About this file

Summary: Ellington AFB Project Coordination Attachment

This document is a project coordination specification for work at Ellington Air Force Base in Houston, Texas, issued by the U.S. Air Force. The specification establishes requirements for contractor project coordination, including submission of statements of qualification for land surveyors or civil engineers, photographic documentation in JPEG format, and coordination protocols with base personnel and the Project Manager. A preconstruction conference is scheduled for May 21, 2024, at Ellington Field, Houston, Texas, where contractors must be prepared to discuss required schedules, critical path work sequencing, project changes, site access and security, environmental issues, safety plans, and payment procedures. Progress meetings will be conducted bi-weekly at the site to review work progress, schedules, shop drawings, payment applications, and contract modifications. The contractor is responsible for maintaining continuous base operations throughout construction, managing temporary utilities and bypass facilities, providing 48-hour written notice for utility service interruptions, and documenting pre-existing conditions through weekly photographic records from Notice to Proceed through final project acceptance.

The contractor must comply with all requirements outlined in Attachment G.A for Ellington AFB General Requirements and is responsible for locating and protecting survey reference points, performing exploratory excavations where underground facilities may conflict with proposed work, and retaining a professional land surveyor or civil engineer registered in Texas to perform necessary construction staking and layout. The contractor bears the cost of replacing any survey control markers destroyed during operations and must provide competent personnel, tools, and equipment for layout verification and measurement work. Work must be performed to allow continuous base facility operations unless otherwise specified, with activities outside regular working hours requiring prior written Project Manager consent. Cutting, fitting, and patching of structural elements, weather-resistant components, or work affecting facility efficiency requires prior written authorization from the Project Manager before commencing.
