Ship(s): SSN 765 IDD and 762 EOH

Solicitation Related: Yes

Section Letter: Schedule B, Note D, Note I Page No.: 11, 16

AWP Related Yes

SWLIN No.: VARIOUS Title: RFP

Section/Paragraph No.:

Question:

The RFP for both SSN765 IDD and SSN762 EOH state the following regarding supplemental and emergent work:

“It is understood that all emergent work and material (i.e. including growth from execution of emergent repair actions to successfully restore each system and component to full readiness) related to CLIN 0004 (and CLIN 0010 for SSN 762), as defined in Section C, is authorized as basic work, and is to be performed by the contractor under the provisions of the Cost Plus Fixed Fee, Level-of- Effort (LOE) ceiling amount” {68,000 man-days (MDs) for CLIN 0004, and 92,700 man-days (MDs) for CLIN 0010 respectively}.

Is the intent of the above statement to mean that “all emergent work and material” includes, but is not limited to, troubleshooting efforts to determine corrective actions required, development of technical work documents (TWDs), material procurement and receipt inspection efforts, repair efforts, testing, inspection, etc.?

Question:

In the event that additional Level Of Effort mandays are required beyond the ceiling amounts (for CLINs 0004, 0005, 0006, 0010, 0011 or 0012), will a corresponding authorized change be issued to the FFP CLINs 0003 and 0009?

The Contractor is directed to EBC bidder’s questions 113.

SWLIN No.: Title: SCHEDULE

Section/Paragraph No.:

Question:

The Period of Performance for the SSN 762 EOH is specified as 25 January 2017 through 12 September 2018, a duration of 19.6 months. Current EOHs (that do not all include DMDs; and no PS-1 replacements within the duration) that are currently in progress or have been recently completed at Naval Shipyards range in duration from 21.0 months to 28.3 months. It does not seem reasonable to expect first time execution of an EOH at a Private Shipyard to complete in essentially record time, with more work in the package than is typically accomplished. Please discuss the Government's perspective on how the Shipyards are to execute the specified work package within the prescribed period of performance.

Naval Ship Yards are resource constrained to a well-established manpower budget level and are experiencing a significant work overload along with competing priorities; which has resulted in extending attack submarine availabilities. In order to reduce the schedule impact on future availabilities, the government has turned to the private sector, and seeks them to utilize their increased flexibility in obtaining resources to execute several CNO availabilities. The government estimates with the right amount of resources the EOH duration identified in the RFP, while challenging, is reasonably achievable.

SWLIN No.: 201A02 Title: REDUCTION GEAR

(SOUND

ISOLATION

COUPLING

ASSEMBLY)

Section/Paragraph No.: 28.0180.410A

Question:

Is it the Government’s intention to clear DFS 762-1010-2010 by replacing the sound isolation fwd & aft hubs and the matching fwd and aft sound isolation coupling sleeves along with associated hardware? Replacement will require a hull cut, as defined in the DFS. If replacement is required the work will likely increase the 19.6 month availability duration.

The Contractor is directed to EBC bidder’s questions 116.

SWLIN No.: 828B01 Title: PS-1

REPLACEMENT

Section/Paragraph No.:

Question:

Electric Boat is aware that NAVSEA is establishing a Tiger Team in the Public Shipyards to perform this task. Based on discussions with NAVSEA 08, this Tiger Team is expected to conduct replacement of PS-1 on all ships requiring this action and the LMA would be tasked to provide services to the team. As the team is still in the formative stages and planning efforts have not been completed, it is not clear as to the extent of work to be performed by the team and the services required of the LMA. Based on this, will the SWLIN be modified to reflect performance by a government designated AIT (Tiger Team) with the shipyard being tasked to provide Host Yard services to be defined under CLIN 0005 and 0011 for SSN 765 and SSN 762 respectively?

The Contractor is directed to EBC bidder’s questions 121.

Question:

What percentage of growth has the government included in establishing the LOE for CLINs 0004 and 0010 for the SSN 765 IDD and SSN 762 EOH respectively?

The LOE values are based on return man-day costs from similar work in public shipyards. These have been adjusted for differences in charging practices and an additional 15-20% has been included for growth.
