Section/Paragraph No.: LL.0020.0000
Question:
As nuclear test gear and support (radiological/technical) for POTs testing will be accomplished prior to availability start, will the Government change the assignment from SY to local NRMD?
Due to the geographical separation of the shipyard and the vessel, provisioning controlled test equipment is considered cost prohibitive. The provisioning of test equipment to support SF POTs should be provided by their local FMA/NRMD/FMB as requested by SF.
The SY should provide the engineer to support SF in preparing for and accomplishing the POTs.
LL.0180.0000 should not require SY to provide equipment, delete “and a list of test equipment shipyard is to provide” and LL.0300.0000 should be reassigned to NRMD/FMA

Section/Paragraph No.: SN.0060.0000
Question:
SF is assigned to provide a report of all material that will not be reloaded to the boat.
Will the SF report be sufficient to account for weight changes from stowed equipment before and after availability execution or will the SY be required to weigh all SF gear being removed prior to availability start?
The post DMP trim dive on SSN 761 resulted in the need to add 17LTs of cargo lead to compensate for off/on-loan provisioning disparity that wasn’t reported by Ship’s Force.
The shipyard should, as a minimum, train and require SF to weigh all off-loaded and on-loaded provisioning and provide services and oversight to ensure this is being done. This effort should begin following the pre-availability trim dive and continue through the post availability trim dive.

Section/Paragraph No.: 44.0020.U008
Question:
AWP requires accomplishment of URO MRC 008 for PL-49/50, which requires removal and significant disassembly of PL-49/50. History has shown that without significant repair, restoration or replacement of PL-49/50 it won’t pass required retest even if disassembly occurred after only a short period of being in service. Will the Government make a CCRP asset available in lieu of restoration?
The Government's intent is to defer the URO MRC 008 inspection of PL-049/050 to EOH-01 (DFS 765-0026-2014 refers). Because of this action the restoration will not be required and the CCRP replacement will not be provided. DFS 756-0026-2014 has been extended to the EOH. URO MRC 008 for PL-49/50 has been removed from the AWP (Change 009).

SWLIN No.: 131A01 Title: Preservation
Section/Paragraph No.: 82.0100.2809
Question:
This line item requires clean and repair/restore of the preservation associated with exterior pressure hull, including the exterior of trunks and hatches in accordance with ATTACHMENT 7 of SMS 6310-081-015. ATTACHMENT 7 requires assignment of a preservation coating grade in order to determine the level of surface preparation and preservation work needed. The exterior surface of the hull does not use the same coating rating as internal tanks or recesses. How will the contractor assess the condition of the paint on the exterior of trunks and hatches to determine if a full abrasive blast and preservation is required?
Attachment 7 of MS 6310-081-015 provides the specific requirements for preserving the exterior/underwater hull of the submarine. Hatch exteriors and exteriors of trunks can be treated the same as exterior/underwater hull area. Paragraph 1.c.3.e.2 of attachment 7 provides the requirements for touchup vs. full blast and represerve.
See below:
1.c.(3)(e){2} For exterior underwater hull areas, preservation system failure up to 30 percent of the total area may be repaired by touchup painting. If the amount of touchup painting will cover an area greater than 30 percent of the total surface area being worked and the failure of the preservation system is scattered throughout the area so that touchup painting will not be cost effective, the area should have the coating completely removed and the area repainted. Surfaces covered by damping or acoustic tiles are not included when determining percentage of failure in a tank or free flood area. If the tiles are removed, the exposed areas are included. Free flood areas and enclosed spaces are not included when determining percentage of failure of exterior hull areas.

Question:
DFS 765-1023-2013 was changed from permanent to temporary due to a NAVSEA 05 write-up (attached in eDFS) requesting a “full set of hull structural measurements” at the IDD availability.
The NAVSEA 05 write-up states that these measurements are required to assess the OOF condition before the DFS can be accepted as permanent. Is the contractor responsible for evaluating the data in order to clear the departure? Or is the contractor only responsible to provide the data to NAVSEA 05 for their own analysis?
The inspecting activity should collect the data and perform analysis to determine OOF and resulting impact to hull structure. The data package and analysis report should be forwarded to NAVSEA for concurrence.

Section/Paragraph No.: 28.6181.0323
Question:
Is it the intent of this requirement to conduct the CSTP429-2-3018 prior to the start of any industrial activity (i.e., removal phase) to establish a baseline of the TSMS performance, to identify deficiencies, and provide protective covering devices for the TSMS system, and then to reconduct the CSTP429-2-3018 post-industrial activity (installation phase) to certify the TSMS performance?
Or Is it the intent of this requirement to remove and install the TSMS during this availability, utilizing the CSTP429-2-3018 to baseline and re-certify the TSMS?
The intent is NOT to remove and reinstall the TSMS during the availability as described above in "option 2". The intent is more in line with "option 1" above with clarification below:
Clarification: The intent of this MR is to conduct the applicable test (based on hull configuration), for a complete inspection and repair of the TSMS components. This is to be accomplished during the ongoing availability, mainly due to the TSMS system being located throughout the ship and being disturbed as interference to other work being accomplished. This gives the execution activity a way to certify the TSMS system under one line item, instead of conducting the same test for each and every time the system is disturbed. Work on the TSMS system should be coordinated with other ongoing work and testing of the system should be completed when work in the area is completed.

Question:
The CLIN 0003/0009 SWLINs as specified in the RFP are comprised primarily of service and support type tasks, normally associated with and tied to work being conducted in the end use SWLINs which are predominantly specified in CLIN 0004/0010 in the RFP. If emergent work causes an increase to CLIN 0004/0010 in accordance with Note D and Note I of the RFP, will there be a corresponding adjustment to the associated service and support cost in CLIN 0003/0009?
The SWLINs identified in CLINs 0003 and 0009 are considered duration related not necessarily associated with touch labor hours; as such are considered more representative of FFP pricing. Any change in the period of performance due to new or growth work should fully bear all associated costs as has been the past practice of the contractor’s change proposals.

For both SSN 765 IDD and SSN 762 EOH, SWLIN 036I01, Ship Handling and Worksite Preparations - Temporary Production Utilities, is designated as a FFP effort. Per NAVSEA response to Industry day questions, Item 29, each Shipyard shall provide a proposal for how 8010 manual requirements will be implemented in the Shipyard for these availabilities. Because the 8010 implementation procedures will not be agreed upon before the proposal submittal, will the government change the designation for SWLIN 036I01 from FFP to CPFF?
This SWLIN will remain FFP. It is recognized by the government that the 8010 is not invoked in its entirety at private nuclear capable yards, and is under review by separate contractual actions. The requirements of SWLIN 036I01 provide discrete fire protection requirements, using 8010 only as a reference for clarification. The government recognizes the contractor may take exception to providing any additional services above and beyond those provided during the conduct of the most recent CNO Major Availability completed in 2014.

Question:
The AWP specifies SY shall conduct reserve feedwater tank preservation in accordance with Attachment 7 of SMS 6310-081-015, Rev 1, Chg 2. The level of surface preparation and re-preservation specified in Attachment 7 is dependent on as-arrived coating condition, but would normally be planned as a low percentage of touch-up. The AWP also specifies full URO MRC 003 inspection (as authorized by line item 50.0720.U003) in order to reset periodicity, which is normally associated with preservation in accordance with Attachment 8 of SMS 6310-081-015, Rev 1, Chg 2.
