AMENDMENT 20
The purpose of this amendment is to 1) respond to a bidder’s question to solicitation N00024-15-R-4300 and 2) communicate the Government will not respond to further bidders questions. This amendment makes no change to any elements of the solicitation.
1. Bidder’s Question:
Based on previous amendments and responses to bidder’s questions, the offeror fully understands that all efforts required to ensure that the submarine is fully functional, operational and certified upon completion of the availability is the intention and expectation of the government and that exceptions or conditioning out of work is not allowed. The offeror’s sole purpose in asking questions relative to this topic has been to ensure that the estimating and execution of that work (particularly growth work) is captured in the correct CLINs. To that end, it is the offeror’s understanding that all efforts associated with unidentified growth repair work (defined as growth work associated with repair beyond that identified and defined in the AWP) should be charged to the end use SWLINs against the level of effort authorized for CLIN 0010. Further, such efforts include, but are not limited to additional inspections, technical direction development, planning and scheduling, material purchasing and handling efforts, and trade supervision associated with the unidentified growth repair work and material above and beyond what is required for the identified repair work in the AWP.
As an example, the offeror is to include in CLIN 0009, under SWLIN 901I01, costs for supervision of trades (Foreman) needed to perform the identified repair work included in the AWP. If trades are required to perform unidentified growth repair work, and those trades require additional supervision as a result of that work, then the cost of the additional supervision of the trades associated with the unidentified growth repair work should be charged against the level of effort available under CLIN 0010 to the end use SWLIN under which the growth repair work has originated. This example would not require a contract change to adjust CLIN 0009 to account for the cost of additional supervision of trades associated with the unidentified growth repair work because such costs would be funded under CLIN 0010. Once the mandays authorized and funded under CLIN 0010 are expended, the offeror will provide a proposal for supplemental funding for performance of additional growth.
The offeror is providing its updated price in accordance with the above understanding. Does the Government concur with the offeror’s interpretation?
Government Response:
The Government does not concur with the HII understanding. The offeror shall include in CLIN 0009 all services required to perform all man-days identified in CLIN 0010. Once the man-days authorized and funded under CLIN 0010 are expended, the offeror shall provide a proposal for supplemental funding which identifies the required increase in both CLIN 0009 and CLIN 0010 for performance of work above that specified in CLIN 0010.
2. To ensure the Navy’s acquisition milestone are met and proposals are received by 31 July 2015, the Government will not entertain further bidders questions.
