Question:
Portable Pressure Calibrator Stowage ShipALT, SSN4522(D), has been issued for SSN 719, 768 and 769 previously by Electric Boat with numerous problems. The ShipALT drawings created by the planning yard do not reflect the shipboard stowage configurations from ship-to-ship. This results in increased engineering hours for ship checks, LARs and DFSs to obtain the necessary configuration.
Will the planning yard perform a ship check prior to the EOH availability and modify ShipALT SSN4522(D) drawings, specifically for SSN 762, to incorporate ship check results and LARs from previous installations prior to availability start?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
Answer:
This item should be bid as if the ShipALT can be installed as written. If the ShipALT cannot be performed in accordance with the documentation, the Contractor should submit a LAR for direction from the PY.

Question:
Paragraph states to restore hydraulic actuators for valves authorized for restoration and annotates actuators for MSW-39 ACT and MSW-040 ACT although the corresponding valves are not authorized for restoration. This paragraph does not carry Note 1 similar to SWLIN 508A01 for the same paragraph. Is it the government’s intent to restore these actuators? EBC recommends removing MSW-039 ACT and MSW-040 ACT from paragraph 44.5520.2100
The hydraulic actuators for MSW-39 and MSW-40 are listed in paragraph 44.5520.2100 because the corresponding restoration maintenance action brings in all configuration associated with it (i.e. includes all MSW hydraulic actuators). In accordance with current SUBMEPP AWP format, all of the MSW actuators are listed in this paragraph and the wording "for valves authorized for restoration" identifies which actuators are to be restored.
MSW-39 and MSW-40 are not authorized for restoration in the AWP. As a result, the corresponding hydraulic actuators (MSW-39 ACT and MSW- 40 ACT) are not authorized for restoration.
SUBMEPP does not agree with removing MSW-39 ACT and MSW-40 ACT from paragraph 44.5520.2100 of the 765 EOH.

Question:
Electric Boat is aware that NAVSEA is establishing a Tiger Team in the Public Shipyards to perform this task. Based on discussions with NAVSEA 08, this Tiger Team is expected to conduct replacement of PS-1 on all ships requiring this action and the LMA would be tasked to provide services to the team. As the team is still in the formative stages and planning efforts have not been completed, it is not clear as to the extent of work to be performed by the team and the services required of the LMA. Based on this, will the SWLIN be modified to reflect performance by a government designated AIT (Tiger Team) with the shipyard being tasked to provide Host Yard services to be defined under CLIN 0005 and 0011 for SSN 765 and SSN 762 respectively?
For USS MONTPELIER (SSN 765), refer to HII-NNS 765 question 11 and EBC question 75.
For USS COLUMBUS (SSN 762), proposal should reflect work as written in the AWP.

Question:
In the Schedule B, Notes section of the Draft RFP, Assumption 3 and the associated CRDLs (A018, A033, and A045) require schedule information to be provided in a Microsoft Project format. Electric Boat uses different planning tools (ARTEMIS) and requests that the requirement to track schedule data in a Microsoft Project format be deleted.
The proposed deletion does not meet the intent of the CDRL requirement for the government to receive integrated scheduling data. The contractor should meet the requirement or provide alternative solution (i.e. training and access to ARTEMIS for government oversight).

SWLIN No.: 131B01; 860L03 Title: HULL BOUNDING
SURVEYS HULL
DECONTAMINATION
Section/Paragraph No.: 80.0000.4101; QL.0040.0000
Question:
Background:
Electric Boat experience indicates that the amount of hull contamination is tied to the period of time since the hull has been last painted, with a significant increase in contamination if the last hull painting occurred more than 4 years prior to availability execution start. Electric Boat believes that the hulls for SSN 762 EOH and for SSN 765 IDD were last painted more than 4 years prior to the respective availability start and we should be expecting to see hull contamination as far aft as the control surfaces during initial surveys. If contamination extends to the aft control surfaces, key controlling path actions and open and inspect activities will be slowed and potentially impacted.
SWLIN 131B01, Line Item 80.0000.4101 currently specifies a 250 manday limit for hull decontamination efforts. Based on the discussion above, Electric Boat expects that hull decontamination efforts will be more extensive than the 250 mandays specified and will likely be closer to 1000 mandays, similar to the effort experienced in the two recent availabilities.
SWLIN 860L03, Line Item QL.0040.0000 requires arrival contamination surveys in accordance with NAVSEA 389-0288. Article 515, Section 2K of NAVSEA 389-0288 identifies initial survey locations for hull sampling; an area of less than 250 ft2. Based on the discussion above, Electric Boat expects that hull sampling requirements will be more extensive than the survey locations specified in Article 515, Section 2K. On two recent availabilities, Electric Boat has needed to sample area over ten times greater than the initial sampling area of Article 515, Section 2K.
Questions:
1. Please confirm that SWLIN 860L03 is the appropriate SWLIN to charge hull bounding efforts.
2. For planning purposes and schedule development, shall the Shipyards assume that the hull bounding effort and duration will that be associated with the basic area as specified in NAVSEA 389-0288, Article 515, Section 2K or shall we assume a more extensive effort and if so, what area should we plan for?
3. For planning purposes and schedule development, shall the Shipyards assume that the hull decontamination effort will be 250 mandays, as specified in the AWP, 1000 mandays as recommended, or some other value?
The contractor’s attention is directed to the additional inspection requirements noted in Amendment 0004 to the RFP issued on 16 Jan 2015.

Question:
Answers received on several Electric Boat Bidders Questions (95, 101, 102, and 105), reflect changing tank and structure preservation requirements from touch up to full blast and paint. As discussed at the Bidders Conference on 01/13/15, how will the Government adjust (increase) the man day ceiling amounts in CLINs 0004/0010 to reflect the additional effort required?
The Government’s intent for tank and structure preservation is to execute the maintenance standard as written in the AWP. The Government’s answers to EB questions 96-110, 114, and 115 regarding the SSN 762 reflect this. The man-day estimates for the SSN 762 and SSN 765 EOH include execution of the maintenance standard.

Question:
Based on discussion at the pre-proposal conference on 01/13/15 regarding Electric Boat Bidders Question #125; the Government agreed to reconsider the response to Question # 125.
ShipAlt SSN4709(K) is a first time installation on a 688 Class hull. NNSY reported significant issues and delays during the first time installation of this ShipAlt on Trident Class hulls.
SWLIN 853E11 is listed in CLIN0003 and CLIN0009. Based in the ShipAlt being a first time installation on a 688 Class hull and with the reported issues during first time installation on Trident Class, Electric Boat requests that SWLIN 853E11 be re-assigned to CLIN0004 and CLIN0010, as there is a high likelihood of changes required.

Title: PRESERVATION
Section/Paragraph No.: 82.0058.2819
Based on discussion at the pre-proposal conference on 01/13/15 regarding Electric Boat Bidders Question #97; the following is provided in support of full blast and paint of RBP enclosures:
Information loaded in the CCIMS database for SSN 762 identifies that a majority of the tanks and recesses were prepared to SSPC-SP 10 (abrasive blast to near white metal) and re-preserved with high solids coating in 2005 with subsequent touch-up in 2010. In accordance with SMS 6310-081- 015 ATTACHMENT 7, Paragraph 1.a, “…Activities should plan on full coating system replacement for...high solids systems that have been in service longer than 10 years..." At the start of the EOH, the high solids coating system applied in these areas will be 12 years old. Currently, the AWP authorizes ATTACHMENT 7 in lieu of ATTACHMENT 8 for a majority of the tanks and recesses.
The age of the high solids paint increases the chance that the condition-based coating assessment in these spaces will be grade “D” or “E” per ATTACHMENT 7 of SMS 6310-081-015, which requires full blast and paint. Performing full blast and paint when touch-up was planned could result in schedule impacts during execution. To mitigate this risk, the Contractor request the Government re-assess the baseline level of preservation needed in spaces where high solids was applied in 2005 and amend the contracted work scope as required.
Please reconsider your original answer of touch-up only.
The Government’s intent for tank and structure preservation is to execute the maintenance standard as written in the AWP. The
Government’s answers to EB questions 96-110, 114, and 115 regarding the SSN 762 reflect this.
