About this file
This is an Operation and Maintenance Data attachment for Ellington AFB in Houston, Texas, establishing comprehensive requirements for the preparation and submission of operation and maintenance manuals for equipment, systems, materials, and finishes. The document specifies that equipment manufacturers and system suppliers must prepare detailed instructional manuals in both printed and electronic formats (Microsoft Word) to be submitted according to defined timelines: preliminary manuals must be submitted prior to equipment shipment or at least thirty days before final inspection, while final manuals are due no less than thirty days before field testing or startup, or within ten days after final inspection for materials and finishes. Manuals must follow strict formatting standards including 8.5 by 11-inch paper, CSI format organization, three-ring binders for final versions, and include flyleaves, section dividers with numbered index tabs, and comprehensive tables of contents. The submission process requires three copies of preliminary manuals for Program Manager review, with acceptance resulting in one copy returned to the contractor and five copies of the final manual submitted to the Program Manager.
The manuals must contain detailed content requirements including equipment descriptions with performance curves and engineering data, complete operating procedures for startup and shutdown, comprehensive maintenance and troubleshooting guides, original manufacturer's parts lists with part numbers, and maintenance summary forms for each equipment item or system. For electrical and electronic systems, additional requirements include interconnection wiring diagrams, circuit directories for panelboards, relay settings, and control and alarm contact settings. For architectural products and moisture protection systems, manuals must include manufacturer's data on composition and installation details along with care, maintenance, and inspection instructions. The document establishes no pricing terms, set-asides, or incumbency information, functioning instead as a technical specification and quality assurance document governing the format, content, and submission procedures for all operation and maintenance documentation required for the Ellington AFB facility.
