SWLIN No.: 132A01 Title: URO MRC 003 NPH
INT
Section/Paragraph No.: 27.0180.U003
Question:
Electric Boat wants to confirm all non-pressure hull recesses (i.e. SPM recess, bottom sounder recesses, etc.) are all required to be opened and inspected to satisfy this line item. In this case, line items 27.0210.U003 and 27.0230.U003 would seem to be redundant, as these also call out non-pressure hull interior recesses.
These two recesses were entered into the URO program with different periodicities from other recesses requiring separate GCMAs in the AWPs. URO MRC 003 as currently written requires them to be have separate GCMAs.

SWLIN No.: 111A01 Title: Fairwater Preservation
Section/Paragraph No.: 27.0076.U003 27.0076.0666
Question:
1. DFS SSN-765-1002-2013 (listed to clear in line item 27.0076.U003) reports that UVI of the fairwater in 2013 rated the preservation a coating grade of “D” which requires a full blast and re-preservation along with a full URO MRC 003 inspection. Line item 27.0076.0666 requires only touch-up preservation of the interior fairwater in accordance with ATTACHMENT 5 of SMS 6310-081-015. These line items seem contradictory. The contractor requests clarification of the intent of the preservation work required inside the fairwater.
This is a unique situation. 27.0076.U003 Note 2 states "Preservation must be accomplished in accordance with NAVSEA ltr 9110 Ser. 392TC3/339 of 11 Sep 14." Paragraph b.(3) of this letter reads as follows: "Areas which result in a Grade "D" or grade "E" coating system assessment per reference (a), (SMS 6310-081-015) contact Local Engineering, or Supervisor of Shipbuilding if accomplished at a private shipyard, to evaluate the condition for use of touch-up painting and adjudication via Departure from Specification (DFS). NAVSEA PMS 392T12 should be contacted for guidance regarding these spaces prior to performing repair actions."

SWLIN No.: 131A01 Title: Deferred Work
Section/Paragraph No.: 88.0004.2009
Question:
DFS 765-1023-2013 was changed from permanent to temporary due to a NAVSEA 05 write-up (attached in eDFS) requesting a “full set of hull structural measurements” at the IDD availability.
The NAVSEA 05 write-up states that these measurements are required to assess the OOF condition before the DFS can be accepted as permanent. Is the contractor responsible for evaluating the data in order to clear the departure? Or is the contractor only responsible to provide the data to NAVSEA 05 for their own analysis?
The inspecting activity should collect the data and perform analysis to determine OOF and resulting impact to hull structure. The data package and analysis report should be forwarded to NAVSEA for concurrence.
Amplification on previous answer:
Perform structural measurements as specified in the NAVSEA comments to DFS 765-1023-2013 per SSPs. In the case of fairness measurements, we recognize that there is no structural fairness evaluation process for SSN 688 Class ships similar to that for VA Class ships. Therefore, the contractor shall perform the actual measurements using photogrammetry per the VA CL SSP and process the raw data of these measurements to determine the actual (structural) fairness measurement. At that point, the fairness measurements shall be provided, along with the requested shell thickness, frame geometry, and circularity measurements to NAVSEA for final structural adequacy assessment. Identify the method used to determine the structural fairness. Be aware that, depending on the results of the measurements and structural evaluation, some expansion of the inspection area may be required. The necessity for this will be dependent on the structural adequacy assessment results.

SWLIN No.: 176A01 Title: URO MRC 003 NFO Tank
Section/Paragraph No.: 50.0700.U003
Question:
1. The contractor requests all relevant defect and repair information for the NFO Tank, including a listing of any departures, from the most recent full URO MRC 003 inspection.
2. The contractor requests information regarding whether the NFO Tank is currently painted.
1. Two attachments with URO MRC 003 defect and repair history will be sent separately; one for SSN 765 and one for SSN 762.
2. Neither of these boats have had the UHP surface prep/Mare Island installed. Both boats were painted at new construction, however the 762 was "unpainted" (i.e. no paint found when opened) at the 2010 DSRA. There is no indication on the 765, this should signify that paint is still present.
