than conditions will allow, both on and off base. Drivers shall follow all safety signs and regulations posted, both on and off base. If late for a pickup or drop off, drivers shall not exceed the speed limit to catch up. |
Drivers shall ensure all passengers are seated at all times and not operate the bus while persons are walking to take their seats. Only one person may be seated on each seat at any time. The only exception would be small children/babies that cannot sit on their own properly.
Drivers shall ensure all luggage and personal belongings are placed in overhead bins or in the luggage compartments below the bus. No luggage, bags, strollers, etc. may be placed in the aisle ways at any time or on the floor by the seats. No bags/luggage, etc. may block any emergency exits or the exit doors at any time.
There shall be emergency exits/windows available and posted. Emergency windows that cannot be opened shall have hammers (3 to 5 ea. per bus, based on bus size) posted on the walls near the windows. The hammers may not be stored in any area other than by the windows for easy access by the passengers in case of emergency.
All buses must be equipped with a fire extinguisher that is operational (not expired) and a first aid kit. Location of fire extinguisher and first aid kit shall be visibly marked, as well as be in compliance with all local safety regulations.
Utilizing cell phones while driving is prohibited.
Drivers shall wear seatbelts at all times while operating the bus.
All unsafe or emergency conditions shall be reported immediately to the KO designated representative.

All bus signs (either Contractor or Government furnished) shall be removed from bus windshield after all passengers have boarded and prior to departing the installation. Bus signs shall be repositioned on bus windshield after accessing the next installation and prior to arriving at the designated bus stop.
No stops may be made at anytime off the designated military installations or away from the designated bus stops. This includes, but is not limited to, picking up/dropping off Contractor’s personnel (family and/or friends), authorized riders, and/or stopping the bus to settle a dispute with other drivers. If any vehicle approaches the bus in a confrontational manner, the driver shall not stop the bus until he has reached the military installation (to obtain assistance from base security), or obtain assistance from the local security forces.
During a mechanical emergency requiring the bus to stop, all attempts shall be made to ensure the bus is pulled off the road in a safe location away from traffic and danger. In all situations where the bus must stop for an emergency of any kind, the driver must notify the COR immediately and keep all informed of all actions to eliminate the emergency and continue the service. Thereafter, updated “Safety Inspection Test” certificates shall be submitted per Section F.
The KO will provide the Contractor with a list of approved buses and drivers from the pre-award survey information and Government’s inspections addressed above. The driver shall give permission to remaining passengers to board the bus on a space availability basis, but no sooner than 2-3 minutes prior to scheduled departure time. |
