COMMENT/QUESTION
GOVERNMENT RESPONSE
1
Draft RFP, L-7.3.1.3 Quality Management System, M-3.2.1.3 Quality Management System (QMS)
The QMS requirements for Ops-Log include ISO 9001 registration documentation. Similar Training sections addressing QMS do not require ISO 9001 registration. Why the Double Standard, especially since Primes in the small business pool under Ops-Log must comply? Are Training task orders considered less technical or less complex than Ops-Log task orders?
The Government does consider the Training task orders to be less technical/complex. Offerors are required to have a Quality Management Representative that shall be an American Society for Quality (ASC) Certified Quality Auditor (CQA).

Draft RFP, Section H, H-4; M-3.4.5
For Large Business Primes, the Contractor’s small business subcontracting plan shall ensure a minimum of 40% of the total annual awarded contract value is subcontracted to small businesses.
a) Does this mean 40 percent of the total contract value per year, or the subcontracted amount per year?
b) What is the rationale for not implementing FAR 52.219-9 or DFAR 252.219-7003 to meet small business subcontracting "goals"? By mandating that 40 percent of the contract value be subcontracted to small businesses, outside the Small Business prime pool, the total amount ear marked for small business is at least $390M. When the Training SBSA amount is added, that's $1.04 B. That means at least 64 percent of the combined ceiling values for Training and Operations & Logistics is mandated for Small Business.
a) The requirement is 40% of the total contract value per year shall be subcontracted to small business.
b) FAR 52.219-9 will be implemented; however it will be a requirement vs. a goal. The 40% requirement was based on Market Research received through the Government’s Market Research Questions and Industry feedback. The Training and Operations and Logistics are two separate requirements and have no bearing on each other.

Consolidated Questions, posted Sep 09, 2014. Q&A #22
Is it possible to provide historical PWSs with the Draft RFP? The historical PWSs provide invaluable information on the scope and magnitude of potential future task orders. The information would be used to build an ID/IQ with requisite capabilities to compete at the task order level.
We intend on posting the historical PWSs within the next two weeks.
In the November 2013 Industry Day held by Army Contracting Command, it was briefed that no exclusive teaming arrangements would be recognized. With the procurement now under AMIC, is that guidance still correct?
No, please review the Draft RFP that has been posted. Please be aware the information that the Army Contracting Command provided was for the old solicitation that has been canceled and has no bearing on FA4890-14-R-0023 & FA4890-14-R-0024.
