USS MONTPELIER (SSN 765) IDD
Solicitation No. N00024-15-R-4300, Amendment 0016
Government Clarifying information
General:
1. All growth repair work and associated efforts (i.e. required tooling, radiological controls, etc.) associated with performance of SWLINs assigned to CLINs 0004, 0005 and 0006 shall be performed by the contractor, and charged against the authorized level of effort for the associated CLIN.
2.
Proposal will include anticipated material costs required to support the work of all CLINs of the RFP. Undefined growth, new work and AIT support service requirements identified during execution of CPFF/LOE CLINS may result in unforeseen material costs or lead times that could have an adverse impact on cost and/or schedule. Material costs identified during execution that exceed $250,000, or result in lead times that adversely impact execution schedules, will be adjudicated via separate contract action as appropriate.
3.
Proposal will be based on implementation of existing NAVSEA S9002-AK-CCM-010/6010 and will not include implementation of new fire prevention and response requirements in NAVSEA Technical Publication S0570-AC-CCM-010/8010, Industrial Ship Safety Manual for Fire Prevention and Response (8010).
4.
CCRP components specified in the AWP may be requisitioned from the Navy Stock System. Proposal assumes the condition of all CCRP and AERP assets obtained will be suitable for use and will be available on time to support the integrated schedule.
5.
Proposal will include an early start period of approximately three weeks where the ship is nested pier side at NAVSTA Norfolk or SUBASE New London to allow the Shipyard to perform work in accordance with the IDD integrated schedule. The ship will offload weapons, combustibles, and the maximum allowable amount of normal fuel oil prior to docking. The Shipyard will assume LMA duties upon docking in the Shipyard and will retain responsibility for LMA duties through availability completion.
6.
Proposal will not include any consideration for services that may be required during the nesting period. Proposal assumes the Government will provide these services.
7.
Proposal will not include any contingency for anticipated added expenses associated with government responsible third party performance of growth and/or new work.
8.
Proposal will not include any cost to provide funding to other Government activities by the contractor.
9.
Subcontracted effort may be used to perform portions of the work of the CPFF/LOE CLINs. The subcontracted effort utilized to perform work under these CLINs will count towards fulfillment of the total level of effort specified.
10.
In the event that an AIT schedule or actual work accomplished by an AIT extends beyond the shipyards proposed dates, any impacts will be adjudicated via separate contract action as appropriate.
11.
Proposal will be based on Ship’s Force maintaining control/ownership of all operating systems onboard the vessel for the duration of the availability.
12.
Any and all material removed from or added to the ship without the shipyard present shall be weighed by Ships Force and reported to the shipyard.
13.
Proposal (price/schedule) assumes that reports will be answered by government to support the availability schedule.
14.
NAVSEA 0989-062-4000 Naval Nuclear Quality Control Manual for Shipyard, Revision 8 will be implemented based on the following:
a) The extent of the scope of ANSI Z540-1 accreditation is limited to: All ship’s installed calibrated equipment (this includes but is not limited to pressure gauges, transducers, temperature indicators, switches and flowmeters), all General Purpose Test Equipment (GPTE) which belongs to the crew and all Calibration Standards used for the calibration of the aforementioned shipboard and GPTE equipment.
b) The conditions approved in NAVSEA Letter 08T/95-01776 dated 28 November 1995 will remain in effect.
15.
Proposal will not include removal of high chlorides prior to application of paint. Any as found conditions requiring removal of chlorides related to CLIN 0003 will be adjudicated via separate contract action as appropriate.
16.
Proposal will be based on valves selected as test boundaries will hold sufficiently to complete test.
17.
Repair and/or resetting of studs on hull valves related to CLIN 0003 will be adjudicated via separate contract action as appropriate. Proposal assumes studs have (K) markings; verifying unmarked studs will be adjudicated via separate contract action as appropriate.
18.
The contractor will evaluate all work items for repairs outside or beyond the scope of the maintenance standard, and will notify the Government of any potential delay to schedule. Required repairs outside or beyond the scope of the maintenance standard that will result in delay to schedule will be adjudicated via separate contract action as appropriate.
19.
Proposal assumes GFE, identified in this attachment, will be provided on a mutually agreed delivery date.
