QUESTION:

Should AWP contain Paragraph instructing SY to replace cathodic protection anodes within ERFW and EAFW heal exchangers during cleaning similar to SSN765 DRA V-02 AWP SWLIN 558Z01 Para. 88.0000.2200? SWLIN 201A06 Para.

74.0080.C6DB instructs SY to perform this action on main condensers and it has been traditionally done on ERFW and EAFW heat exchangers during cleaning as well.

DO NOT WRITE BELOW THIS LINE--- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

paul.stence Sticky Note Marked set by paul.stence paul.stence Typewritten Text Ship's Force has a PMS requirement to inspect and replaced anodes whenever the coolers are open. They should be taking care of the anodes during the cleaning, unlike the main condensers. SF PMS is not normally specified in the work package, and Ship's Force should coordinate anode replacement in conjunction with SY cleaning of the heat exchangers.

PAGENO. l

Has Ships Force reported operational problems with the thrust hearing/vibration reducer to justify the restoration of the vibration reducer? When was the thrust bearing thrust clearance last taken?

DO NOT WRITE BELOW THIS LINE--- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

perry.wilford Typewritten Text

1. Ships Force has not reported any operational problems. The reason why the restoration of the vibration reducer is in the EOH work package is that it has a last maintenance action date of 1/1/07 and its 120 month periodicity will be due by the start of EOH. The 120 month periodicity is a engineered periodicity based on the historical feedback condition of steel pistons in the vibration reducer found to be galled/scored. This condition can lead to one or more pistons to become immobile, limiting the axial movement of the shaft. Uneven loading on the thrust collar will cause a torsional imbalance leading to torsional vibration in the aft end of the ship.

2. The main thrust bearing thrust clearance measurements were last taken during the DMP availability ending 1/1/07.

ANSWER:

perry.wilford Typewritten Text Delete paragraph 07.0065.06A3 from AWP. MS 5140-081-087 has a parent relationship to MS 5140-081-030 therefore, credit can be taken when MS 5140-081-030 is accomplished.

Although not included inS/A 3827D Jist of material, SY intends to replace disturbed gaskets/seals as well as thrust bearing that must be removed from first reduction worm to allow retainer ring groove modification. Docs gov't concur?

DO NOT WRITE BELOW THIS LINE--- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

perry.wilford Typewritten Text Reference Dwg 663E432 (Shaft Turning Gear Assembly), which is Tech Man 0942-LP-005-2010 Fig FO-6. SUBMEPP concurs with the mandatory replacement of (1) seals/software and (2) the Thrust Bearing, pc 32, that will be removed for Retaining Ring, pc 35, replacement. During diassembly/reassembly, software needs to be replaced. Additionally, it is good maintenance practice to replace the thrust bearing within the Turning Gear reduction gear assembly since that bearing has been subject to wear during service.

Is the intent to have SY perform MS5850-081-094

DO NOT WRITE BELOW THIS LINE--- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

perry.wilford Typewritten Text 1.) Negative. It is not the intent to have SY perform MS 5850-081-094, "Restore periscope hoist cylinder" when accomplishing 415A01 / GCMA: 31.0140.2200.

Rationale:

1.) SWLIN: 415A01; GCMA: 31.0140.2200 = "Replace periscope hoist cylinder softgoods."

2.) This is a baseline, "Execution Requirement" added to "Each major availability" by PNS, approved by TYCOMs for risk mitigation purposes.

3.) Requirement was not a CMP requirement.

4.) There is no SUBMEPP MID required.

5.) MA is accomplished via local documentation.

6.) It is not the intent to perform a complete periscope host cylinder overhaul @ "Each major availability".

7.) Periscope hoist cylinder restoration is GCMA 31.0140.2100; is a situational periodicity, "Not scheduled"; accomplished as a CBM requirement.

NON-PRESSURE HULL MAINT

This paragraph authorizes the accomplishment of a URO MRC 003 inspection of EGL Items 8A, 8E, 8F, and 8G. Based on a review of the CCIMS database there are 10 of these recesses as well as 4 tanks (identified under SWLIN 176A01) where no preservation data has been entered.Attachment 7 of MS 6310-081-015 is invoked for recesses and tanks throughout the AWP for preservation (Attachments 12 and 14 respectively are invoked for the VLS bathtub and the RPB recess). Paragraph 1.a.(2) of Attachment 7 provides guidance for evaluation of the existing paint system to determine whether touch up or complete represervation is required. Can the government provide any preservation data for areas where preservation information is not entered in CCIMS in order for the SY to evaluate the preservation requirements or should the SY make the assumption that only touch up will be required?

perry.wilford Typewritten Text SUBMEPP confirms for planning and estimating purposes, the Contractor should plan on full coating system replacement for the non-pressure hull interior free flood area and recesses area surfaces.

URO MRC 003 requires MA 2809 which calls out Attachment 7. The coating system in the NPH interior will be 10 or more years old at EOH. Attachment 7 preservation is accomplished based on an as-arrived condition assessment. However, for planning purposes, there are indicators in the attachment that apply directly to financial planning.

First - Note 1 of Table 20 states "1. Plan for complete replacement of coating during major availabilities." An EOH is a major availability, therefore in the absence of conflicting superseding guidance, a complete replacement of the coating should be planned for.

Second - step 1.a.(2) also gives guidance on how to financially plan for coating jobs using this attachment. In part, step 1.a.(2) states, "Activities should plan on full coating system replacement for all other coating systems, including all solvent based systems in service for more than 4 years since the last condition rating, high solids systems that have been in service longer than 10 years, and any coating that had a prior condition rating of "C" or worse." The SSN 762 EOH is scheduled to start in January of 2017, at which point the coating system will be over 10 years old. Therefore, it is appropriate to plan for an Attachment 8 coating system replacement.Reserve Hydraulic Oil tanks 1 & 2 have inspection reports from 2010 identifying the coating system as an A in the tanks with no defects at the time of the inspection. The Lube Oil Sludge Tank and Clean Fuel Oil Tank have not received inspection since PSA in 1994, preservation data does not exist for these tanks. Extent of preservation must be based on the as arrived condition.

STEERING & DIVING (STRUC, MECH & ELEC)

Paragrapgh states to clear DFS on UT indications on RBP Guide Rails. Historically, other ships temporary departures on RBP Guide Rails are extended for continued monitoring without repairs or replacement of Guide Rails. SY assumes that previously reported indications will not significantly change based on past community experience. It is expected that DFS will be extended or cleared with hardware as is. Any repairs (or replacement) based on the findings and technical evauluation of UT/PT results found during completion of MS 5660-081-062 (AWP 08.0025.1380) during the EOH will be considered growth work. Does Government concur?

NEWPORT NEWS SHIPBUILDING

perry.wilford Typewritten Text Standard practice has been to temporarily depart (or extend existing departures of) any UT/PT indications on the RBP guide rails to the next scheduled depot availability, and forward findings to the Planning Yard for monitoring purposes. Besides initial repair attempts on SSN752 and SSN754 at DMP, there have been no other NAVSEA authorized repairs to this component throughout the Fleet.

SUBMEPP recently completed a thorough class-wide review of all UT/PT findings on the RBP guide rails since the elevated NDT inspections became a requirement in 2001. The results are documented in LAR PY-82358, and evidence showed no appreciable growth in depth of indications, and no evidence of indications penetrating past the weld heat affected zone and into the bulk HY-100 rail material. The indications are considered a delamination of the Ferralium overlay, and not detrimental to the structural integrity of the rails.

As a result of these findings, SUBMEPP and NAVSEA determined further elevated UT/PT inspections on forward guide rail, piece 26, and aft guide rail, piece 27 were not necessary and were subsequently deleted from MS 5660-081-062 via UACS SUBMEP-14-096. A visual check for cracks in Ferralium and HY-100 material was retained. This will be reflected in the next Rev B Chg-12 of the MS.

This resolution was agreed upon by NAVSEA PMS392T314 (M. Babicki) on 5/28/14. The intent is to approve all existing departures of the guide rails as permanent.
