About this file

This is Addendum 4 to an Invitation for Bids (IFB) issued by the Texas Military Department for construction services at Ellington Field in Houston, Texas. The project requires contractors to extend eight existing concrete barrier access roads to provide adequate turn radius for maintenance vehicles and mobile crane operations. Work includes demolition of damaged concrete sections, excavation, soil stabilization, and construction of six-inch-thick, 4000 PSI reinforced concrete pavement with proper drainage and tie-ins to existing grades. The addendum extends the original bid due date to June 8, 2026, at 2:00 p.m. Central Time and provides a comprehensive Question and Answer document addressing 81 contractor inquiries regarding specifications, site conditions, logistics, and construction requirements. The original mandatory site visit dates were April 14 or 16, 2026, with written questions due by April 23, 2026. The successful contractor must demonstrate at least five years of experience in similar pavement work and provide a qualified superintendent with five years of general contractor experience, Quality Check certification, and OSHA 30-hour certification on-site during all construction phases.

Construction shall comply with multiple governing standards including UFC 3-250-01, UFC 3-201-01, UFGS 32 13 13.06, ACI 318, ACI 330R, TxDOT Standard Specifications, and FAA AC 150/5320-6, with the most stringent requirement prevailing when conflicts exist. The contractor is responsible for all site verification, GPR and utility locating prior to excavation, removal and proper disposal of demolition spoils, restoration of all disturbed areas with topsoil and sod, and adherence to FAA Foreign Object Debris (FOD) control protocols. Contractors must utilize the government-designated Projectmates project management software at a monthly cost of $125 and a one-time setup fee of $750. All personnel working on the flightline require background checks and badging, with escort training costing $16 per badge and taking approximately three hours; employees required daily on-site must obtain badges. A Historically Underutilized Business (HUB) Subcontracting Plan is mandatory. The contract is firm fixed price with no liquidated damages provisions, no Buy American requirements, and no specific budget disclosure; contractors shall assume runway closures will be coordinated four to five weeks in advance and that only one runway may be closed at a time.
