SOW Highlights Sections B & C In response to comments from industry the CLIN Structure was reorganized to:
Eliminate Docking CLIN Reorganize the Execution CLINs to reflect Departure Report Accounting and still provide for both Fixed Price and Cost Plus New Fixed Price CLIN reflects those SWLINs that can be reasonably estimated from past experience or are time related (i.e. certification, docking, management and common services) New Cost Plus CLIN reflects all SWLINs that have associated trade labor, execution of submarine maintenance standards (SMS), and potential for growth – established as an LOE based on NSY experience. It is expected the contractor will fully execute all aspects of the SWLIN requirements without any conditions – this includes all mandatory and conditional repairs without the need for further authorization of typical growth work.
Included standard conditions from previous contracts Included liquidated damages clause

Evaluation Factors
Award The Government will make a final determination based on the proposals as initially submitted, or as revised through Final Proposal Revisions (FPRs), if requested.
Award will be made to the responsible, technically acceptable offeror or offerors with the lowest evaluated cost whose proposal conforms to all solicitation requirements, such as terms, conditions, representations, and certifications.
The Government reserves the right to award only one contract or no contract, depending on the quality of proposal(s) submitted and the availability of funds.
The Government may determine that an offeror is technically acceptable and lowest evaluated cost/price to perform a contract for one availability, but would not be technically acceptable (although lowest evaluated cost/price) if it were awarded contracts for two availabilities.
In that case, the Government reserves the right, at its sole discretion, to award a contract to that offeror for only one availability and may choose which of the two availabilities shall be awarded to that offeror.
The Government may choose to award the other availability to the next technically acceptable, lowest evaluated cost/price offeror, or it may choose not to award the contract for the second availability
Pre-Proposal Conference questions should be submitted in writing as bidder’s questions to the Contracting Officer NLT 1500 Friday, January 16th and will be answered in writing to both companies.
