About this file
This is a Sustainable Design Requirements specification attachment for a construction project at Ellington Field in Houston, Texas, issued by the U.S. Air Force. The document establishes mandatory compliance with Leadership in Energy and Environmental Design (LEED) Silver certification standards based on LEED-NC 2009 guidelines. The contractor is responsible for achieving specific LEED construction credits and prerequisites across multiple categories including sustainable sites, materials and resources, indoor environmental quality, and energy performance. The project requires submission of LEED Action Plans within 30 days of the Notice to Proceed, detailing waste management procedures, recycled content materials, regional materials sourcing, certified wood products, construction indoor air quality management, and low-mercury lighting specifications. The contractor must engage a LEED-Accredited Professional to coordinate all LEED requirements and provide concurrent progress reports with each Application for Payment, along with comprehensive documentation submittals demonstrating compliance with each credit requirement.
The specification mandates that 20 percent of building materials by cost contain recycled content (post-consumer plus one-half pre-consumer), 20 percent of materials by cost be sourced regionally within 500 miles of the project site, and 95 percent of wood-based materials by cost be Forest Stewardship Council certified. Low-emitting materials requirements include strict Volatile Organic Compound (VOC) limits for adhesives, sealants, paints, and coatings, with specific formulations restricted from containing hazardous substances. Flooring systems must comply with CRI Green Label Plus for carpet or FloorScore certification for hard surfaces. Construction waste management must achieve diversion targets, and indoor air quality testing or building flush-out procedures must demonstrate compliance with EPA contaminant maximum concentration limits prior to occupancy. Three onsite coordination meetings are required: preconstruction, pre-closeout, and final closeout, with all LEED documentation submitted online through GBCI's LEED Online platform under contractor responsibility, though the owner covers project registration and certification fees.

a. If Owner authorizes use of permanent heating, cooling, and ventilating systems during construction period as specified in Attachment G.K -
Ellington AFB (EF) Construction Facilities And Temporary Controls, install filter media having a MERV 8 according to ASHRAE 52.2 at each return-air inlet for the air-handling system used during construction.
b. Replace all air filters immediately prior to occupancy.
B. Credit IEQ 3.2: Pending approval from the Project Manager, comply with one of the following requirements:
a. After construction ends, prior to occupancy and with all interior finishes installed, perform a building flush-out by supplying a total volume of
14000 cu. ft. of outdoor air per sq. ft. of floor area while maintaining an internal temperature of at least 60ºF and a relative humidity no higher than
60%.
b. If occupancy is desired prior to flush-out completion, the space may be occupied following delivery of a minimum of 3500 cu. ft. of outdoor air per sq. ft. of floor area to the space. Once a space is occupied, it shall be ventilated at a minimum rate of 0.30 cfm per sq. ft. of outside air or the design minimum outside air rate determined in IEQ Prerequisite 1, whichever is greater. During each day of the flush-out period, ventilation shall begin a minimum of three hours prior to occupancy and continue during occupancy. These conditions shall be maintained until a total of
14000 cu. ft./sq. ft. of outside air has been delivered to the space.
c. Air-Quality Testing:
i. Conduct baseline indoor-air-quality testing, after construction ends and prior to occupancy, using testing protocols consistent with the
EPA's "Compendium of Methods for the Determination of Air
Pollutants in Indoor Air," and as additionally detailed in the
USGBC's "LEED-NC: Reference Guide."
ii. Demonstrate that the contaminant maximum concentrations listed below are not exceeded:

d. For each sampling point where the maximum concentration limits are exceeded, conduct additional flush-out with outside air and retest the specific parameter(s) exceeded to indicate the requirements are achieved.
Repeat procedure until all requirements have been met. When retesting noncomplying building areas, take samples from same locations as in the first test.
e. Air-sample testing shall be conducted as follows:
i. All measurements shall be conducted prior to occupancy but during normal occupied hours, and with building ventilation system starting at the normal daily start time and operated at the minimum outside air flow rate for the occupied mode throughout the duration of the air testing.
ii. Building shall have all interior finishes installed including, but not limited to, millwork, doors, paint, carpet, and acoustic tiles.
Nonfixed furnishings such as workstations and partitions are encouraged, but not required, to be in place for the testing.
iii. Number of sampling locations will vary depending on the size of building and number of ventilation systems. For each portion of building served by a separate ventilation system, the number of sampling points shall not be less than one per 25,000 sq. ft. or for each contiguous floor area, whichever is larger, and shall include areas with the least ventilation and greatest presumed source strength.
iv. Air samples shall be collected between 3 and 6 feet from the floor to represent the breathing zone of occupants, and over a minimum four-hour period.
4. COORDINATION MEETINGS:
A. There will be three onsite coordination meetings. The first will be a preconstruction meeting to review the LEED Action Plans. The second will be a pre-closeout meeting to review LEED documentation for completeness and identify any outstanding issues relating to final score and documentation requirements. The third is a closeout meeting to review the final LEED documentation. All meetings shall be attended by Contractor's designated LEED
AP responsible for LEED documentation, Government representative and
Installation representative. Contractor shall make a set of contract drawings, specifications, and current LEED documentation available for review at weekly construction meetings.
