AMENDMENT 0003
Amendment 0003 is being issued to provide the following:
Response to Pre-Award Inquiries 17-24 Extend the Proposal due date to 11 October 2013 – see revised section L.2 PRICE & NON-PRICE
PROPOSAL, Page 51 of 64, item c.
Provide the Site Visit Attendance Roster The following revised Attachment o Attachment J.C-1 C-0200000 Management and Administration (Revised 18 Sept 13)
Pre-Award Inquiries 17 – 24:
17. QUESTION: The RFP asks the Offeror to provide the Anti-mafia certification. However, the Italian law
D.Lgs 218 issued 15/11/2012 states that the private can no longer ask for this certificate. The public body asking for it has to directly ask the local Prefettura. Are we to provide a self certification?
RESPONSE: The RFP does not require the offeror to provide an anti-mafia certificate. The contractor will be subject to Italian Law No. 646 as applicable at time of award; and, the successful offeror will be required to certify (self-certify) in accordance with the terms of H.4. Application of Italian Law No. 646 to Subcontractors.
18. QUESTION: The Key Personnel requirements indicate that the SSHO and Environmental/Energy
Manager positions can be the same person. We see value in having other positions be dual hatted as well.
Please confirm that it is acceptable to to have the same person fill multiple roles for other positions.
RESPONSE: The SSHO/Env Manager (dual hatted) position may be combined with the PM position or the QM position provided that the individuals in PM and QM positions are fully qualified to fill the SSHO/Env Manager position. Please see the revised Attachment C-0200000 Management and Administration (Revised 18 Sept 13).
19. QUESTION: To the solicitation N62470-13-R-3011, instead of a prime contractor or joint venture, may participate a consortium to which are associated three firms that have the necessary qualifications required? that is:
- The 1st firm has qualification for “Facility Investment”
- The 2nd has qualification for “Custodial Services”
- The 3rd has qualification for “BSVE”.
RESPONSE: Refer to Section H, Paragraph H.3 that states in pertinent part **Only offers from Prime Contractors and Joint Ventures (JV) will be accepted. Offers from Associazione Temporanea d'Imprese (ATI) or Offers using a contract of availment (contractto de avvalirnento) will not be accepted for this procurement and will be considered non-responsive to the solicitation's requirements.**
20. QUESTION: If it is mandatory to participate as a Joint Venture, and as to form a JV, to request DUNS number for JV itself and to register JV in the SAM takes time, do you think that it would be possible to delay the expiration of the offers, since we have to send the proposal by private courier to Norfolk, Virginia and it takes 4 days?
RESPONSE: Proposal due date has been extended to 11 Oct 2013. Cutoff date for submittal of pre-proposal inquires (PPIs) is revised to 25 Sept 2013. No inquiries will be accepted after 25 Sept 2013.
21. QUESTION: In the SF33 Solicitation, page 57 0f 64, Section M.1, (b) Non-Price Factors (1) Factor 1:
Corporate Experience, it states: “...a contract value of $ 1.5 million or greater per year”:
Is it possible to present three separate contracts? for example:
- 1-year contract related to “Facility Investment” of $ 700,000
- 1-year contract related to “Custodial Services” of $ 500,000
- 1-year contract related to “BSVE” of $ 300,000.
RESPONSE: No. As stated in the Solicitation "For purposes of this evaluation, a relevant project is further defined as base operating support services encompassing technical specification 1502000 – Facility Investment and; a minimum of two other technical specification sections; at least one year of contract performance completed; and a contract value of $1.5 million or greater per year."
22. QUESTION: Is the DoD Medical Treatment Facility experience required related only to “Custodial
Services”?
RESPONSE: Yes.
23. QUESTION: In the SF33 Solicitation, page 9 of 64, SECTION B, B.4 Prior Contract Information:
- Contract N33191-10-D-1001, in the amount of $ 294,114 (FFP) and $ 205,408 (IDIQ)
- Contract N33191-13-D-2005, in the amount of $ 1,821,162 (FFP) and $ 35,847 (IDIQ)
- Contract N33191-13-D-2001, in the amount of $ 86,549 (IDIQ) and $ 47,532 (FFP) Are these amounts related to annual services?
24. QUESTION: 51 L.2 b. Is the offeror allowed to use 10 pt type for graphics and tables in the technical proposal?

a. In order to be eligible for award, your firm must be determined responsible in accordance with FAR Part 9, specifically 9.104-1, General Standards. Your firm shall provide the following with its price proposal:
i. One (1) Signed Bank Reference demonstrating adequate financial resources. If your firm has a line of credit

ii. Three (3) signed credit references. Credit references must verify that your firm pays its creditors timely and in accordance with the terms negotiated with the creditor.
b. Although required to be submitted with your firm’s price proposal, this information will not be evaluated as part of the price proposal. This information forms the basis of your firm’s responsibility determination should your firm be considered for award.
L.5 PRICING OPTIONAL COLS CLINS (REGION)
Due to Government funding uncertainties over the last several years, it has become necessary to find ways to react swiftly and efficiently to fluctuations in funding levels with the least amount of administrative burden for, or disruption to, the Government and the Contractor. The CLIN pricing method, specified elsewhere in this solicitation, is intended to accommodate these changes in CNIC funding for FX services by:
1. Eliminating the need for bilateral, negotiated actions through the use of (fully burdened pre-priced) Optional COLS CLINs which may be exercised by the Government on a unilateral basis.
2. Establishing a base or minimal amount of services to which any sequential Optional COLS CLINs may be added by modification or subsequently deleted by modification.
As a result, post-award administration costs will be reduced as funding conditions mandate increases or decreases in Government requirements during the performance periods of the contract.
