NAVSEA Contract No.: N00024-15-R-4300 Question No.: 112 REV
Ship(s): SSN 765 IDD and 762 EOH
Solicitation Related: Yes
Section Letter: Schedule B, Note D, Note I Page No.: 11, 16
AWP Related Yes
SWLIN No.: VARIOUS Title: RFP
Section/Paragraph No.:
Question:
The RFP for both SSN765 IDD and SSN762 EOH state the following regarding supplemental and emergent work:
“It is understood that all emergent work and material (i.e. including growth from execution of emergent repair actions to successfully restore each system and component to full readiness) related to CLIN 0004 (and CLIN 0010 for SSN 762), as defined in Section C, is authorized as basic work, and is to be performed by the contractor under the provisions of the Cost Plus Fixed Fee, Level-of- Effort (LOE) ceiling amount” {68,000 man-days (MDs) for CLIN 0004, and 92,700 man-days (MDs) for CLIN 0010 respectively}.
Is the intent of the above statement to mean that “all emergent work and material” includes, but is not limited to, troubleshooting efforts to determine corrective actions required, development of technical work documents (TWDs), material procurement and receipt inspection efforts, repair efforts, testing, inspection, etc.?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
The intention and expectation of the government is the contractor shall complete all efforts required to prepare, develop technical work documentation, procure long lead material, open, inspect, evaluate, troubleshoot, procure mandatory repair material, repair both mandatory and contingent items, procure contingent material, modify technical work documentation, restore, test, correct test failures, retest, and certify each AWP work item, such that the submarine is fully functional, operational and certified upon the completion of the availability. It is recognized the full scope to execute each work item requires coordination between multiple SWLINs (i.e. trade labor, engineering, logistics, certification, etc.) and these SWLINs are separated between of both

CLIN 0003/0009 fixed priced efforts and CLIN 0004/0010 level of effort (LOE) cost plus efforts.
It is recognized that execution and completion of work items requires actions that involve multiple SWLINs in both the fix and cost CLINs (i.e. program management in CLIN 0003, machine shop trade labor in CLIN 0004).
Should a work item require repairs outside or beyond the scope of the referenced standard maintenance documentation, and exceed the MDs available in the CLIN(s) in which the work is being accomplished, the contractor shall provide a proposal for any additional costs against the same SWLINs being charged for the base work as required to complete the growth work effort and request authorization from the government prior to proceeding with completion of the work item. Additionally, the contractor is expected to maintain all costs by SWLIN and the associated CLIN(s) throughout the execution of the contract.
Should completion of any work item result in exceeding the authorized LOE of any LOE CLIN (i.e. 0004/0010; 0005/0011; 0006/0012) the contractor shall provide a proposal for any and all expected and estimated additional costs against the same SWLINs being charged for the base work as required to complete all work effort and request authorization from the government prior to proceeding with completion of the remaining work items. This proposal shall be provided at least 30 days prior to fully expending the LOE. Additionally, the contractor is expected to maintain all costs by SWLIN and associated CLIN throughout the execution of the contract.
In the event a specific work item requires growth work authorization outside or beyond the referenced standard maintenance documentation, or the original baseline LOE is exceeded, the contractor shall review the Integrated Master Schedule, identify any change to the incentive key event dates, and request a change in the incentive dates to the PCO via the ACO.
All proposals for growth work required beyond that authorized in the base contract should state the increase required for the touch labor, associated services and any additional duration (if applicable) and the CLIN(s) in which the work will be accomplished.
It is assumed most proposals will require an increase in both the FFP CLIN and the associated Cost CLIN to include both touch labor efforts and associated services. Work should be charged the same (CLIN(s) and SWLIN(s)) for the additional growth work as the work is being charged for the base work.
