About this file
This specification document is an attachment for manufacturers' services at Ellington Field in Houston, Texas, establishing requirements for factory-trained manufacturer representatives to provide installation assistance, inspection, testing, and training services for specified equipment and systems. The contractor must submit a training schedule at least twenty-one days prior to equipment installation, a preliminary training plan within sixty days after Notice to Proceed, and a final training plan following a training coordination meeting. Manufacturers' services must include on-site assistance during product installation, inspection and adjustment to ensure equipment functions as warranted, resolution of assembly or installation problems, support during functional and performance testing, training of Ellington Field personnel on equipment operation and maintenance, and completion of manufacturer certificates of proper installation. Training must be completed at least fourteen days prior to equipment startup, and additional post-startup training may be required. The contractor is responsible for scheduling manufacturers' services to avoid conflicts with other on-site activities and for ensuring all conditions necessary for successful testing are met before services are scheduled.
The specification establishes that manufacturer representatives must be authorized, factory-trained personnel with experience in technical applications, installation, operation, and maintenance of the respective equipment, and all representatives are subject to approval by the Project Manager with no substitutions permitted without prior written approval. Training personnel must be trained and articulate, capable of coordinating with Ellington Field operating personnel and facilities staff, and instructors providing detailed classroom and hands-on training must have resumes submitted for approval. Training plans must include course titles, objectives, schedules, prerequisite qualifications, recommended attendee types, course descriptions with detailed content outlines, duration, location, format, instruction materials and equipment requirements, and detailed daily schedules showing time allocation for each topic.
