About this file
This document is a Quality Control specification attachment for a construction project at Ellington Air Force Base in Houston, Texas, dated May 21, 2024. The specification establishes quality assurance and control requirements for installation work, including manufacturer compliance, tolerance monitoring, product inspection, and testing procedures. The contractor is responsible for ensuring all work meets specified quality standards and manufacturer instructions, with qualified personnel performing the installation. Independent testing laboratory services must be employed by the contractor and approved by the Project Manager prior to use, with test reports submitted within three working days of completion. The contractor must notify the Project Manager and testing firm 24 hours in advance of operations requiring inspection services and is responsible for all testing and re-testing costs.
The specification requires contractors to comply with manufacturers' tolerances and instructions, reference standards current as of the contract document date, and maintain positive anchorage devices for all products. Manufacturers' field services and qualified observer staff must submit qualifications to the Project Manager 30 days in advance of site observations, with final reports submitted in duplicate within 30 days of observation. All costs associated with independent inspecting, testing, and laboratory services, including re-testing due to non-compliance with contract requirements, are the contractor's responsibility. The document clarifies that testing and inspecting services do not relieve the contractor of responsibility to perform work to contract requirements and that any conflicts between manufacturers' instructions and contract documents must be clarified with the Project Manager before proceeding.
