Please confirm that the Contractor shall plan for conducting a full blast and paint of the VLS Bathtub area in accordance with Attachment 12 of SMS 6310-081-015.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
Answer:
MA 820055.2819 is the correct maintenance for the VLS bathtub area during the SSN 762 EOH. The VLS bathtub area is a high corrosion area for which the high solids will have been in service for about 13 years prior to EOH. It was rated "C" in 2010. As a high solids system that has been in service longer than 10 years and had a prior condition rating of "C" it has been scheduled to be replaced.

Question:
Please confirm that the Contractor shall plan for conducting a full blast and paint of the RBP Recess area in accordance with Attachment 14 of SMS 6310-081-015.
Only touchup should be required. Recommend adding NOTE: 1 to GCMA “Accomplish if RBP Recess has not previously received high solids coatings.”
REVISED answer 21 JAN 2015:
MA 820058.2819 is the correct maintenance for the RBP recess during the SSN 762 EOH. The RBP recess is a high corrosion area for which the high solids will have been in service for about 12 years prior to EOH. RBP maintenance is scheduled for the EOH as well. The EOH is the appropriate time to replace the HS coating system.

Question:
The AWP specifies SY shall conduct non-pressure hull interior free flood area and recesses area preservation in accordance with Attachment 7 of SMS 6310-081-015, Rev 1, Chg 2. The level of surface preparation and re-preservation specified in Attachment 7 is dependent on as-arrived coating condition, but would normally be planned as a low percentage of touch-up. The AWP also specifies full URO MRC 003 inspection (as authorized by line item 27.0180.U003) in order to reset periodicity, which is normally associated with preservation in accordance with Attachment 8 of SMS 6310-081-015, Rev 1, Chg 2. For planning and estimating purposes, should the Contractor assume touch-up preservation in accordance with Attachment 7, as specified, or full blast and paint for the non-pressure hull interior free flood area and recesses area surfaces?
For planning and estimating purposes, the Contractor should plan on a full coating system replacement for the non-pressure hull interior free flood area and recesses area surfaces. URO MRC 003 requires MA 2809 which calls out Attachment 7. The coating system in the NPH interior will be 10 or more years old at EOH. Attachment 7 preservation is accomplished based on an as-arrived condition assessment. However, for planning purposes, there are indicators in the attachment that apply directly to financial planning.
First - Note 1 of Table 20 states "1. Plan for complete replacement of coating during major availabilities." An EOH is a major availability, therefore in the absence of conflicting superseding guidance, a complete replacement of the coating should be planned for.
Second - step 1.a.(2) also gives guidance on how to financially plan for coating jobs using this attachment. In part, step 1.a.(2) states, "Activities should plan on full coating system replacement for all other coating systems, including all solvent based systems in service for more than 4 years since the last condition rating, high solids systems that have been in service longer than 10 years.

Question:
The AWP specifies SY shall conduct auxiliary tank preservation in accordance with Attachment 7 of SMS 6310-081-015, Rev 1, Chg 2. The level of surface preparation and re-preservation specified in Attachment 7 is dependent on as-arrived coating condition, but would normally be planned as a low percentage of touch-up. The AWP also specifies full URO MRC 003 inspection (as authorized by line item 50.0500.U003) in order to reset periodicity, which is normally associated with preservation in accordance with Attachment 8 of SMS 6310-081-015, Rev 1, Chg 2. For planning and estimating purposes, should the Contractor assume touch-up preservation in accordance with Attachment 7, as specified, or full blast and paint for the auxiliary tank surfaces?

For planning and estimating specified, or full blast and paint for the bow sonar tank surface.
In part, step 1.a.(2) states, "Activities should plan on full coating system replacement for all other coating systems, including all solvent based systems in service for more than 4 years since the last condition rating, high solids systems that have been in service longer than 10 years, and any coating that had a prior condition rating of "C" or worse."
For further information on a tank basis CCIMS should be reviewed by the bidder.
